Board of Directors Meeting
July 11, 2016
The Benton Irrigation District’s (BID), Board of Directors (BOD) Monday meeting was held at the District office on Highland Road in Benton City, WA beginning at 8:00AM.
In Attendance: Chairman Robert Buoy, Director Tyler Wilson, Director Dirk Martin, Operations Manager Ed Mitchell, Office Manager Ivy Johnson. Jim Bridges (PLSA Engineering & Survey).
1. June 27, 2016, Board meeting minutes, Director Martin moved to accept the minutes, Director Wilson 2nd. All in favor.
2. Operation/Maintenance Vouchers
32-34 $23,182.32
Voucher to County $165.76
Total $23,348.08
Director Martin moved to accept and pay vouches 32-34 and voucher to County, Director Wilson 2nd. All in favor.
3. Jim Bridges
· Mr. Bridges stated that he came to the meeting with a proposal regarding the city water line they are going to install for a new distribution facility that is going in on Dale Ave. He presented drawings of the 15’ easement the District has and would like to install their pipe in the easement. The District stated that they have a policy that the easements they have are inclusive and only BID easements. The drawings show that it is just a short run of pipe that they are installing. The District stated that Mr. Bridges will have to have written permission from every person that owns property associated with the easement. The Operations Manager stated that since it is a City line he didn’t see any issues for BID as long as written permission is acquired from the land owners associated with the easement. Director Martin made a motion for Mr. Bridges to move forward, with final approval from the District after the final paperwork has been reviewed by the Board, Director Wilson 2nd. All in favor.
4. Administrative Report
· There has been $1,201,465.25 received in 2016 assessments so far, leaving about $68,500.00 left to collect
· The Office Manager stated that Mr. Kelvin Schuman has requested that he get a refund on one of his newly segregated parcels. When the acres were adjusted in the assessment database they were incorrect and he was over charged for that parcel. Director Martin moved to refund the amount of the overage since it was a mistake on the District’s part, Director Wilson 2nd. All in favor.
· The Office Manager stated that there are still some issues with the Assessor’s office regarding seg/merges and short plats. After processing the last excise report from the Treasurer’s office it was discovered that one of the short plats that the District has not
received from the Assessor’s office has been sold so District can’t put it in their system. The District stated that the Office Manager should contact Mr. Davidson at the Treasurer’s office to see if he has any input on the issues with Assessor’s office.
5. Maintenance Report
· Running 32 CFS at the river pump station
· They have been flushing lines, PRV’s, and filters
· The Operations Manager stated that the Ki-Be High School has consolidated some of their water and there has been a larger flow meter installed at their cost
· The Operations Manager stated that they have started up the Knox Rd pump station for the first time
· There was a leak discovered on SR 225 Saturday and will be repaired
· There is a ground fault on the #2 motor at the Morgan Rd pump station
6. Executive Session; in Executive Session at 8:30AM for 15 minutes

Director Martin moved to adjourn the meeting, Director Wilson 2nd. All in favor.
