NYEB 11u & 12u PLAYING RULES

It is recommended that each team bring a copy of these rules to all of its regular season games. Any rule not covered here will be governed by NFHS rules.
It is also recommended that all ground rules are discussed with the umpires at the plate meeting.
If you believe your opponent has violated any playing rule, it is your responsibility to bring the violation to the immediate attention of the chief umpire before the next pitch or play, whichever happens first.
If you feel the umpires incorrectly interpret or apply any rule, your only recourse for remedy is to IMMEDIATELY inform the chief umpire (before the next pitch or play, whichever happens first) that you wish to protest the game. Have the umpire sign the scorebook at the point of the alleged infraction and provide his phone number. All protests must be submitted to the League within 24 hours. NYEB will at that point determine the validity and course of action. When notifying your league commissioner of a protest, do not expect him to handle the problem on the spot. Generally in protests, emotions are running high, and the concern is for a fair, dispassionate hearing of the protest, not a resolution within 1 hour of the protest being filed. After having filed a protest, sit down and write out the play or decision you are protesting, the circumstances, obtain some supporting viewpoints, and allow your league commissioner time to investigate the protest. This involves talking with umpires, the opposing manager, yourself and perhaps other witnesses as well.
Remember: "No protest shall be permitted on judgment decisions by the umpire. In all protested games, the decision of the league commissioner is final. Even if it is held that the protested decision violated the rules, no replay of the game shall be ordered unless, in the opinion of the league commissioner, the violation adversely affected the protesting teams chances of winning the game.
Section 1 – FIELD SIZE & EQUIPMENT
1.Field Dimensions – 11u & 12u will play on 50x70 diamond
2. Baseballs – All teams will be required to use the NYEB stamped League Baseball. Should a team be found not using the approved baseball NYEB reserves the right to fine this team. The purpose of all teams using a league baseball is for consistency and avoid various inferior baseballs.
3. Provision Of Game Balls – At the start of any game each team is required to provide two new baseballs. Should the plate umpire need more baseballs during the course of the game each team shall alternate providing a baseball until the game is finished.
4. Metal Spikes – Not allowed.
5. Bat Restrictions (Updated 2013)
a. Wood or non-wood may be used and must not be larger in diameter than 2 5/8
b. BPF Certified of 1.15 or less.
c. No restriction with regard to the differential between length and weight.
NOTE: For bats manufactured prior to implementation of the 1.15 BPF requirement, a letter from the manufacturer stating that a specifically named bat model meets the 1.15 BPF standard will be acceptable.
Section 2 - UMPIRES
Scheduling Of Umpires -The home team shall be required to schedule two NYEB approved umpires. Only approved Associations shall be allowed to assign umpires to games. To avoid issues you may contact the league assignor prior to the start of the season and he will schedule them for you.
Payment Of Umpires. The home and away teams shall split all umpire fees equally at every game regardless of who is home and away. The team designated as the home team on the official league schedule (website) shall be responsible for any assignment fees. Payment is required before the game.
Failure Of Umpire(S) To Appear- Games may start with one ump, provided two were contracted for and one failed to show for reasons beyond the home team’s control.
If both umpires fail to appear within 20 minutes following a game’s scheduled start time, the visiting team may leave without penalty.
If the home team failed to contract for two umpires the away team shall be awarded a 7-0 win or two 7-0 wins if a scheduled doubleheader. If both umpires failed to show for reasons beyond the home team’s control no forfeit is awarded. Instead, the game(s) shall be rescheduled AND the away team shall have the option to require the make-up game(s) to be played on its own home field. When this option is exercised, the home/away designations of the original scheduled game shall apply to the make-up game but the non-traveling team shall contract for umpires.
Section 3 - OFFICIAL GAMES
Length of Games
Single Games - All 11u & 12u single games shall be played as 6 inning games.
Doubleheaders - Both halves of a doubleheader shall be played as 6 inning games.
Time Limits – There shall be no time limits on a game unless your field is rented in this manner. The opposing team must be notified in advance and it must be determined when each game will end.
Regulation or Official Game– All 11u & 12u games shall be considered complete and official provided the losing team had at least 4 complete innings at bat.
Any regulation game called by the umpire with the score tied shall be officially recorded by the league as a tie game unless both parties agree within 7 calendar days to classify the game as suspended and reschedule it on the website.
