Minutes - ASCLS House of Delegates, August 1, 2015

I. CALL TO ORDER

The 83rdAnnual Meeting of the House of Delegates of the American Society for Clinical Laboratory Science convened at the Omni Atlanta Hotel at CNN Center,AtlantaGA, on August1, 2015. The session was called to order by ASCLS President Susanne Zanto at 8:13a.m. EST.

II. ANNOUNCEMENTS

Myra Meyers (IA) was appointed as parliamentarian.

Members serving as chairs of committees or task forces or as representatives of ASCLS who were not delegates, andmembers of the ASCLS Executive Office staffwere granted the privilege of the floor for the purpose of giving information relative to reports as needed.Jack Zanto was granted permission to be seated in the gallery.

President Susie Zanto introducedthe ASCLS Board of Directors and Executive Office staff.

President Zanto delivered the President’s message to the House of Delegates.

President Zanto introducedSusan Morris (ID) as the Speaker of the 2015 House of Delegates.

III. RULESAND MINUTES

A.STANDING RULES

Motion #1: Cindy Johnson moved to adopt the standing rules for the House of Delegates as found in the House agenda packet for this meeting.

Seconded by Rodahl. Motion carried.

SpeakerMorris read the standing rules most pertinent to the meeting (3, 5, 7, 8, 9, 10, 11, and 18).

IV.HOUSE AFFAIRS COMMITTEES

Speaker Morrisrecognized and thanked all of the members of the House Affairs Committees.

A.CREDENTIALS

The Chair of the Credentials Committee, Lenora (Charlie) Francen (CO), reported that of the 308 possible delegates, 232were credentialed and 214 were seated on the floor of the House.

B.ELECTIONS

Jean Bauer (MN), Chair of the Elections Committee, announced the election results.

V. BOARD OF DIRECTORS’ REPORT

The ASCLS Secretary introduced the following motions to the 2015 House of Delegates for action:

Motion #2: The ASCLS Board of Directors referred the recommended diversity definition to the House of Delegates for adoption.

ASCLS is an inclusive, culturally relevant community of people acknowledging their differences and unique characteristics; it is an organization where all persons can engage and participate in a meaningful way empowering everyone to grow and learn.

Motion carried.

Motion #3: Halcyon St. Hill (FL) moved that definition for diversity be sent back to the committee for revisions to be moreinclusive and reflective of diversity in 2015.

Motion defeated.

Motion #4: The ASCLS Board of Directors referredthe Patient Safety Position Paper to the House of Delegates for adoption.

Motionamended and carried.

Motion #5: McNary (CO) moved that all references to Medical Laboratory Scientist and Medical Laboratory Technician be changed to Medical Laboratory Professionals defined as Medical Laboratory Scientist, Medical Laboratory Technician, Clinical Laboratory Assistant and Phlebotomists.

Motion carried.

Motion #6: Pravecek (SD) moved to change wording in item 3 to Patient Safety competencies must be an integral component of the accreditation requirement of all Medical Laboratory Science programs.

Motion withdrawn.

VI. NEW BUSINESS

None.

Elissa Passiment, Executive Vice President, read a letter from the office ofSenator Jon Tester(Montana) congratulating President Zanto for hercontributions on behalf of ASCLS and the profession of clinical laboratory science.

Speaker Morristhanked the Board of Directors, ASCLS Staff, Credentials and Minutes committees, the Sergeants-at-Arms and the Parliamentarian for their assistance with the House of Delegates meeting as well as President Zanto.

The Coloradodelegation escorted outgoing Past President J.R. Constance off the platform and welcomed him back to theirstate delegation.

C. MENDELSON AWARDS

George Fritsma, Chair of the ASCLS Education and Research Fund, Inc., presented the Robin H. Mendelson awards to Shauna Anderson Young, Kathy Wesselerand Susie Zanto.

D. PRESIDENT’S MESSAGE

President Snydermandelivered her acceptance speech.

E.COMMENDATIONS AND ANNOUNCEMENTS

President Snyderman thanked the Georgia society for their hard work in hosting the 2015Annual Meeting.

Bill Hunt, representing thePennsylvaniasociety, gave a presentation and invited everyone to attend the 2016ASCLS Annual Meeting in Philadelphia, PA, August 2-6.

