On-Call Construction Services and Maintenance Contract
Dear Contractor:
The Yakama Nation’s Upper Columbia Habitat Restoration Project (UCHRP)
will be accepting bids for an On-Call Construction Services and Maintenance Contract. The anticipated contract start date will be towards the end of June 2016 and will last until May 31st of 2018. Enclosed in the bid packet you will find a detailed Scope of Work (SOW) “Exhibit A”, a detailed line item Budget “Exhibit B” and “Exhibit C”, Materials Specifications Information Sheets.
The contract will involve various construction related tasks as well as mobilization of equipment, tools and manpower to various watersheds in Central Washington’s Upper Columbia Region. This is outlined in the attached (SOW). The detailed tasks will involve work to be performed in all types of inclement weather for the duration of the tasks until completion. Additionally, Incident Response Timing forEmergency Situations is also detailed in the SOW and differs from Non-Emergency Situations. Not all tasks outlined in the “Exhibit A” will be performed on any given project site or in any given year. In the event that issues arise over the course of the contract with habitat projects, certain tasks may be added, deleted and/or modified to address the issue/s at hand. All task modifications and/or substitutions will be discussed with the Yakama Nation designated representative and/or engineer prior to any changes. In addition, specific tasks on privately owned land may require material specifications that may or may not be suitable for all applications and all project sites. Material specifications will be clearly spelled out and attached herein as “Exhibit C” Materials Specifications or given to the contractor by the Yakama Nation (YN) Designated Representative (Chris Clemons) prior to task initiation. (Davis Bacon Wages DO Apply to this contract. The winning contractor will adhere to and comply with the Davis Bacon rules as well as submit all necessary paperwork to the Yakama Nation). Sub-Contracting is Allowed under this contract; however the Yakama Nation asks the winning contractor to list his/her subcontractors on the electronic bid sheet.
All tasks need to be performed in a safely executed manner over the course of the contract in order for the contract to be renewed by the YN. Bids will be accepted until the close of business (COB) on Wednesday June 1st, 2016. All bid materials need to be in line item format and instructions for submitting a bid for this contract are included with this cover letter titled “Instructions for Electronic Bids.” Additionally, all completed bid packets need to be submitted in hard copy format to the address listed in this document.Prices quoted in the bid packet need to be good for at least six months from bid packet submittal.
