ON OLD TOWN AREA RESIDENTS PARKING SCHEME

RESPONSE TO CONSULTATION

1. Purpose of Report

1.1 To consider the results of the public consultation concerning the proposed changes of the Old Town Area Residents Parking Scheme.

2. Recommendations

2.1   It is recommended that:-

a) Approval be given to advertise the extension of the hours of operation of the scheme to 24 hours a day, seven days a week, with the removal of the 2 hour limited wait.

b) The proposed new spaces in Green Rd and the remainder of Skinner Street – with the exception of those opposite the United Reform Church - be advertised at the same time as the amendments to the residents parking bays.

c) Approval be given to advertise the introduction of no waiting at any time in Vallis Close with the parking bays restricted to residents’ permit holders only.

3. Information/Background

3.1   The Transportation Advisory Group considered the results of a previous consultation on the Old Town Area parking scheme on 11 July 2002. While the consultation had indicated support for additional parking spaces in Skinner Street and Green Road, it was inconclusive on the issue of amending the existing parking controls. The TAG recommended that further consultation be carried out with residents of the Old Town in order to gain a clearer picture.

4. Public Consultation

4.1 A total of 2000 leaflets were delivered in August 2003, with 290 being returned. A summary of the results of the consultation is shown in Appendix A, with a road by road summary of the results at Appendix B.

4.2   There were 288 responses to Question 1 with 208 (71 %) returns wanting the current restrictions altered.

4.3   Residents were given two options if they had said yes to the question “ would you like the current residents parking scheme to be changed?” and were asked to indicate which of the options they wanted. The results are in the table below:

4.4 It is proposed to proceed with advertising changes to the existing orders in line with the second option above. While the summary in Appendix B shows some individual roads do not have a majority in favour, in the interests of continuity it is proposed that changes are advertised in all roads within the area.

5. Additional Parking Spaces

5.1  The initial consultation indicated that residents would support additional spaces in Green Rd and Skinner Street. The new spaces would not only help residents wishing to park in the area but could also reduce the speed and volume of traffic using Skinner Street.

5.2  Subsequent discussions with local residents indicate there would be objections to the parking spaces proposed opposite the United Reform Church in Skinner Street. There are already spaces alongside the church and the proposed spaces along the southern side of the road will be immediately outside the doors to the flats. If all the parking spaces are restricted to residents permits only, residents would find it easier to find spaces in the area, and there would be less need for these spaces. It is suggested that these new spaces be dropped from the proposal; the new spaces in the remainder of Skinner Street and in Green Rd would still be advertised.

6. Vallis Close

6.1 Parking is currently allowed around the whole of Vallis Close, and there have been complaints about obstructive parking. The cul-de-sac is very similar to those in the Baiter Park estate and the existing restrictions are similarly difficult to enforce. Experience elsewhere has shown that it is impracticable to mark parking bays in residential cul-de-sac. The number of parking bays which could be marked out on the road in this cul-de-sac would be restricted due to the layout of the cul-de-sac, the width of the road which is only 5.5m wide, and the need to have access to the large number of dropped kerbs. It is suggested that no waiting at anytime restrictions be introduced around the whole cul-de-sac and that “residents permit holder only” restrictions be advertised in the four public highway parking areas.
