The Long-Range Facilities Master Plan Oversight Committee (“LRFMPOC”) of San Gabriel Unified School District (“SGUSD”) in Los Angeles County met in regular session at the time and on the date above with attendance as follows:

I. GENERAL FUNCTIONS

  1. Call to Order

Chair Jerry Schwartz called the meeting to order at 7:10 p.m., Kathay Feng led Pledge of Allegiance.

Mickey Scannell moved and QuyenPhan seconded, minutes of March 20, 2014, Meeting unanimously approved with corrections (Add JMS to Esther Minwary’s title; correct list of people present – add Freeman, Pacheco; note abbreviation “LRFMPOC” after full name; change start time of meeting to 7:20 pm; make this change: we recommended the SGUSD Board“approve the issuance of the bid documents”; under McKinley report,correct the reference to the “LRFMPOC” and take out extra “is”; action item under Technology Report, change to: We agreed that the photos would integrated into the report; K. Fengvolunteered to help.

May 29, 2014, 7:00 p.m., at San Gabriel Unified School District (“SGUSD”). We will be reviewing the Audit.

  1. REPORTS
  1. Chairman’s report – Jerry Schwartz
  2. Schwartz reported at the SGUSD Governing Board meeting in March, including the progress on McKinley’s plans, and the LRFMPOC tour of Jefferson Middle School construction.
  3. Phil Hu has stepped down as Board Chair because of his new work responsibilities. A new Chair and Vice Chair will be voted in at the next Board meeting.
  4. Update on Bids for Improvement at McKinley Elementary School– Randy Gamache
  5. McKinley Elementary

The district received 10 bids. The Woodcliff came in with a bid at $4,998,000. G2K came in with a bid at $5,180,000. After review of references, Woodcliff came in with higher scores than G2K. Discussion by the LRFMPOC ensued.

Gamache’s scoring was based on interviewsof references, including the client’s construction manager and architect of record. He asked questions such as: What is the work environment like? How are the interactions with engineers, architects, school site? Are there regular meeting with contractors and sub-contractors? Are they responsive on change orders? How well do they clean up the site for school events? Do they have the ability to properly schedule? Do they have attention to detail? Are you willing to work with them again?

Woodcliff has done construction work with San Bernardino School District, LA Community College and other school sites. G2K has performed work for SGUSD before including the current Jefferson Middle School construction.

  1. Construction Report –Bill Gile
  2. Gabrielino High School

We are waiting for Department of Toxic Substance Control (DTSC) for final recommendation. Gile said he spoke to them last week and they stated that the decision might come in two weeks.

  1. Jefferson Middle School

Contractors are saying they are 68% done. They have finished roofing of the old administration building, may be beginning roofing of the new administration space. Today they started setting the columns of the covered walk. Gile is confident that the buildings and landscaping will be done by the beginning of the school year 2014, but the covered walk may be completed later.

Discussion ensued about positive observations from the Jefferson tour of construction in March. Much praise was given for the Moot Court Room which is unique for middle schools, and has largely been built from the extra hours of various staff.

  1. Washington Elementary School

There may be work done on the cafeteria over the summer. Major maintenance money out of the Measure S bond will be used.

  1. Technology Subcommittee Report – Mickey Scannell

The report now has pictures integrated. Scannell, Freeman, and Cynthia Juvinall plan to present at the May 13 Board meeting. Khai Nguyen will be invited to attend.

The Technology Subcommittee had been meeting. KhaiNguyen will make sure Scannell is invited to future meetings. They have been talking about getting a Google Chrome Book (tablet-sized computer with keyboard) for all students. They will start with a pilot program and once they decide on the computers, they may use non-bond funds, specifically Common Core funding, to put computers in every child’s hands. (Chrome Books are cheaper than iPads and allow keyboard typing).

Garvey School district has e-rate funding, and Nguyen has arranged with them to have them donate 180 access point (antennas to allow the mobile devices to hook up to the wi-fi network). This may be implemented this summer.

New incoming students can now register on Aries system. Common Core testing is happening now. Microsoft Office 365 is being offered free to each student to download and install on 5 devices. Nguyen is putting a new public address system at Coolidge using bond money.

  1. Prop 39 money – George Carney, Bill Gile

We are applying for a 5-year grant, $250,000/year, to be used on energy saving projects– such as installing computer-based thermostats, replacing old air conditioning units, and retrofitting the lighting. The timing allows us to also take advantage of a Southern California Edison “cash for clunkers” program to trade in old air condition units (119 units will likely qualify).

  1. McKinley Bid Package

Kathay Feng moved and Mickey Scannell seconded, a recommendation to the Board to waive the irregularities in the Woodcliff Corporation bid and award the contract to Woodcliff Corporation; the motion was unanimously approved.

Woodcliff Corporation is a general contractor with more than 10 years of pubic contract experience, experience with PLA contracts, and strong references. They have experience on construction contracts for LA Community College District, LA Unified School District, Pasadena Unified, Anaheim Unified, and Pomona Unified and San Bernardino Unified.

  1. Committee Member recognition

Armando Pacheco moved and QuyenPhanseconded, a recommendation that we schedule a recognition event for outgoing LRFMPOC members on August 26, 2014, at the regular Board meeting; ; the motion was approved, with 1 abstention.

  1. ADJOURNMENT

Chair Schwartz adjourned the meeting at 8:28 p.m.