Motion #7: Hickok (KS), on behalf of the Kansas delegation, commended Suzanne Campbell for her work and time as the Region VI Director. We now congratulate and support her in her role as ASCLS President-Elect.

Motion #8:Costa (MI), on behalf of ASCLS-Michigan, moved that the ASCLS House of Delegates commend and congratulate Jonathan Gusilatar and Sarah Killian, graduates of the 2014-2015 ASCLS Leadership Academy and Renee Sutton, member of the 2015-2016 Leadership Academy.

Motion #9: On behalf of ASCLS-MN,Rick Panning commended Deb Rodahl for her 6 years of service representing Region V on the ASCLS Board of Directors. Deb has been a model of thoughtful leadership and has always "walked the talk." As some of us learned this past week at the Advanced Management Institute, Deb exemplifies “executive presence” in every aspect of her service to our profession.Personally I was privileged to hire Deb in her first MLS position. I have watched her grow and now am able to count her as a sounding board in our day-to-day responsibilities. We have been honored to experience Deb's leadership for many years and welcome her back to the "Land of 10,000 Lakes", the North Shore, Prince, Jesse Ventura, Summit Brewery and most importantly the Minnesota Twins.

Motion #10: Due to the changes to the election process the Credentials Committee grew for a smooth process. Charlie Francen (ASCLS Credentials Chair) moved that the Board of Directors and House of Delegates recognize the members of the 2015 Credentials Committee: Stephanie Mihane, Barbara Brown, Mary Gourley, Ian Wallace, Tracy Matthews,Sharon Ziemba, Frank Scarano,Kyle Riding, Bill Hunt, Lynn Ulmer, Lacey Campbell, Linda Goossen, Kathy Wesseler, Pam Kieffer, Cindy Koffman, Lindsey Davenport, Maribeth Flaws, Duncan Samo, Karen Griffin and Mary Lashinski.

Motion #11:Davenport-Landry (IA) moved that ASCLS recognize Kim Von Ahsen on her service for the Leadership Academy and as secretary for Region VI. Good luck with your Regional Director endeavor.

Motion #12:Kathy Wesseler (Silent Auction)moved the 2015 ASCLS House of Delegates commend the E & R BOD, the volunteers, the staff, the donors, bidders, buyers and Joe Passiment for a successful Silent Auction, $6500 was raised. There were 127 items donated, 125 sold and 2 are missing from the auction.

Motion#13: Mary Beth Miele (PA), on behalf of ASCLS-PA, moved that the House of Delegates recognize Barbara Snyderman’s history of involvement in ASCLS by presenting her with a gift and items from the Atlanta 1977 ASCLS meeting (38 years ago) provided by her college roommate, Angie McNaughton.

Motion #14:Wilkins (MS),on behalf ofRegion III, moved that the ASCLS Board of Directors commend Evelyn Dunn Weaver for her interim year as our Region III Director and congratulate Janelle Chiasera as our newly elected Region III Director.

Motion #15:Goossen (MI) moved that the ASCLS House of Delegates honor and thank Rick Panning for his enthusiastic and excellent service, dedication and leadership as ASCLS Government Affairs Committee chair.

Motion #16:Halcyon St. Hill (FSCLS), on behalf of Region III and the Florida Society for Clinical Laboratory Science, moved that the ASCLS House of Delegates commend Lynn Ulmer for her tireless commitment to FSCLS and subsequently ASCLS; for her service as FSCLS President for several consecutive terms, ending today August 1, 2015.

Motion #17: Jean Bauer (Elections Chair) moved that the ASCLS House of Delegates commend the individuals who made up the 2015 Elections Committee. While the Elections Committee exists for a very short period of time, it fulfills a very important function. Jean moved that the following individuals be recognized as members of the 2015 Elections Committee: Vickie Larson (MN), Alice Hawley (ND), David Falleur (TX), Janice Conway-Klassen (MN), Charlotte Romain (MN), Karen Larson (MN), Sue Iddings (MN), Karrie Hovis (LA) and Andrea Hickey (MI).

Motion #18:Mihane (CO), the great state of Colorado moved to commend state President and Member of the Year, Tracy Matthews; Alice Campbell as our Keys to the Future winner and Cathy McNary as President-elect.

