1. Executive Summary

Nowadays, Indonesia is facing a serious treat from the drugs production, distribution and abuse among its citizens. It can be said that this matter has becoming a national issue and can be a major problem in the nation’s future life, especially among its youth.

As a government agency, the National Narcotics Board (Badan Narkotika Nasional/BNN) has a mission to coordinate all efforts to free Indonesia from the treat of drugs and its abuse thus one day Indonesia will be free from this treat.

Coordinating various parts of the nation is not an easy task. The BNN activities become more complicated with the fact that Indonesia has a vast geographical area. The daily activities of BNN cover multi dimensional aspects of Indonesian life

One of the key successes in fulfilling its mission is by the existence of supporting infrastructure, including the supports of politics & law enforcement, stability of organization and proper facilities. The vast scope of responsibilities BNN posses demand serious attentions from all parties of the nation in order to be successfully fulfilled. This flexibility study document entitled “Strengthening on drug abuse preventive system” is an analysis study on the needs of BNN towards its drugs users rehabilitation function.

We hope that this document can be a starting point on the development of a DrugsAbuseRehabilitationCenter which will be a national reference for similar institutions.

2. Preparation process of Feasibility Study

The Feasibility Study Document of The Procurement of Medical Instruments and Central Laboratory for Drugs Abuse Victims Rehabilitation in Lido is dealing with the requirements for the establishment of the institution.

Conceptually, relation between the document components can be shown by the figure below:

Below are the brief explanations of the information handled by each part of the figure above:

Part I deals with the BNN’s vision and mission which serves as a groundwork of the organization’s components, e.g. goal, strategy, objective and etc. The main point of this chapter is to build a basis or connection bridge between vision and mission of the organization and the strategic function of the information system that’s about to be developed. This chapter also contains required comparisons for further analysis of the Procurement of Medical Instruments and Central Laboratory for Drugs Abuse Victims Rehabilitation in Lido

Part II specially deals with the main task and function of BNN related to Drugs Abuse Rehabilitation. It is crucial to figure out all factors or supporting components which might strengthen the analysis result of the Procurement of Medical Instruments and Central Laboratory for Drugs Abuse Victims Rehabilitation in Lido.

Part III deals with the core and supporting functions of the BNN’s main tasks directly connected to the drugs abuse rehabilitation. In order to conduct the analysis, we use the Value Chain Activities analysis developed by Michael Porter.

Part IV deals especially with the main requirements of the Procurement of Medical Instruments and Central Laboratory for Drugs Abuse Victims Rehabilitation. In this chapter, we are mapping the demand and supply, by using Value Chain analysis, and the availability and standard of existing or on-developing medical instruments.

Part V is a conclusion of the flexibility study document on the Procurement of Medical Instruments and Central Laboratory for Drugs Abuse Victims Rehabilitation in Lido. The chapter talks in details about the required instruments and budget.

3. Project History

The Problem of Drug Abuse in Indonesia show increasing trend,be apprehensive and threaten among the citizen, nation and state of Indonesia. Now, Indonesia dissimilar as a place of drug abuse transit, but had become drug abuse producer. A prevention and effort to eliminate the drug abuse and illegal distribution in Indonesia needs a serious attention and real effort.

To rehabilitate drug abuser, the Government of Indonesia by means of National Narcotics Board (BNN) has a plan to develop Center of Rehabilitation of Drug Abuser at Lido West Java. The Development of Center of Rehabilitation adopts treatment and rehabilitation methods to solve the nature and behavior Drug Abuser from substantial perspective, treatment method and victim age classification.

3.1 Purpose

To develop the center of excellent and integrated services and human resource education and training infrastructure with the standard equipment.

To become center of treatment, center of prevention and center of research at drug abuse sector.

To become one of effort that patient can use to live normally at the society

3.2 Objectives

To help someone undo himself from drug abuse dependence

To avoid the consume drug abuse habit

To avoid the physic and Psychological bother that increasing quality of life.

To Increasing staff knowledge and skill about treatment and rehabilitation

To increasing efficiency and effectiveness of treatment and rehabilitation services as follow of treatment and rehabilitation trend.

To actualize a free Indonesia from drug abuse and illegal distribution at 2015

4. Project Objective

The Development of Lido Rehab Center for treatment and rehabilitation is one of effort to eliminate of drug abuse and drug abuse illegal distribution especially at treatment and rehabilitation of drug abuser and center of excellent integrated services. Center of rehabilitation have an objective as facility for human resource education and training with medical and laboratory equipment in order to free Indonesia from drug abuse and illegal drug distribution at 2015.

This Center for rehabilitation prospected just for a center rehabilitation like others, but have a comprehensive objectives like:

Supplying of laboratory and medical equipment

Providing research facility

Increasing the treatment and rehabilitation human resource capacity

Providing training facility for one who provides elucidationwith drug abuse rehabilitation worker.

Center of destination for others that want to develop center of rehabilitation.

BNN can use the facility of rehabilitation center to give an accreditation to others center and application the standardization drug abuser services.

