Welcome and Introductions: Liz Hecht, Chair

  • Council Members, DHS staff and Public Attendees

Operational: Deb Rathermel, Director, Bureau of Children’s Services,

  • Congratulations to Liz Hecht and Barbara Katz who were recognized for their many years of advocacy work on behalf of children and their families. Liz Hecht, Family Voices of Wisconsin, Co-Director and Public Policy Specialist for the Waisman Center, UW-Madison, received the Outreach Effort of the Year Award from HealthWatch Wisconsin, a subsidiary of ABC for Health, Inc., presented at its annual conference on March 7, 2018, in Madison. Barbara Katz, Family Voices of Wisconsin Co-Director, was named one of four recipients of the 2018 Women of Distinction Leadership Award from the YWCA Madison and will be presented at the YWCA’s Moxie Conference on May 31st in Madison.
  • CLTS Council Membership – reviewed current membership and group representation

Council Business:

  • MOTION – made by Charity E., seconded by Patti B., to approve the January 10, 2018, meeting minutes as drafted. Motion passed without objection.
  • MOTION – made by Walt S., seconded by Charity E., to approve the March 7, 2018, meeting minutes as drafted. Motion passed without objection.

Public Comments: None

DHS Updates:

  • Early and Periodic Screening, Diagnosis and Treatment (EPSDT) program– Liz Hecht and Deb Rathermel. Reviewed handout explaining current EPSDT; some service changes to HealthCheck Other Services; outlined provider and member outreach communication
  • Rate Setting Project Update– Deb Rathermel. Discussed rate setting changes; the WI Department of Health Services will set rates for many waivers in the benefit packages based on state methodology as part of the federal corrective action plan.
  • Provider Directory– Newsearchable current provider directory available this summer; more updates provided at July CLTS Council meeting.
  • Waitlist Elimination Status Project Report – Discussed handout – Children’s Long-Term Support Waiver Program Wait List Elimination Project 17-18. Counties are eliminating waiting list. Goal to have no waiting list by end of 2018. Update will be provided at the next Council meeting.
  • No Wrong Door Access Review – Deb Rathermel. Reviewed the Bureau of Children’s Long Term Support Services, 2016 Access Report on Program Eligibility and Enrollment Findings discussed presented at an earlier Council meeting. Provided current program access data; ongoing funding needed to maintain program; future planning to address increased program access; discussing a “No Wrong Door” access proposal as part of the next state budgetrequest.

DHS is look at reform and improvement processes to be more intentional for consistency, standardization and equitable access statewide. BCLTSS is also reviewing data reflecting the number of children who are functionally eligible and enroll in programs, and others who are eligible for services but do not enroll.

LUNCH

  • Council Discussion on Access Project – Deb Rathermel. Reviewed the statewide system. Council discussed what the state’s requirements should be; ways to connect individuals and families to state services using existing organizations, advocacy groups, resource fairs, mailings, internet communication; what is working and how can enhance that to better assist families; collect better information to use more effectively in evaluating program access. Discussed ideas to improve functional eligibility screen protocol and the need for a second line of review and how to give families more support and information during this initial process (including appeal rights).
  • NEXT STEPS: Share the updated Access Project Plan with the council through a one-hour conference call; solicit reaction/feedback and collect more information. Finalize a draft for review at the July CLTS Council meeting.
