  1. RULES OF PLAY
  2. All USGA 2012 rules apply, except:
  3. As amended by Whirlwind Golf Club on their scorecard, except:
  4. As amended by the ParTee Golf League as noted below. These rules are designed to speed up play and make the game a little more enjoyable for all of us.
  1. WINTER RULES

Winter rules apply on fairway only. If your ball is lying in a divot, or man-made or animal-made hole, a player may, without penalty, improve his/her lie by moving the ball with a club head only, and not more than six (6) inches no closer to the hole. If a ball in a sand trap is lying in a man-made obstruction, such as an unraked footprint or cart track, the ball may be lifted, the sand smoothed and the ball replaced in the same location without penalty. Any ball at any location, which interferes or may interfere with the ball of another player, must be removed and marked at the request of the player.

  1. LOST BALL
In the case of a lost ball, drop a second ball along the line of flight of the last ball with a one (1) stroke penalty.
Any ball, which believed to have been played into the fairway, is not to be considered a lost ball. Another ball may be played without penalty from the spot the original ball was deemed to have played by the player and his/her opponent. Any ball believed to have been played into the rough is a lost ball and the player may search for a maximum of five (5) minutes. If the ball is not found within five (5) minutes, another ball shall be dropped, with one (1) stroke penalty, and played from the spot in the rough where the original ball was deemed lost by the player and his opponent.
  1. OUT OF BOUNDS
Boundary fences and white stakes as indicated on the official Whirlwind scorecard shall mark out of bounds areas. If the ball is driven out of bounds from the tee, the penalty is loss of one (1) stroke, but the second ball must be played from the fairway at the spot where the player and opponent agrees the ball went out of bounds, or at the point along the line of flight from the tee. If a ball is hit out of bounds from a fairway shot, the foregoing rule applies, except that the second ball may be placed along the line of flight from the point of the fairway shot.
  1. UNPLAYABLE LIES
An unplayable lie (referring to visibility of the ball, inability to take a proper stance or lack of room for a proper swing) may be declared by a player at any time. With a one (1) stroke penalty, the ball may be moved two (2) club lengths not nearer the hole. Removal from an unplayable lie does not necessarily entitle the player to a view of, or an unobstructed line of flight to the green. This rule does not apply to casual water, greens movable signs, roadways, new construction, areas under repair, movable benches, wire tree supports, maintenance equipment, or other temporary obstacles which will entitle the player to a free lift without penalty.
  1. PUTTING
If you are within the leather grip of your putter, you may pickup the ball and add one (1) stroke to your score.

  1. HANDICAPS AND AVERAGES
  2. Handicaps are calculated as follows:
  3. (Gross Score – (Par for 9 holes)) * 85% Rounded
  4. Example if golfer shoots a round of 46 and 36 is par

(46 – 36) * 85% Rounded = 9

  1. First night's play - the last five handicaps will be carried over from the previous year to avoid large swings in handicaps for the first few weeks. For new players the handicap will be calculated from the first night score and then applied to the round. The final handicap will be used for the tournament to be held after the end of the regular season. 27 strokes is the maximum handicap.
  2. Equitable Scoring Control (ESC) will be applied to handicap calculations after each round. This means that based on your handicap a maximum number of strokes per hole will be allowed for purposes of calculating the next week’s handicap. Do not pick up after reaching your control limit. ESC is only applied after the round. The following table represents the maximum allowable strokes per hole based on your ParTee handicap:

9-Hole Course Handicap / Maximum Number On Any Hole
4 or less / Double Bogey*
5 through 9 / 7
10 through 14 / 8
15 through 19 / 9
20 or more / 10
  1. The league President/Treasurer shall maintain all scores, either by retention of the scorecards, or by a separate list. The league President/Treasurer shall also publish each week for each individual that week's gross and net scores, the handicap to be applied for the next week's play, the current point total and the year-to-date point total for team substitutes shall be published.

  1. SUBSTITUTES
  2. The ultimate responsibility for obtaining a substitute for an absent player and his/her team is that of the absent player or his/her playing partner, although the League President/Treasurer will maintain a list of substitutes to be used. Handicaps for substitutes will be determined by the League President/Treasurer unless a handicap has been established from previous play. Substitutes will be responsible for their own green fees but not the prize fund.

  1. BLIND DRAW SCORING
  2. If one person does not show for one Team or for both Teams, a score card for the absent player (i.e. A Player or B Player) will be blind drawn from the applicable players that night and that player(s) score will used to determine the absent player(s) score for that week.
  3. If both players from one Team do not show, the A and B Players score cards will be blind drawn and the opponents will play against the blind drawn scorecards. The Team that did not show will get 0 points for that evening. In the situation where both players do not show up, the players from the attending Team will receive the points for individual play (2 points each) and a minimum of 12 points or the total points from the blind draw cards, whichever is higher. So for example, if the blind draw cards equal 8 points for the Team that played they will receive 16 points (12 minimum and 4 points for individual play. If the Blind draw cards equal 14 points they will receive 18 points total (the 14 points plus the 4 for individual play).

  3. Cancelled rounds will not be replayed, with no points awarded for either team.

  1. SLOW PLAY
  2. Pay attention to your partners’ drive. Two sets of eyes are better than one, and it makes it easier to locate the ball (if it doesn’t land in the fairway).
  3. Drive the cart to the first ball and drop off the 1st player with his choice of clubs. The 2nd player proceeds to his/her ball.
  4. Determine what club you will use and prepare to make your shot, while the other players are preparing or hitting. Don’t wait until it’s your turn to hit.
  5. Read the green, and get an idea of how you are going to putt. Don’t wait to do that until it’s your turn to putt
  6. After a player has gotten out of the green side bunker, the other players on the green should proceed while the bunker is raked and that player gets ready to putt.
  7. On the green, players that have putted out should pickup their clubs. One of those people should get the flag ready to return to the cup when the last player completes the hole.
  8. Mark your score card when you reach the next tee box.
  9. Play ready golf. It’s who is ready, who can safely hit, it isn’t who is away. In other words, don’t be strict about order of play. Let the shorter hitters play first, when it safe for them to hit. Let the person hit out of the fairway bunker to the fairway or lay up, versus the person away (and the others) waiting for the green to clear before hitting.
  10. If your group is the only group on a hole, except a par 3, you are playing too slow.
  11. If no one is in front of you, you think that your group is fine time wise, but it not the group in front of you that you holding up, it is the group behind that is waiting that you holding up.
  12. Rule of thumb. 9, 12, and 18. The typical number of minutes to play a Par 3, a Par 4, and a Par 5.
  13. You should be able to play 9 holes in about 2 hours. Following these suggestions should help you achieve that.
  14. There may be no one in front of you but it is the group behind you waiting in the fairway that you holding up.

XII. Have fun, enjoy yourself and keep it in the short grass.