Providing center of information to citizen, student, staff and others about drug abuse danger, prevention and effort to eliminate

5. Project Necessity

To deepen the flexibility study on the Procurement of Medical Instruments and Central Laboratory for Drugs Abuse Victims Rehabilitation in Lido it is necessary to perform some comparisons in order to complete the method used for analyzing the requirements of the institution.

5.1The Organizational Overview

5.1.1Foundation of BNN

The existence of BNN is based on below regulations:

The Act No. 22 year 1977 about Narcotics.

The Act No. 5 year 1977 about Psycho tropics.

The Government Regulation No. 4 year 2002, dated 22 March 2002 about the correction of the Government Regulation No. 15 year 2001 about the Indonesian Army and Police members switch status becoming civil servants in order to have a structural career position.

The Presidential Decree No. 17 year 2002 dated 22 March 2002 about the National Narcotics Bureau.

The BNN Chief Officer Decree No. Kep/20/XII/2004/BNN dated 31 March 2004 about the BNN Organization and Daily Workflow Application.

5.1.2 Legal Position

The BNN is a non structural board directly under and responsible to the President of Indonesia.

5.2BNN Tasks

To coordinate all related governmental agencies & bureaus in order to prepare and apply policies on the availability, prevention and elimination of abuses of drugs, psycho tropical materials, precursor and other addictive substances.

To conduct preventive actions and eliminate the abuse and illegal distribution of drugs, psycho tropical materials, precursor and other addictive substances. This can be done by forming task forces which are consisted on all related governmental agencies according to their specific tasks and authorities.

5.3BNN Functions

To coordinate all related governmental agencies & bureaus in order to prepare and develop policies for supporting the availability, prevention and elimination of the abuses of drugs, psycho tropics materials, precursor and other addictive substances.

To coordinate all related governmental agencies & bureaus in order to apply the policies for preventing and eliminating the abuses of drugs, psycho tropical materials, precursor and other addictive substances, also in other problem solving matters during the works.

To coordinate all related governmental agencies and bureaus in activities of procuring, controlling and supervising the availability of drugs, psycho tropical materials, precursor and other addictive substances.

To operate task forces which consists of all related governmental agencies and bureaus in preventing and eliminating the abuses of drugs, psycho tropical materials, precursor and other addictive substances in accordance to each tasks, functions and authorities.

To break the drugs trafficking network by the establishment of task forces.

To perform cooperation nationally, regionally and internationally on the war against drugs, psycho tropical materials, precursor and other addictive substances.

To establish and develop information system and laboratory on drugs, psycho tropical materials, precursor and other addictive substances.

The establishment of Indonesian society that’s free from abuses and illegal distribution of drugs, psycho tropical materials and other addictive substances by the year of 2015.

5.5.2 Mission

In order to fulfill its vision, BNN’s mission statements are below:

Defining national policy in building mutual commitment to fight against the abuses and illegal distribution of drugs.

Conducting more effective and efficient drugs abuse prevention efforts.

Boosting the law enforcement on drugs abuse.

Enhancing the therapy method and rehabilitation to cure the victims of drugs abuse

Performing research and development in the development of accurate database

Developing advanced information system

Boosting the involvement and function of the Operational Task Forces

Boosting the involvement and function of the Provincial/District/City Narcotics Bureau

Enhancing BNN involvement on the global community through effective international cooperation on the war against illegal drugs distribution.

5.5.3 Strategy

Prevention is an effort to prevent the drugs abuse and distribution by community based actions, encouraging social awareness with a motto “Preventing is Better than Curing”

5.5.4 Role

The BNN Daily Officer (Lakhar BNN) is a organizational unit directly under and responsible to the BNN Chief Officer.

5.5.5 Task

The BNN Daily Officer has a task to serve all BNN members in order to fulfill its role and function.

5.6 National Strategy on Treatment and Rehabilitation

Therapy and Rehabilitation is one the main tasks and functions of BNN. The increasing need of drugs by addicts has caused the public hospitals can no longer able to perform its therapy and rehabilitation function[1]. BNN existence with its task to conduct therapy and rehabilitation is expected to overcome the victims’ addiction to drugs. Thus, and the end, ones can once again live normal life in society.

Drug user is part of the society that needshelp and caring to encourage his healing process. We need to provide free treatment and therapy to any drug users who cannot afford the cost through governmental subsidize and public charity. This is due to the fact that the treatment process on drug user takes quite some times and relatively huge amount of money.

The drug abuse itself is a rather complicated problem, which deals with spiritual, psychological, social and biological and even criminal behavior factors. Therefore, we need a strategy that encompasses all those factors and prepare various needed methods according to the level of drug abuse which range from social user, user and hard core addict.

Related to therapy and rehabilitation matters, BNN holds several strategies that serve as foundations for all series of activities. The strategies are[2]:

Integrated National Research and Therapy Strategy

Establishing an integrated research center to find therapy and rehabilitation methods that serve as reference for other similar institutions. Besides, we can also conduct education activities and trainings for therapy and rehabilitation officers.