Games that have not been completed in its entirety or up to the above inningsdue to weather or darkness will be considered a NO CONTEST and will need to be played as a new game. No suspension of games will exist.
Tie Games - If any game is tied at the completion of 6 innings the game will be played for 2 innings using "regular" rules. If it is still tied teams will immediately start using the international tie breaking rule. The last batted out starts on 2nd base to start the inning.
Mercy Rule -For all 6 inning games: 20 after 3 complete or 10 after 4 complete. Home team MUST always get to bat in the inning the visiting team reaches the mercy rule.
9 Players Needed To Start - No game shall officially start without a minimum of 9 league eligible players being present in uniform for both sides. Any team with less than 9 such players shall be provided 20 minutes after the scheduled start time to field a team of 9 such players. At that point the game shall be recorded a forfeit loss for the team unable to field a complete team and the offending team shall be required to pay any ump fees due. If the game is the first game of a doubleheader the 2nd game shall be rescheduled but the away team, if it is not the offending team, has the option to require the make-up game to be played on its own home field. When this option is exercised, the designated home and away teams shall remain the same as in the original scheduled game.
8 Players Needed To Continue - When a team is unable to continue to field 9 eligible players because of injury or other extenuating circumstance, but not ejection, the game shall be allowed to continue. The opposing manager shall choose an ineligible player from the bench, if one is available, and make him eligible to play in the field only. If no such player is available the game shall be allowed to continue with 8 players on defense. In either case, an automatic out shall be recorded each time through the lineup, in the spot in the batting order previously occupied by the injured or otherwise lost player. When a team is unable to field 8 eligible players regardless of cause or extenuating circumstance, the game is over immediately and the offending team shall lose by forfeiture but w/o penalty.
9th Player Is Ejected - If a player is ejected from the game and the team has no legal substitute player available, the game is over immediately and the offending team shall lose by forfeiture but w/o penalty.
Section 4 - Player Eligibility
Penalty For Use Of Ineligible Players
a. The use of a player that is ineligible because of his age or roster restriction shall result in the forfeiture of all games that the player appeared in.
b. The manger will be suspended for one year from the day the infraction takes place. The same suspension will be handed down to the player.
c. NYEB reserves the right to modify these sanctions based on information it may receive for different situations.
League Age- Player age cut-off is May 1st of each year. The best way to explain this is whatever age a player is on or before May 1st is what age group they can play in for that season.
Re-entry Rule - Re-entry is permitted pursuant to the high school re-entry rule. Any starter, replaced by a legal substitute, may re-enter the game once, at any time, provided the re-entered player occupies his original position in the batting order.
The penalty for violation of this rule upon discovery shall be:
a. Ejection of the offending player.
b. An illegal player on offense, whether as a batter or runner, shall be called out immediately andejected. The penalty for illegal substitution shall supersede the penalty for batting out of order. If theplayer should score a run, advance or cause a play to be made that advances another runner,discovery must be made BEFORE the first pitch to the next batter of either team. This wouldinvalidate the action of the illegal offensive player. Any out(s) made on the play would stand and allother runners return to the base occupied at the time of the pitch.
c. An illegal player on defense shall be replaced immediately upon discovery. If the illegal player isinvolved in a play and the infraction is discovered prior to the first pitch to the next batter of eitherteam, the team on offense has the option to let the play stand or to allow the batter to bat again.
Note: Players in the starting lineup may not pitch after re-entering the game IF they made an official
pitching appearance prior to being substituted for.
Section 5 Miscellaneous
DH Rule- ANY position player may be DH’d for and that same position player can enter the line-up later in the game atany place in the batting order in the same manner as any ordinary substitution. Once the DH takes the fieldor any player DH’d for enters the lineup, the DH is lost for the rest of the game. To have a DH, you muststart the game with one.
EH Rule- The EH rule allows a team to have a 10 player batting order. Any player in the batting order is eligible toassume any fielding position at any time during the game. For example, in a 10 inning game, 10 differentplayers could serve as the EH for one inning each by removing a different player from the field each inning.
NOTE: ANY PLAYER WHO HAS PITCHED IN A GAME PRIOR TO SERVING AS THE EH, IS NOT ELIGIBLE TO RETURN TO THE GAME AS PITCHER.
To use an EH, you must start the game with one. Once started, the EH must be continued throughout theentire game. If a team avails itself of the EH option and is without a 10thplayer anytime after the start of thegame, the EH position shall be recorded as an out each time through the lineup.
