On Monday, July 10, 2006, the Preble Town Board held its regular meeting. The meeting was called to order by the Supervisor, Betty Ann Pitman, with the salute to the flag at 8:07.

Board members present: Kate Edinger, Tom Fox, Peter Knapp, and Dave Morse Councilmen..

Others present: Don Armstrong, Jeff Griswold, Calvin Griswold, John Steger, Pete Stone, Claude Lajoie and Jay Currie

COMMITTEE REPORTS:

DOG CONTROL:-May Report

- 3 dogs impounded; 1 redeemed; 2 euthanized

- 3 dogs at large; 1 unlicensed; 1 unleashed at Dwyer Park

- 1 cruelty - neglect of dog

- 2 tickets issued in May - 1 at large; 1 unlicensed

- No cats taken to the shelter in May

JUSTICE REPORT:-$25,670. Submitted to the Town of Preble for June

HIGHWAY REPORT:Roads:

-Jeff has received a letter from the Tully Post Office regarding mowing on Song Lake Cross and Song Lake Road. Copy has been forwarded to the County.

-Jeff attended the public hearing regarding the installation of a railroad crossing into the Beskdeck plant. Three plans were shown to those attending. Jeff’s concerns are: the amount of time the gates would be down, the ability of the State to clean snow off the tracks (in a 55 mph zone). That they need to take care of this crossing better than other public crossings.

-The town had minimal damage during the storm 2 weeks ago

Equipment:

-The grader tires have started giving troubles. Jeff replaced 2 two weeks ago. The other four are need of being replaced.

Shop:

-New Eagle Silos would have liked to start on July 11th. They are working on Truxton’s building now. The footers are done. The bottom should be done Wednesday, June 13. (Homer’s bottom is now finished.

-The grade at the new site drops 2'11" from the centerline of 281 and the front of the building. It drops another 3'8" to the tree in the middle of the property.

-Jeff has placed a copy of the proposed legislation in each of the Board’s mail slots.

-The cover-all top was delivered on June 26th.

-Jeff would like permission to attend the fall conference in September.

RECREATION:The girls’ ball team is doing great. They have had a bottle drive and a chicken BBQ.

Dave has received a quote of $1600.from Home Depot for the fence.

COUNTY LEGISLATURE:-John stated that the Sales Tax is still in discussion.. He presented literature on wind towers to the Board.

ZONING & CODE ENFORCEMENT:-4 building permits granted

-Construction value - $29,100

-Fees assessed $287.00

-5 pending in court

-1 15-day follow up notice issued

-31 telephone inquiries

PLANNING BOARD:-Meeting is July 27th at 7 o’clock

HISTORIAN-Anne was absent but Betty Ann stated that Anne is still planning on having an open house on Sunday, August 13th.

TOWN CLERK:-$366.00 - fees collected in June. Disbursed $16.10 to CC Treasurer; $3.00 to Ag & Markets, $17.95 to NYS DEC and $328.95 to Elizabeth Pitman, Supervisor

DON ARMSTRONG:- Discussion of Bestdeck’s road which is approximately 1000 ft. and is subject to highway specs which Jeff will have at the next meeting..

UNFINISHED BUSINESS

Salt Shed - Resource Associates -The engineer from Resource Associates should have the spec elevation done next week, After receipt a special meeting will be held on July 20, 2006 at 8:00 p.m.

Demolition - Some asbestos was found in the building on the new town property. A permit has been filed and should have it in 10 days.

Inter-Municipal Contract - Betty Ann has sent a copy of the contract to the insurance company. She has not received a reply.

Public Hearing - Railroad Spur -Three different entrance options were presented. Decision should be made 30 days from hearing which was held on June 26th.

NEW BUSINESS

Post Office rent check received - $541.67

Real Property Office - A letter was received from the Real Property Tax Service office in regards to making a

change on the assistant assessor’s time at the Town Hall. Following discussion, it was agreed to leave the contract as originally written.

NYMIR letter - Letter received regarding reappraisal of buildings of $100,000.

John Currie EFarm - The EFarm Program is designed to assist the farming community with environmental regulation compliance. John Currie has requested the Board’s approval to be included in this program.
