Will the evaluation committee consider a response that includes a method for modernizing the current technology (PATCH, CLEAN, CCHRI), which would include ALM support? / PSP is simply interested in maintaining the current system. Modernization would therefore, be beyond scope.
What is the total size of end-users that utilize these tools? / CLEAN - Any Law Enforcement user in the country.
CCHRI - Any Law Enforcement user in the country.
PATCH – 53 internal administrative users, M-F business hours. PATCH is a public facing internet application. There were 1,838,509 requests in 2016.
Please advise if you anticipate an in-person discussion about this solicitation. / A Pre-Proposal Conference will not be conducted for this RFP.

Limited access? Is there a need for publicly available data? What is the frequency and volume of that use? / Please refer to the answer to Question Number 2.
All systems require 24x7x365 full time access.

Total number of records? / CLEAN has 258 tables with a record count of 1,823,137,804.
CCHRI has 224 tables with a record count of 176,340,014.
PATCH has 2403 tables (most are empty) with a record count of 39,269,958.

How many different data points are manually entered when interacting with historical data (this does not include searching)? Does the system capture data from end users? / The Commonwealth does not understand what information is being sought with regard to the number of data points used when interacting with historical data.
As to capturing data from end users:
  • CLEAN, CCHRI and PATCH -The systems do capture data from end users.

Can you estimate the cost to maintain and to support (labor and materials) the existing legacy systems for a 6 month period? We would like to accurately reflect the total cost to the department. / No, the Commonwealth does not have this information.

Approximately how long ago were the data repositories or sources implemented?
Age of source systems? / Age of source data:
  • CCHRI - Repository of records dates back to the early 1930’s
  • CLEAN - Hot File records dates back to the early 1980’s.
  • PATCH – Utilizes CCHRI data.
Age of source systems:
  • CCHRI system architecture – implemented in 2007
  • CLEAN system architecture – implemented in 2015
  • PATCH - The latest version of PATCH was implemented in 2014

The PA eMarket site has the solicitation due date listed as 1/19/18. The table in the RFP document still lists 1/12/18. Can you confirm the due date for the final proposal? / Please reference the Addendum 1b Calendar of Events Revised 20171211. This replaces the Calendar of Events in the Original posted RFP. The due date is January 19, 2018 at 1:00 PM ET.
