Proposals for off-campus programs shall be prepared by the sponsoring unit, e.g. department/college/school/DIEO, and submitted to the Vice Provost for Graduate Education, Research, Academic Planning & Evaluation. The Vice Provost for Graduate Education, Research, Academic Planning & Evaluation shall be responsible for distribution of the document to appropriate units for review, and for making an overall recommendation to the Provost as to the approval of the proposal. Reviewing units will review the proposal and respond within two (2) weeks with comments and recommendations and a signature indicating review/approval has occurred.

  1. ______(Signature of developer/sponsor) Sponsoring unit will prepare a proposal for an off-campus program in accord with the checklist below. (Consultation with DIEO and other units responsible for services related to off-campus programming is encouraged at this stage.)
  2. ______(Signature of sponsoring unit supervisor, e.g. Dean). Sponsoring unit will submit the proposal to the Vice Provost for Graduate Education, Research, Academic Planning & Evaluation. The proposal must include the signature of the supervisor of the unit, e.g. college/school Dean.
  3. Vice Provost for Graduate Education, Research, Academic Planning & Evaluation reviews the proposal for fit with University academic policy, and need for any external review, and distributes the proposal to appropriate units for additional reviews as to appropriateness and availability of services described in the proposal. Reviewing units have two (2) weeks to respond back to the Vice Provost regarding the proposal.
  4. ______Vice Provost for Graduate Education, Research, Academic Planning & Evaluation shall review the proposal and reviewing units’ recommendations and comments and make a recommendation to the Provost within one (1) week.
  5. ______(Provost Signature indicating approval for submission to President’s staff) Provost will review the proposal with the President’s Staff for final approval.

Off-Campus Program Reviewing Unit Form

This form is accompanying a proposal for an off-campus program. Your unit is asked to review the proposal in regard to your unit’s specific responsibilities in relation to this program and to respond to the Vice Provost for Graduate Education, Research, Academic Planning & Evaluation. Your signature on this document will signify your approval of the proposal as it relates to your unit and your ability to provide the services anticipated by the proposal. Please return the form with your responses to the Office of the Vice Provost for Graduate Education, Research, Academic Planning & Evaluation within two (2) weeks.

Overview of the Proposal Approval Process

The sponsoring unit will prepare a proposal for the offering of an off-campus program in accord with the checklist below. (Consultation with DIEO and other units responsible for services related to off-campus programming is encouraged at this stage, prior to the development of a formal proposal.)

The sponsoring unit will submit the proposal to the Vice Provost for Graduate Education, Research, Academic Planning & Evaluation. The proposal must include the signature of the supervisor of the unit, e.g. college/school Dean.

The Vice Provost for Graduate Education, Research, Academic Planning & Evaluation will review the proposal for fit with University academic policy, and the need for external approvals. The Vice Provost will coordinate the external approval process and will distribute the proposal internally to units for additional reviews as to appropriateness/availability of services described in the proposal

Checklist for Off-Campus Program Proposal Development (required elements for on-campus review)

  1. Overview of proposal – Program goals; Partners and associated responsibilities; External partners (MOU’s required?); Internal partners
  1. Instruction plan - 2-3 year curriculum plan/timeline; delivery modalities plan and schedule (UAC/GAC approvals on non-face to face modalities)
  1. Administrative Plan - Description should include office(s)/individuals responsible for program management, e.g. Questions/contacts/trouble-shooting; Selecting/hiring/compensating instructors; space acquisition; travel arrangements/reimbursement; program evaluation; expenditure authority
  1. Student Services - advising, registration, financial services, books, materials, grading/transcripts, tracking systems); trouble shooting; ADA accommodations.
  1. Library/Information Resources plan –Library resources required; Library access training; Technology resources required; Technology training
  1. Marketing Plan - Partners (internal and external); components
  1. Articulation Agreements (where needed) - Plan for development/identify responsible parties (Academic Affairs, department, DIEO)
  1. Budget analysis - Potential gross revenue (Basis for calculation - fees proposed, (Approval of fee schedule required); third-party payments, enrollments anticipated; mandatory set-asides in accord with University policy; direct expenses – (start-up and on-going operation costs); instruction; administration; travel; equipment; materials; site costs; distance delivery expenses (options/costs of different modes, e.g. on-site, ITV, on-line; marketing; indirect expenses - Administrative overheads (in accord with University approved model); breakeven analysis