Motion #19:Gorman (KY)moved that the BOD recognize Beth Warning and Cathy Shaffner for their dedication that resulted in a successful 2015 CLEC in Cincinnati.

Motion #20:Campbell (Chair NPNMF) moved that the ASCLS Board of Directors commend the additional NPNMF officers for the 2014-2015 year: Gretchen Brocksmith, Vice-Chair and Anietie Uko, Secretary and congratulate the newly elected NPNMF officers for 2015-2016: Gretchen Brocksmith, Chair; Karen Larson, Vice-Chair and Kimaria Baker, Secretary.

Motion #21:Wallace (CO), on behalf of the 2015 ASCLS Leadership Academy, moved to commend Kim Von Ahsen for her support, dedication and love shown to all of us during this past year. Thank you for your time and efforts.

Motion #22:Mills (PPC)moved that the Promotion of the Profession Committee thanked everyone that contributed to the ASCLS Provides Hope campaign. We were able to raise $1,515 and 5 large boxes of toiletries for the Stand up for Kids program. This donation will aid in their efforts to end youth homelessness as well as “Provide the Face” as an organization that cares and contributes to the public health and well being of the community.

Motion #23:Collins (MT), on behalf of ASCLS-MT thanked Susie Zanto for being our voice and congratulated her on a great year as president of ASCLS.

Motion #24:Roberts (GA), on behalf of ASCLS-GA, moved that the ASCLS Board of Directors commend Crystal Mino for her service on the ASCLS Board of Directors as our national Student Forum Chair and First Year Profession Director and her dedicated leadership and mentorship during these two years. We look forward to welcoming her back to the ASCLS-GA Board of Directors.

Motion #25:Osborne (PA), on behalf of the ASCLS-PA moved to congratulate Mary Gourley for 50 years of ASCLS membership.

Motion #26:Lansing (SD),on behalf of ASCLS-SD, moved to congratulate Pat Tille on her election to the position of Region V Director … you make us proud!

Motion #27:Ulmer (FL), on behalf of FSCLS, commended Evelyn Weaver for a great job as Region III Director. Her positive attitude and great smile always provided needed encouragement. FSCLS congratulates Janelle Chiasera on the election of Region III Director and Michael Bishop as the new president of FSCLS.

Motion #28:Mannor (MI) moved that the ASCLS House of Delegates congratulate Roslyn McQueen on her reelection as ASCLS Region IV Director.

Motion #29:Mihane (CO), the great state of Colorado moved to congratulate Elizabeth Lefors for her election as 2015-2016 Student Forum Secretary; Angie Fisher, 2015-2016 Region VIII Leadership Academy graduate; Tracey Matthews for her year as ASLCS-CO President; Alice Campbell, State Student Member of the Year; and last but not least Ian Wallace the 4th national Leadership Academy graduate.

Motion #30:Tille (SD) congratulated Bridget Parsons, ASCLS Student Forum Leadership Award recipient.

Motion #31:Theresa Fruehling, (Political Action Committee Board of Trustees Chair), moved that the ASCLS BOD recognize the members of ASCLS for their support of the Political Action Committee; thank to our members whose donations at the ASCLS Annual Meeting increased by $1,200 and $14,000 for the year. Region I and VI tied for 1st place in donations.

Motion #32:Blackburn (LA), on behalf of LSCLS, moved to commendand congratulate Elizabeth Ezeb for a great job as ASCLS Student Forum Chair and know she will be great as the incoming FYP Director, Gretchen Brocksmith as new ASCLS New Professional New Member Forum Chair, James Gardner as Region VII New Professional representative and Michele Werner as State President.

Motion #33:Rogers and Phillips (TN) move that the ASCLS HOD and BOD join the seven southern sovereign states in welcoming Elissa Passiment and Kyle Riding to Region III.

Motion #34:Harkins (WI), on behalf of ASCLS-WI, congratulated Mallory Janquart as a graduate of the 2014-2015 Leadership Academy and wished her well this year as President of ASCLS-WI.

Motion #35:Theresa Fruehling, (Political Action Committee Board of Trustees Chair), moved that the ASCLS BOD recognize Region XI for their energy and enthusiasm in helping raise money for the Political Action Committee by “tearing up” the dance floor. Thanks to Joe Passiment, Kyle Riding, Lindsey Davenport-Landry, Jesse Locklear, John Koenig and Ed Peterson.

