New: Action #1 - Industry to provide list of FSR/ Highway junctions to Paul Blomberg, Paul to send to appropriate MOTI manager with prioritized request (top 12). Priority roads to be discussed at March 2013 meeting.
Action #2 – Set up FTP site on Publish for all users to access relevant maps and documents (post MOTI boundary maps)
Action #3 – Pass a message onto C&E of key roads to inspect for snowmobile use (Mission, Taylor, Owlhead, etc)
Action #4 – Ed Dodds to provide a map of bridge issues for licensees to discuss at pre-works with drivers, Lyle to post on FTP
Action #5 – Lyle to set up meeting with Ed Dodds and Paul Blueschke to discuss Keefer bridge
3. Member Updates
Chris King - Gorman Bros
-  Winter driving conditions, Christmas tree hunters, several close calls
-  Reminding drivers to be cautious
-  Bull Creek FSR sightlines improved
-  Maybe using Trout Creek FSR and Big White roads later in year for when road restrictions come into place
Pierre Rossouw - BCTS
-  Active on weltek onto 201 FSR
-  Also coming out of Mission onto 3 forks onto Hwy 33 east
-  East of Penticton on Beaverdell and Carmi FSR (just west of 201 junction)
-  Research forest – active operation in area
-  Owlhead/ Skyline issues with hauling, heavy recreational use with snowmobiles
-  No more right turns off #33 onto Rutland Road
Frank Kaempf – Tolko
-  Snowmobiles conflicts on the rise
-  Taylor FSR – will have industrial closures Monday to Friday due to yarder on road
-  Joint contractor safety meetings are speaking to road issues – recognition this is where many/ most accidents occur
-  Are seeing some loose rappers going down highway
-  Asking contractors for mandatory stops to check rappers, get rocks from tires, etc.
Ed/ Perry/ Chad – MOTI
-  Logging truck, MOTI bridge conflicts is an issue, more over height loads (Baxter has weight and height restrictions – big wooden bridge over the Shuswap)
-  Ed to provide a map of conflict areas (see Action #4)
-  On wooden decks, drivers with winter chains are chewing up bridges (Scotch Creek, Sugar Lake, Baxter, Kettle, Keefer)
-  Unapproved Configurations – short to long logs, getting some swing-out
-  Still looking at a provincial mill weight program
-  Action #10 – Lyle to add Chris Keir, Scott Lane, Jerry Wells, Ron Domenko to distribution list. Also confirm that other industrial operators are on list
Lyle Knight – FLNRO
-  Action #6 – Lyle to post closures and restrictions on sharepoint site
4. New Items
Item #1 - Truck Identification Plates – Frank Kaempf
·  Who drives the process? Should this be a Crown function?
·  Who is the keeper of the “database”. Does BCFSC have a role to play? Crown? Do we “user pay” to administer through a third party?
·  How do we ensure all industry users “sign on”
·  How to we effectively communicate this to all industry and public users?
·  How will this be enforced?
Action #7 – Lyle to check if numbering program is within RUP/ RP documents, Darcie to check if BCTS is incorporating it into their contracts.
Action #8 – Industrial leads and Lyle to approach their managers to discuss whether this is something that the TSA Road Group should move forward. Also to talk with counterparts in January.
Action #9 – Lyle to approach non-attending licensees about the issue.
Item #2 – Bridges on Public Highways – what is being hauled on? Ed Dodds
-  Action Items have been discussed.
-  If major industrial traffic will be passing over a MOTI bridge then let MOTI know to confirm issues and status of bridge.
-  Maps of conflict areas to be sent out to Lyle.

Went Well
-  Good meeting, lots of material and food for thought
-  Good information sharing from MOTI
-  Good to get everyone in one place
-  Making some strides/ headway
-  Communication channels opened up
-  Good to hear what other licensees are doing
-  Very productive meeting
-  Nice to know where industry is at, keep communication open
-  Nice to keep safety on forefront, good participation, good ideas on how to do business
-  Good chairing

Challenges
-  Not having all the industrial players at the table
-  Not having WSBC and C&E here
-  Need to pay more attention to getting action items done and distributed
-  No doughnuts

1.  Tolko paint inspection code for bridges to group

Action Items (June 19, 2012)
6.  Erik to discuss with counterparts the option of putting in posts for Active Logging signs (for industry to manage)
·  Truck turning signs – have been put all along Trinity Valley Road by Argo. Costs borne by MOTI, some offset by Tolko on calcium application in area. / Erik Lachmuth / Addressed in new action item
7.  MOTI and FLNRO to discuss what could be/ is being done at a Regional for off-setting industry costs for signage / Erik and Lyle / Lyle to consider in next budget
8.  Highway #6 re-surfacing plans to be shared out to group / Erik to Lyle, Lyle to distribute / Chad to inquire on plans, back to group by December 21
9.  Talk to other Districts to determine status of their road safety groups and best practices
-  Kamloops – doing okay
-  PG has dropped back a bit
-  Other BCTS not going as much in other Districts
-  Suggestion – may need to sometimes talk with adjacent Districts, look at cross-over plans
-  Important for MOTI to attend cross-over meetings / Darcie / done
