1.Purpose of the Report

This paper sets out the admissions to secondary schools in Lewisham during the academic year 2011/12.

2.Policy Context

Forthe 2011/12 academic year any parent, regardless of where they live, wishing to apply for a secondary school, including Academies, must do so through their home local authority under a co-ordinated scheme.

In this way Local Authorities are able to ensure that:

a)all Lewisham children without school places are tracked and

b)children are placed efficiently

4.Background

4.1Applications for an in year school place must be made via the applicant’s home local authority. Therefore children who have moved into Lewisham and existing residents wishing to transfer their child to another school are required to make their application to Lewisham and not direct to a school.

4.2When placing children in school,priority is given to children who are new to the area and without a secondary school place. Admissions for children who are already on roll of a Lewisham school, as well as those who were previously on roll of a Lewisham school and have made an application for a new school place are usually arranged under the Managed Moves protocol. In these cases the home school is expected to broker a managed move with a new school. However if a school has a vacancy in the year group and there are no other children who have requested a placethe local authority, or admissions authority school, is obliged to comply with parental preference and facilitate the transfer request.

4.3 All secondary head teachers, including head teachers of Academies, have agreed to admit children under the Fair Access Protocol agreed at the Admissions Forum in November 2007. The protocol is currently used where the normal admissions scheme has failed and usually applies to children who are difficult to place, for example when there are no school places in a particular year group; where the child has attended a number of local schools and requires a further transfer and for those with a history of behavioural problems, but who have not been permanently excluded from school. In these cases schools usually admit children over their Planned Admissions Number (PAN).

Offers

4.5In total 537 children were offered a place in Lewisham secondary schools during the academic year 2011/12 and are detailedin chart 1 of Appendix 1. This shows that the greatest number, 147children,were offered a place in Year9.

4.6The schools where the greatest number of children were offered a school place were; Sedgehill (88) PrendergastLadywellFieldsCollege(79) andDeptfordGreenSchool(76).

4.7From January each year new arrivals applying for a place in Year 11 are offered an alternative education provision rather than a mainstream school. 54 children were offered a place Year 11 of these 8 were offered a place on the Intense Course at AbbeyManorCollege and a further 19were offered a place at LewishamCollege.

Admissions

4.8Chart 2 of Appendix 1 details of the number of children each school has admitted and shows admissions are in proportion to the offers as detailed above. Children who are without a school place and who do not take up a school offer are routinely referred to the Attendance and Welfare Service. Other children were made an offer of a school place but chose not to transfer.

4.9The School Admissions Code requires that applications made outside the normal admissions round are considered ’without delay’. The DfE, in separate guidance, considers that most admissions should be decided within 5 school days and,for more complex cases, a maximum of 10 school days.

4.9The length of time each admission has taken after the parent has accepted a place is detailed in Appendix 3. Data is broken down by year group and school. This shows that 386 children were admitted to a secondary school in Lewisham. 162 children were admitted to school within 10 school days of the parent accepting the offer of a place however the admission of 198 children took longer than 10 school days.

4.1024 children were admitted to schools direct and the offer was not made by the home local authority. Paragraph 3.22 of the current admissions code requires that ‘All applications outside the normal admissions round … must be co-ordinated by the home authority’.

4.11The number of days an admission takes can vary dependent on the child and the circumstances behind their admissions request. In Year admissions are rarely straight forward and schools need to obtain background information to ensure the applicants educational needs are adequately met. It is rare that parents provide grounds for their transfer request with their Common Application Form (CAF) and gathering information can add to the time taken to admit a child. During the academic year the Local Authority will undertake an audit of schools’ admissions processes to indentify where they can be improved to ensure children’s quicker placement. The Local Authority will also remind all schools within the area that all admissions must be notified to Lewisham’s Admissions Team who will ensure the offer of a place is made without delay.

4.12 Parents/carers are not required to declare their child’s ethnicity or language on their application form. Therefore it is not possible to provide a complete analysis of children applying to Lewisham for in year admission. There are few children who are now classified as asylum seekers.

5.Future arrangements

5.1Since September 2010 in year admissions across all school phases have been co-ordinated via the child’s home Local Authority. In conjunction with other London boroughs, Lewisham has determined a template schemewhich includes the time table for admitting children. Under these arrangements Lewisham is required to determine whether a place can be offered at any or all of the schools applied for. Where more than one place can be offered the parent will be offered the highest preference school possible. Application details for voluntary aided and foundation schools and Academies are referred direct to the school. The governors of these schools must determine whether the child can be offered a place or refuse admission and give the applicant the right of appeal. The school must confirm the outcome of the application to the Admissions Team within 10 school days.

5.2 Where it is clear to Lewisham that no vacancy exists for a Lewisham resident at one of their preferred schools it will offer a place at a school with a vacancy or, where all schools are full in the Year group, placement will be made under the Fair Access Protocol.

5.3Under the existing School Admissions Code coordination of school admissions across all school phases is required to continue for the 2011/12 school year.
