Chief Inspector Secondment – National Counter-terrorism Exercise Programme – MarshamStreet, London, SW1.

The Home Office is the government department with lead responsibility for counter-terrorism. Testing and exercising are vital to our resilience and preparedness for counter terrorism: we have a National Counter Terrorism Exercise Programme, which HM Government are committed to maintain and in which all appropriate agencies are expected to take part. The government’s counter-terrorism strategy (CONTEST) places great emphasis on learning and absorbing the lessons from these exercises and expects participating agencies to do this quickly and comprehensively. The Police are of course central to the operational response and regularly participate in National CT Exercises.

The Counter-Terrorism Policing Unit (CTPU), within the Office for Security and Counter-terrorism (OSCT) takes forward work to developthe capabilities of the policeto counterterrorism. The Unit includes the team responsible for the National CT Exercise Programme and for CT Contingency Planning

The post-holder will work to the Head of the CT Exercise Programme. The post-holder’s main responsibilities are in relation to the planning and delivery of National CT Exercises.

Chief Inspector, Counter-Terrorism Exercise Programme: The position is open to substantive Chief Inspectors/Detective Chief inspector(or Inspectors on temporary promotion where supported by their home Force).

The post is one of two Chief Inspector secondment opportunities within the National CT Exercise Team. The post-holder’s main responsibilities are in relation to assisting in the planning and delivery of the National CT Exercise Programme, in particular by leading on exercise scenario development and the provision of direction, guidance and support to exercise planners. There may also be opportunities to support lesson capture in conjunction with National Police business area leads, the production of post exercise reports, and the maintenance of CT contingency planning guidance. The post-holder will have line management responsibility for one Inspector and two Police Sergeants.

The position is open to substantive Chief Inspectors or Inspectors on temporary promotion where supported by their home Force. The following experience and qualifications are desirable (and therefore advantageous in the selection process) but not essential: counter-terrorism particularly in Prepare or Pursue; exercise planning and delivery, particularly multi-agency exercising; emergency/contingency planning; counter-terrorism exercising; a current Developed Vetting clearance.

Applications are invited from serving police officers at substantive rank or on temporary promotion provided they have Chief Officers’ support. The secondment will be for a period of two years.
