The regular meeting of the Fairport IDA Board of Directors was called to order by Vice-Chairman Kevin Clark at 5:25 pm.
- Approval of Minutes
A motion to approve the minutes of the February meeting was made by Ken Rohr, seconded by Donna Yawman, unanimous. Andree Mastrosimone abstained from the vote.
- Financial Reports
- Resolution 2011-03 authorizing payment of bills was reviewed. Motion to authorize payment of bills was made by Ken Rohr, seconded by Donna Yawman, unanimous.
- Reconciliation Report was reviewed and accepted.
- Old Business
- Sanitary Sewer Easement, Parker Street – was tabled. No quorum.
- Governance Committee – Andree Mastrosimone shared policy drafts for Board approval.
- Mission Statement: Motion to approve was made by Andree Mastrosimone, seconded by Donna Yawman, unanimous.
- Procurement Policy: Motion to approve policy with amendments, including non-collusion affidavit, was made by Donna Yawman, seconded by Andree Mastrosimone, unanimous.
- Real Property Acquisition Policy: Motion to approve policy with amendments was made by Andree Mastrosimone, seconded by Donna Yawman, unanimous.
- Computer Use Policy for Staff: After discussion, it was decided to add language of “no expectation of privacy” as provided by Counsel. Tabled until next month.
- Ground Lease, Corning Tropel – A 20-year lease has been executed by both the IDA and Corning. Terms include a Right to Terminate Clause for Corning and a 3% increase every 5 years for the IDA.
- Parker Street Update – Agency received written confirmation from Canal Corporation that the project “as designed” should be permitted by Dep. of Environmental Conservation, because it was demonstrated that alternatives to the vertical break wall are not possible. Anco Builders has a new site plan and will appear before Planning Board in the next couple of months and start the SEQR process.
- New Business
- Presentation by Andrew Raus, Senior Planner, Bergman Associates
Andrew Raus presented a new computer software program that allows for 3D planning of single buildings, whole streets or districts.
It follows GPS coordinates, is online-based and can be used for:
- promoting an existing area
- economic development
- creating a master plan for a certain area
- asset management for a municipality
Andrew Raus proposed that the Village of Fairport could be a “pilot community” and use the program in various departments. The 3D Fairport Business District could be used to:
- run program online – on Village, OCED and FVP website
- do virtual tours – along Main Street, the Canal, through businesses
- encourage Village Landing redevelopment – produce different scenarios, attract developers and businesses
- follow up on Gateway Project at Four Corners – incorporate traffic low
- visualize OCED project activities – show loan, grant, project locations
- create a master plan for industrial area – American Can Company, LiDestri, HP Neun
- share project information – hyperlinks can be incorporated to link to underlying data
- use existing GIS data base of utilities, etc. and overlay it with 3D building model
Andrew Raus estimated the cost of 1 square kilometer at about $7,000 - $10,000.
- Motion to adjourn at 6:30 pm was made by Donna Yawman, seconded by Andree Mastrosimone, unanimous.
The next meeting is scheduled for April 18, 2011 at 4:30 pm.
