Purpose of MAT: same structure but will consist of more collaboration

  • Monitor Training for 15-16 and 16-17: MDE is looking for suggestions, but currently they are considering mediation, deviations and waivers, measurable goal follow up and FBA follow-up

Complaint hot topics

Catamaran

30 day transfer: Proposed grace period if a student moves in with late IEP.

  • Receiving District: Will look at enrollment and then 30 school days from that….enrollment date is the first day of school if enrolled in the summer.
  • Prior District: If the prior district comes from in state, then will go back and look at the prior district
  • If enrollment form does not disclose that the student has an IEP then use the date of discovery

  1. CIMS updates

Catamaran work: FM Leads and TA’s have hinted that Catamaran may not be ready in January as previously discussed.

  • Clarification in the room was that the SLCAPs currently being issued in the FM Cycle will be in CIMS, but the findings will be issued in Catamaran and so there may be some confusion.
  • PSC is coming to the Region 3 Monitors meeting for a 90 minute interactive session, working directly in Catamaran.
  • Update: Sarah Greer confirmed that indeed Catamaran will be fully functional come January, and is looking to do the same demonstration for Region 1 and Region 2.
  • Please contact Sarah Greer if you region is interested in having PSC come out.

B-13

  • There will be another B13 change, as there are 3 checklist items that are not listed in any rule or regulations
  • Annual goal related to transition services
  • Update: Paul Dymowski from Allegan reached out to JAT and received an email back that stated the new B13 Checklist will be released by the end of December. She assured him that the checklist itself did not really change, rather the language was cleaned up for better understanding.

Identification

  • SRR was changed/updated without knowledge of Monitorsmaterials packet was not mailed out until Tuesday prior to Thanksgiving
  • Monitors are losing credibility with each message delivered. Agreement thatthis communication has to come from our ISD Directors:Update: like she was inside our heads….Teri Chapman announced at the MAASE General Membership meeting Wednesday morning, that she realizes life is not good at the department and that changes are being made by people with no educational experience which is confounding things, greatly, out in the field. Therefore, she announced there will be closet cleaning at the department with subsequent shopping to refill the now empty closet…..she encouraged everyone to pay attention to the MDE job posting sites, as she is looking to bring in more people, in the world of monitoring, complaints and policy, who have experience in the field.
  • Regional reps to meet outside of MAT, to identify issues we can solve rather than only talking about the problems.
  • Regions should discuss and email immediate concerns, challenges and solutions to their MAT reps by January 14.

Rubric for denial of FAPE to assist state complaint/PA Dept

  • Matt put it out there and it has been dropped by MDE

Parent friendly procedural safeguards:

  • MAASE workgroup that is addressing the Governors Report regarding the Parent Survey.
  • Workgroup would like to develop parent friendly Procedural Safeguards.
  • Steve Yonkers advised that the attorney vetting out might result in an advisement against moving away from intended language.
  • Renee suggested maybe a video interpretation
  • Matt suggested the previous NICHE site (Center for Parent Information Resources) may have the information that this group is looking for.

Sharing IEP Manuals:

  • May be helpful to create a central location to house Corrective Action activities that assigned as a result of Focus Monitoring.
  • May need to identify business rules so that projects listed can be identified with a vetting level of some sort.
  • Catamarans ability to warehouse corrective action should be used with caution
