2. Organizers of a trofi-marathon

2.1. Organizer of a trofi-marathon is the Arktik-Trofi Club, Physical Culture and Sport Committee for the Murmansk Region, Council of MOO ROSTO (DOSAAF), Regional Public Organization «Motor racing federation of Murmansk region».

3. Terms and venue

Trofi-marathon «Arktik - Trofi 2013» in memory of E.Vedernikov and S. Shcherbovich's is held from September 01 to September 08, 2013 on the territory of Murmansk region.

Official start of a marathon is in the city of Kandalaksha, solemn closing is in Murmansk.

The route of a marathon crosses the Kola Peninsula.

4. Financing

4.1. The Arktik-Trofi club bears the expenses connected with the organization of refereeing, the organization of solemn start and the solemn finish of the trofi- marathon «Arktik-Trofi 2013», rewarding of the crews which have taken 1st, 2nd, 3rd places.

4.2. Physical Culture and Sport Committee for the Murmansk Region bears the expenses for preparation of official competition route, medical (round-the-clock watch of 2 physicians from 01.09.13 to 08.09.13 in a competition area), and technical (technical support car for participants and referees from 01.09.13 to 08.09.13 in a competition area) support, rewarding of participants, payment for referees of the trofi-marathon «Arktik-Trofi 2013».

4.3. Council of MOO of ROSTO (DOSAAF) allocates an all-wheel drive lorry for ensuring preparation and carrying out the trofi-marathon «Arktik-Trofi 2013» by agreement of the parties.

5. Contributions

5.1. Contributions are paid by a crew or at the expense of the sending organizations and should be delivered on JSC Club Arktik-Trofi account or paid in the paying office.

5.2. Applicants who had not paid contributions before the beginning of registration and technical inspection aren't allowed to participate in the marathon.

5.3. Citizens of the Russian Federation should confirm participation in a marathon «Arktik-Trofi 2013» no later than August 31, 2013.

5.4. Application contribution cost:

For crew on the car and the ATV teams, MOTO

If paid before 01.06.2013:

The driver (crew) taking part in Arktik-Trofi for the second time and more - $600

Other drivers (crews) - $700

If paid after 01.06.2013:

The driver (crew) taking part in Arktik-Trofi for the second time and more - $800

Other drivers (crews) - $900

If paid, registrated and passed administrative and technical checks in day of official start:

for all crews – $1100

Payment is made in rubles according to the Central Bank of the Russian Federation rate at the date of payment.

The application is considered to be accepted in case of 100 % payment of a start contribution sum, in other cases an application is considered to be preliminary.

5.5. The sum of an application contribution includes:

- organizational preparation of a trofi-marathon «Arktik-Trofi 2013»

- organization of safety of participants

- communication organization

- formation of a prize fund

5.6. Payment of one application contribution means participation in a trofi-marathon of one crew on the car specified in an application form or one ATV team.

5.7. Application contributions return completely to the candidates whose applications for participation in a trofi-marathon weren't accepted.

5.8. Return of application contributions is made within 1 month from the date of the trofi-marathon termination.

7. Terminology

Briefing – instructing of participants and crews about features of event, special conditions of observance of the general or ecological safety and other features of the competition. It is carried out by the Head of race or by the appointed by the Head official. Participation in the Briefing for minimum one member of each crew is obligatory. The fact of the presence is to be fixed.

The bulletin - the Official written statement which is an integral part of regulations and is intended for the publication of the changes, explanations and additions to Regulations. Bulletins are to be numbered and dated.

Bulletins are issued and signed by:

• The organizer – before the beginning of registration and technical inspection;

• The head of race – during all competition.

Bulletins are stored in the competition Secretariat, published on the referee car and immediately reported to crews which should confirm the fact of receiving the bulletin with the signature of the First driver of crew. All bulletins are published in writing and take place on the referee car and (if necessary) in a visible place on referee check posts.

Time of carrying out a trofi-marathon - a trofi-marathon begins from the moment of registration

of all crews and participants and ends after the final confirm of trofi-marathon results.

The Closed Park - the zone where any repair, filling and the outside help are forbidden, except cases which are specified in the Regulations.

Accomodation zone - a zone provided by the Organizer for accomodation of competition participants, the operating mode is set in the Regulations.

The Control Card (Karnet) - the Form distributed by the Organizer where the fact and/or time of passing the referee check points in a Special Area is fixed.

Competition camp - recreational area for the crews provided by the Organizer, marked as "Camp" in a road book.

Any repair works by the crew or by the other crews participating in competition is allowed in the Camp. Service in camp is specified in the Regulations. The speed limiting for cars in the Camp is 30 km/h.

Neutralization – the time the Organizer can stop the crews of a trofi-marathon for.

