Subject:Establishment of the Staff Unit under the Head of the Marine Division called: “Training and Qualification of the technical personnel” (TQT).
1.INTRODUCTION
1.1The planning and coordination of the training programmes for the instruction and professional growth of all the technical personnel in the Marine Division (technical personnel in Head Office and surveyors in the Branch Offices) are entrusted to a specific Staff Unit called: “Training and Qualification of the technical personnel” (TQT), which answers directly to the Head of the Marine Division.
1.2In particular, TQT is entrusted with the following duties for all the above-mentioned technical personnel:
definition of the technical content of the Annual Training Plan, also on the basis of proposals from the Heads of the pertinent OUs;
supervision and monitoring of the theoretical and practical training process, for which the Heads of the OUs concerned are responsible;
supervision and monitoring of the process for the evaluation of the technical and aptitude requirements, for which the Heads of the OUs concerned are responsible;
supervision and monitoring of the management of qualifications process (initial assignment, confirmation or revocation of the qualification acquired or assignment of a higher or lower qualification), for which the Heads of the OUs concerned are responsible;
preparation and maintenance of an up-to-date controlled list of the qualifications assigned to all the technical personnel in the Marine Division and filing of the updated statements of the qualifications of each surveyor, issued by the Heads of the OUs concerned using the appropriate forms.
The above Unit is also delegated the management of the technical errors made by the above personnel and the preventive and corrective actions to be adopted to avoid recurrence of the errors.
2.DECISION
2.1. It has been decided to set up the TQT Unit, referred to in 1.1, as follows:
  1. Head of the Fleet Services Department (NAV) – (Responsible): Gianpiero PONASSO
  2. Head of the New Buildings and Technical Services Department (NBD): Roberto CAZZULO
  3. Head of the New Products and Research Department (PRD): Sauro GAZZOLI
  4. Head of the Internal Quality System Section (SQI): Elvio BIANCONI
  5. A representative from Human Resources (RSO): Elisa MASSETI
  6. A representative from the NAV Staff (SNA) – (Secretary): Antonio RICCIO
2.2TQT carries out its activities (see 1.2) also through meetings with all or some of its members, summoned and chaired by the person in charge Gianpiero PONASSO. The members 1, 4, 5 and 6 attend all the TQT meetings; members 2 and 3 attend those meetings dealing with matters of a general nature and/or matters concerning the training and qualification or management of technical errors made by the personnel under their responsibility (personnel of the New Buildings and Technical Services Department and personnel from the Pleasure Craft Section for Roberto CAZZULO; personnel of the New Products and Research Department for Sauro GAZZOLI).
2.3TQT is responsible for the processes referred to in 1.2 regarding the following technical personnel:
1)Surveyors assigned to class and statutory surveys of ships in service;
2)Surveyors assigned to the surveillance of new buildings in shipyards;
3)Surveyors assigned to inspections, final testing and product testing in general and to the certification of manufacturers and/or services;
4)Auditors qualified for audits for the purpose of the Certificate required by the IMO ISM Code;
5)Technical personnel in Head Office assigned to the approval of plans, specifications and/or calculations (technical personnel from the Engineering and Statutory Services Sectors and from the Pleasure Craft Section);
6)Technical personnel in Head Office who perform technical support activities (technical personnel from the Fleet Services Department);
7)Technical personnel who carry out research activities (technical personnel from the New Products and Research Department).
