Executive Board Meeting Minutes - August 9, 2006

Executive Board Members Attending:

OSAA Staff Present: Mike Wallmark and Brad Garrett.

1. Call to Order/Introductions/Approval of Minutes/Miscellaneous. The meeting was called to order at 9:00 AM. The June 21, 2006 minutes were approved.

2. OSAA Report:

Mike and Brad updated the board on recent OSAA activities.

3. OCEP: Soccer Proposal – USSF Level 8 Certification as an Alternative to OCEP’s playoff eligibility requirement.

Patrick Duffy, state soccer SRI, presented the OAOA State Soccer committee’s proposal/request (see attachment A) that USSF Level 8 certification qualifies as meeting the OCEP playoff eligibility requirement.

In addition, the soccer committee proposed that by 2009-10 all OSAA soccer officials be required to obtain USSF Level 8 certification or complete the ASEP Methods Course to be eligible to officiate regular season matches.

Patrick explained Level 8 involves 18 hours of classroom instruction and a written test at a cost of $35.00. There are 17 certified USSF instructors in Oregon and the soccer committee is developing a system to insure availability of the training to all Oregon soccer officials.

After discussion it was MOVED (Millsap) and SECONDED (REI) that the soccer committee’s proposals be accepted. Motion PASSED.

4. OCEP: Volleyball Proposal – Upcoming clinics be approved as alternatives to the OCEP playoff eligibility requirement.

Debi Hanson, state volleyball SRI, presented the State Volleyball Committee’s proposal (see attachment B) that the August 19, 2006 and September 1, 2006 OAOA Regional Volleyball Clinics be certified as alternatives to the OCEP playoff eligibility requirement. Additionally, the committee proposed that the August 14th mini-clinic in Bend be certified as meeting ½ of the OCEP requirement.

Since the ASEP Volleyball Methods course is not currently available, the OCEP playoff eligibility requirement is not yet in effect for volleyball. The volleyball committee’s desire is to have the regional clinics certified at this time in anticipation that the ASEP methods course will be forthcoming.

After discussion, it was MOVED (Graham) and SECONDED (Stratton) that the proposals be accepted. Motion PASSED.

5. OAOA State Sport Committee membership.

John Graham presented a proposal that the state sport committees be expanded to include representatives of all associations. The soccer committee has included all associations since its inception. It was felt that better representation and participation would result greatly enhancing the committees’ ability to meet their primary function of developing and producing regional clinics.

The Board reviewed the approved duties and responsibilities of the committees and noted the increased importance of organizing and implementing state and regional clinics as an alternative to the ASEP option. The committees’ duties and responsibilities are posted on the OAOA website."

6. OSAA Playoff Allocation Method under new 6 Classification system.

Brad explained the current methods followed by the OSAA in allocation playoff assignments to associations and the selection process for individual positions in soccer, baseball and softball. The board received brief written summaries from each of the OSAA Associate Directors with respect to the sport which they manage.

Brad fielded several questions from the Board and invited the OAOA to make any suggestions or recommendations for changes. The Board will refer this topic to each state sport committee and encourage them to review and provide feedback to the Board.

7. OAOA Reward and Recognition Program:

Clark reviewed the OAOA awards program and announced the winners of the NFHS/OCEP State Official of the Year awards as follows:

Football Harvey Lewellen, Lane County

Soccer Ruben Martinez, Portland MISOA

Volleyball Brenda Skinner, Portland

Basketball Mike Soderlund, Rogue Valley

Wrestling Neil Cooper, NE Oregon

Baseball Mike Kyles, Blue Mountain

Softball Ed Nielsen, Blue Mountain

In addition, Bob Hilsenteger, long time Portland football and basketball official, recently received the NFHS Section 8 Official of the Year Award – a tremendous honor.

8. Financial:

Current financial statements were reviewed. The 2006-07 proposed budget will be provided to the Board for approval at the next meeting. It was noted that some state sport committees had not spent the approved budget amounts in 2005-06. The committees are encouraged to utilize their budget amounts to insure continued training opportunities. Unspent sport committee budget amounts need Board approval to carry over to the next association year.

Bob Reichert proposed that the approved OAOA mileage rate be reviewed in light of the higher gasoline prices. It was MOVED (Stratton) and SECONDED (REI) that the official OAOA mileage reimbursement (OAOA business travel) be 35 cents per mile. Motion PASSED.

9. Future meetings:

February 14, 2007 – 9:00 AM

June 13, 2007 – noon through dinner