The Time Norm – for the passing of each Special Area the Organizer sets a Time Norm (in hours and minutes) observance of which is obligatory for all the crews.

The official competition Route – the route described in the Regulations.

Protest – the written appeal or declaration from the crew made in accordance with the Regulations.

Repair work (repair) - reparation of damages, replacement of elements, details and units, and as any adjusting, lubricant, diagnostic, refueling works and the maintenance, carried out by a crew with use of the onboard not finishing cars materials and the tools in the current Special Area. Involvement of other not finishing in the current Special Area crews members in reparation is possible.

Service - any repair work help, provided by any person, except not finishing in the current Special Area crew members and participants, and the usage of or receiving by crew any materials (firm or liquid), spare parts, tools or the equipment, which is not on the board of competing cars.

Special Area (SA) – a part of the marathon route where crews overcome different types of offroad terrain, with or without orienteering elements. The SA begins in the starting referee check point and ends at the final timing point.

Line SA - is a part of competition where crews are obliged to follow strictly the set route and a corridor (an obligatory order of passing the referee check points, and/or control points, route and corridor following).

Navigation SA - is a part of competition where crews independently define a route within The Official where the referee check points and control points can set.

Transportation – moving of a car by other not participating in the current SA vehicles by complete or partial loading on a rigid hitch between the finish and start of SA.

Trofi-marafon – the trofi-raid duration of which exceeds 150 hours, the extent of a distance exceeds 500 kilometers, and the general extent of SA exceeds 150 kilometers.

The participant – individual or artificial person specified in the application and allowed to participate in the trofi-marathon.

The finish – finish time is the moment of crossing of the finish line by front axis of the car. For the ATV-teams it is crossing of the finish line last participant of the Crew.

The crew - the car crew of the trofi-marathon consisting of two people registered as the First Driver and the Second Driver. ATV crew in the trofi-marathon consists only of one person registered as First driver.

Onboard Crew – the term means that both crew members are in the car on the crew places, having fulfilled all the competition or SA requirement for a safety or start and finish procedure.

8. Test categories

8.1. All car crews and the ATV crews compete in the category "Sport" (TR-3 with limitations).

8.2. All ATV drivers compete in classes dividing into teams in the "Sport" category, calculation of results and summarizing is made as for separate category only in a case if not less than 3 teams applied in each category. The line-up of the team is confirmed at the registration, consists of the 2 sportsmen and the 2 vehicles and can’t be changed during the competition.

The results are summarizing in accordance with the Appendix 2.

8.3. In a trofi-marathon «Arktik Trofi 2013" the crews which have taken 1st, 2nd, 3rd prize places in individual event are awarded in CARS, ATV classes.

8.4. The prize fund is formed at sponsors’ and organizers’ expense.

8.5. Sponsors can establish other nominations and award prizes in such nominations.

9. Crews and participants

9.1. Citizens of any country are allowed to participate in the trofi-marathon (individual or artificial person), not younger than 18, having the valid driving license of RAF (Russian Automobile Federation), not lower than E driving category who applied for participation and paid application contributions in time, registrated and technically inspected and have arrived to official start venue not less than two hours before.

9.2. In each car participating in the trofi-marathon should be no more than 3 people. The crew consists of two persons registered as First and Second driver. The third person is registered as the Participant of the trofi-marathon.

9.3. The participant bears a joint liability for actions, both crew members and all people providing their participation in the trofi-marathon.

9.4. All crew members who have a driver's license, have the right to drive a car during competition.

9.5. The First Driver specified in an application form, bears all responsibility for the crew during the time of the trofi-marathon.

9.6. In case one of the crew members drops out the team the decision on his replacement and terms of the substitution are made by the Organizer.

9.7. Any deception, the incorrect or unsport behavior performed by crew members or participants will be examined by the Organizer. All the above-stated actions can be followed by any punishment in accordance with the Regulations up to an exclusion from the list participants of the trofi-marathon.

9.8. In case a crew or a participant decides to quit SA or the competition in general they are obliged to inform the Organizer.

9.9. A crew or a participant can be excluded from the list participants of the trofi-marathon for the following reasons:

• violation of the fire safety rules;

• being drunk in the competition area;

• antisocial behavior in a competition venue;

• the behavior which has caused change of the schedule of competition;

• causing to other participants of competition a material or other damage;

• violation of ecological requirements.

9.10. The exclusion decision is made by the Organizer only after necessary investigation of all circumstances. Application contributions and maintenance of service of evacuation contributions do not return.

10. Application for participation

10.1. For participation in a marathon it is necessary to send in time set in the Regulations to the address of the Organizer completely filled Application Form (Appendix 1), and also copies of passports of all crew members and participants.

10.3. It’s necessary to receive from the Organizer confirmation on receiving an Application and requisites for payment an application contribution.
