Suzanne Koehler, Vice-Chairman, called the meeting to order at 5:30 p.m.

Illinois Station East – Clarification of Fast Food PUD Requirement

The developers of the Illinois Station East PUD have requested clarification from the Planning Commission on the definition of a fast food restaurant, which is being excluded as a permitted use in the Illinois Station East PUD. In previous discussions concerning the differences between restaurants and fast food restaurants it has been stated that restaurants that do not have drive-through windows, and do have inside dining with table service, and use dinnerware as opposed to disposable serving containers are not fast food restaurants. Mr. Wise and Mr. Wheeler, the developers of Illinois Station East, have asked for clarification because restaurants that may locate at Illinois Station East don’t exactly meet all the criteria for a non-fast food restaurant as described in previous discussions. Restaurants such as Applebee’s have curbside service, but do not have a drive-through where customers can drive-up, submit their order outside and then pick-up their order at a window. Restaurants such as McAllisters and Panera Bread have inside dining and do not have drive-through windows, but orders are taken at a counter and food is served in a mix of disposable and non-disposable dinnerware.

In the discussion that followed fast food restaurants were characterized as having a drive-through for ordering with a pick-up window. A drive-in is one type of fast food restaurant, such as Sonic, where customers order and dine outside in their vehicle. These kinds of restaurants will be excluded from the Illinois Station East PUD.

Restaurants are permitted that have inside dining and no drive-through service. Restaurants with inside dining may provide curbside service for carry-out orders similar to Applebee’s.

Dr. Myers moved to define fast food restaurant as having a drive through for ordering and pick-up, (Motion 1) including drive-ins that do not provide inside dining.

Mr. Cole seconded the motion, passed 7-0.

The meeting adjourned at 5:45 p.m.
