Begin Text: (concise statement of the facts, include numerical identifiers, physical descriptions e.g. who, what, where & when) SYNOPSIS 7/12/2011. Surveilance/Photography of Encana Gas Plant Facility at Pavillion Wyoming (Fremont County).

DETAILS: On 7/12/2011. at 4:29p.m., an Encana employee returning to the Pavillion Gas Plant, 76 Powerline Road, Pavillion, WY, observed a dark brown VW van, Wyoming plate 22-22299, parked near the front gate. There were two males, two females, and a calahoola mix dog with the van. More than one occupant was photographing the Pavillion Gas Plant. The employee called a supervisor who responded to the scene. When the supervisor got to the front gate, the van had moved to a nearby hill. The supervisor contacted the van occupants. One identified himself as John Fenton, and advised they were just out taking pictures. (No further Information).

The plate is registered at Teton County, Wyoming.

Goal of this dissemination: Determine if there are other incidents affecting ONG (industry) assets, and whether the activity has any underlying criminal or terrorism nexus (or intent).