Motion #36:Warner (LA), on behalf of the LA Society moved to extend their gratitude to Stephanie Blackburn, outgoing LA President. Thank you from the bottom of our hearts.

Motion #37:Rebecca Rogers (TN) movedthat the ASCLS BOD and HOD commend Kim Von Ahsen on her outstanding year as Chair of the Leadership Academy Committee and facilitator for the 2015 class of the Leadership Academy.

Motion #38:Mihane (CO): the great state of Colorado moved to express appreciation to Tracy Matthews our outgoing Colorado state president and our incoming president, Cathy McNary.

Motion #39:Sharon Duessel (Outgoing President ASCLS Missouri) commended all Missouri's delegates Rita Heuertz, John Koenig, Uthay Ezekiel, Stephanie Godfrey, and Monica Stumpf for their representation. I commend John Koenig, incoming president, for his mentorship since it was not the other way around. I commend all of ASCLS leadership, especially Andrea Hickey for responding to what seemed like a billions emails with no apparent irritation.

Motion #40: PerryScanlan (TN) congratulated Rebecca Rogers onher recognition as ASCLS-TNMember of the Year and a new member of the ASCLS Nominations committee. He also noted that Bunny Rodak is missed at this meeting.

Motion #41:Smith (NY), on behalf of New York, asked the ASCLS BOD to commend Beverly Price DeNard for 50 years as a member of ASCLS, Angela Meisse as NY Member of the Year and Gail Konecsni, ASCLS Lifetime Achievement Award nominee.

Motion #42:Campbell (NMNPF), on behalf of Crystal Mino, First Year Professional Director, moved that the ASCLS Board of Directors commend the outgoing Student Forum Officers: Elizabeth Ezeb, SFC; Jazmen Myers SFVC; and Kimaria Baker, Secretary. Congratulations to the newly elected SF officers: Jazmen Myers, SFC; Vathani Logendran, SFVC; and Elizabeth Lefors, Secretary. We look forward to seeing the many resources you are able to create to assist students that will precede you.

Motion #43:Cynthia Dixey (NJ) moved to congratulate the following ASCLS-NJ members: Rebecca Nemeh, Alpha Mu Tau Scholarship, Keys to the Future award and Student Forum Member of the Year nominee; Lucia Wang, Constituent Member of the Year; Sherman Binas for spearheading the Mentorship Program along with Stephanie Noblit of Pennsylvania; and thank you to our Region II Director,Nadine Fydryszewski for supporting us this past year and even though you probably thought we would forget … Happy Birthday!

Motion #44:Pravecek(ASCLS-SD) moved to congratulate and commend the students from Region V for their first place in the Student Quiz Bowl.

Motion #45:Rodney Rohde (TX) recognized the following ASCLS members: Jazmen Meyers (National Student Forum Chair and Student Forum Travel Grant); Joanna Ellis (Texas President); Meghan Colvin (Beckman Coulter Travel Grant Scholarship); Adam Nikles (Student Forum Travel Grant); Jasmin Davis (Graduate Scholarship); Bihn Pham (E & R Memorial Scholarship); Karen Chandler (Region Director); David Falleur (ASMC Chair); DuncanSamo (Nominations Committee); Brandy Greenhill (Membership Committee) and Brooks Kennedy (FYP - national, regional, state).

Motion #46:Fisher (CO), on behalf of the Region VIII Leadership Academy graduates, moved to thank Holly Weinberg and the teaching staff for their work with us this year for a great Region VIII Leadership Academy.

Motion #47:Healey (CNE), on behalf ofASCLS-CNE, moved that the ASCLS House of Delegates commend Kyle Riding for all that he has done for the society and wishes him the best of luck in his new region, Region III. Have fun in Disney!

Motion #48:On behalf of Region I,MaddieJosephs moved that the HOD recognize CNE member, Susan Leclair, on being awarded the Lifetime Achievement Award for 2015.

Motion #49:David Falleur(AMSC Chair) requested that the ASCLS BOD and the HOD commend the members of the Annual Meeting Steering Committee for their efforts to make the ASCLS 2015 Annual Meeting an outstanding success.
