On joint motion of all Councilmembers present, the following resolution was offered:

RESOLUTION NO.

A resolution ratifying the attached Amendment No. 2 which extends the term for an additional two (2) years, to the Cooperative Endeavor Agreement with The City of Gretna (Contract No. 55-11758) to provide security for the Jefferson Parish General Government Building, the 24th Judicial Court (Thomas F. Donelon Building), the Central Plant, the Jefferson Parish Parking Garage, and the Liberto Building, as well as periodic security checks and 24/7 monitoring of the Jefferson Parish camera/alarm system, for the Department of General Services. (Parishwide)

WHEREAS, pursuant to Resolution No. 116070, adopted on January 12, 2011, Jefferson Parish and the City of Gretna entered into a Cooperative Endeavor Agreement dated the 18th day of April 2011, to provide security for the Jefferson Parish General Government Building, the Central Plant, the Jefferson Parish Parking Garage and the Liberto Building, as well as 24/7 monitoring of the Jefferson Parish camera/alarm system for a total cost of One Million Two Hundred Thousand Dollars ($1,200,000.00) per year; and

WHEREAS, pursuant to Resolution No. 120683, adopted on March 27, 2013, Jefferson Parish and the City of Gretna entered into a First Amendment dated May 17, 2013, extending the term for an additional two (2) years for a new expiration date of April 18, 2015 and adding cost not to exceed One Million Two Hundred Thousand Dollars ($1,200,000.00) per year; and

WHEREAS, Jefferson Parish is authorized by Section 1.01(5) of the Jefferson Parish Charter to enter into this Agreement to provide law enforcement, police protection and related services for the parish; and

WHEREAS, the public purpose of the contract is to provide trained and armed security personnel to protect the citizens, employees, and property of Jefferson Parish and to secure facilities and the surrounding areas of the facilities which will ensure the efficient administration of Jefferson Parish business and the judicial system; and

WHEREAS, Jefferson Parish has a reasonable expectation of receiving a benefit and value from these security services which will protect the citizens, employees and property of Jefferson Parish that is at least equivalent to the One Million Two Hundred Thousand Dollars ($1,200,000.00) described in this Agreement; and

WHEREAS, Jefferson Parish and the City of Gretna wish to amend the Agreement to extend the term for an additional two (2) years, beginning April 19, 2015 and ending April 18, 2017.

NOW THEREFORE, BE IT RESOLVED by the Jefferson Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish:

SECTION 1. That Amendment No. 2 which extends the term for an additional two (2) years beginning April 19, 2015 and ending April 18, 2017, to the Cooperative Endeavor Agreement with The City of Gretna (Contract No. 55-11758) to provide security for the Jefferson Parish General Government Building, the 24th Judicial Court (Thomas F. Donelon Building), the Central Plant, the Jefferson Parish Parking Garage, and the Liberto Building, as well as periodic security checks and 24/7 monitoring of the Jefferson Parish camera/alarm system, is hereby ratified.

SECTION 2. That the costs are to be charged to Account No. 63560-3968-7424.2; total costs are not to exceed one million two hundred thousand dollars ($1,200,000.00) annually.

SECTION 3. That the Council Chairman or, in his absence, the Vice-Chairwoman, is hereby authorized to sign any and all documents necessary to give full force and effect to this resolution.