NOTE: NO PLAYER, INCLUDING THE EH, CAN BAT IN MORE THAN ONE PLACE IN THE BATTING
ORDER DURING A GAME. PENALTY FOR BATTING OUT OF ORDER SHALL APPLY UNLESS SUPERCEDED BY ILLEGAL PLAYER PENALTY IN RULE 17 ABOVE.
Roster Batting - You have the option to bat your ENTIRE line-up. If you choose this option it needs to be EVERY bench player. Should one of these players leave mid game you will then be recorded with an out every time this player is scheduled to bat.
No Courtesy Runner
Slash Bunting- For the safety of players inage groups 12 and under there will be "no slash bunting."A player who attempts this will be ejected from the game.
Home Field - Games will be scheduled on the road if you do not have a home field for the season.
Reporting Scores - Both teams must submit the final scores to league commissioner within 24 hours of game completion.
Insurance - Proof of team insurance is needed and must list NEW YORK ELITE BASEBALL as additionally insured.
Rosters - Maximum of 20 players per roster. Complete team rosters with all players for the league season must be submitted to NYEB. Rosters will be locked in place10daysafter the start of any season with no changes allowed after that point . No player can play on more than one team in the same AGE GROUP (no roster sharing). All managers must have birth certificates available for all games. If the manager does not have roster form and birth certificates on hand forfeiture is possible. All rosters MUST be turned in at deadline date.
***If a teams roster falls below 12 players due to injury, a teammay be granted a waiver from the league to establish the roster back to 12 players****
Play-offs - will be based on pre-season organizational meeting. The final standings determine who theplayoff teams are. The play-offs are single-elimination and may be hosted at a neutral site set up by the commissioner.
Playoff Tie Breaker - If two teams are tied at the conclusion of the league date (determined by NYEB and only extended by NYEB), For playoffs it will be decided by head to head and then runsallowed against each other and followed by runs scored against each other. If this is still tied it will be runs allowed in the league followed by runs scored in the league. If more than two teams are tied it will first go by runs allowed for the season followed by runs scored.**** NYEB reserves the right to adjust playoff teams and seedings should any team in the division not play a complete schedule****
Rain-outs - rain-outs and re-scheduled events are done by team managers andapproved by the league commissioner.
Schedule - If you play in any league and face another team in a NYEB tournament you may choose to count that game as part of a league game. Both coaches must agree prior the start of the tournament game.
Uniforms - All uniforms shall be numbered and of the same color and design
Fall Season Age Determination
All teams go up to the next age division for the fall. You will play on the field dimensions for that age group. If you were 12u during this seasons Spring & Summer you move to 13u and play on the 60x90 field. If you were 10u you play as 11u and move to the 50x70 field. This will give those teams experience on the fields they will be playing on in the spring.
Conduct - No person shall conduct himself/herself in a manner dangerous or offensive to self or other users, of park properties or interfere with any law enforcement official, park representative, tournament/league official or municipal representative in performance of his/her duties. Prohibited acts include, but are not limited to, boisterous or indecent language, littering, aggressive behavior and defacing property. NYEB reserves the right to hand out penalties as they see appropriate.
Coach/Player Conduct - Coaches ejected from aleague game are not permitted to attend any further games for the duration of the event as a coach or spectator.
Coaches ejected from a league game are subject to the following:
First Incident - 1 game suspension
Second Incident - 2 game suspension
Third Incident - Lifetime Ban from New York EliteBaseball
There is no time limit over the period of a season to these offenses.All records are kept by the league office on an on-going basis.
Players ejected from a game are subject to the following:

Alcohol and Illegal Drug Policy-There is to be absolutely NO ALCOHOL CONSUMPTION or ILLEGAL DRUG USE by any player, coach or league spectator, at any time, at any venue of any league game. Violators will be removed from the premises immediately without opportunity to return for the duration of the event. No exceptions.
Tobacco use should be minimal and only used out of the presence of the playing field and players. No player shall use any tobacco product at any time during the course of any game.
Emergency Procedures-In the event of lightning or threatening weather conditions, any game should be immediately stopped by the umpires. Umpires are the only ones with authority to stop play. All participants should seek shelter until such time that the condition has passed or the umpire has cancelled the game. Use sound judgment and be cautious.
