SUMMARY OF PREVIOUS STATE BOARD OF EDUCATION DISCUSSION AND ACTION

In September 2009, the SBE received notice of the October 2009annual release of summary results of the initial assessment (IA) for the 2008–09 California English Language Development Test (CELDT).

In May 2009, the SBE received preliminary annual assessment (AA)results for 2008–09. These results are used by the Academic Accountability and Awards Unit for the calculation of Annual Measurable Achievement Objectives 1 and 2 required by Title III of the Elementary and Secondary Education Act.

SUMMARY OF KEY ISSUES

2008-09 Initial Assessment Summary Results

The CELDT is administered to a student once per school year for either an IA of English language proficiency if newly enrolled with a primary language other than English or an AA if currently identified as an English learner. The IA window is July 1 through June 30, and the AA window is July 1 through October 31.This release provides the results for the IA of newly enrolled students with a primary language other than English. Using these results, districts may identify students as initially fluent English proficient or as English learners.

In October 2009, DataQuest, the CDE’s online database retrieval information system,was updated toinclude the release of the IA summary results for the CELDT 2008–09 Edition. In 2008–09, nearly 350,000 students took the CELDT for the IApurpose, a reduction of about 7 percent compared to the prior year.

SUMMARY OF KEY ISSUES (Cont.)

Attachment 1 presents a summary of the 2008–09 IA results by student overall performance at each grade level. These results indicate that:

  • Approximately 80 percent of students tested for IA scored intermediate or lower, with nearly half of those scoring at the beginning level.
  • The majority (nearly 61 percent) of newly enrolled students tested on the CELDT are in kindergarten.
  • Approximately 20 percent scored early advanced or advanced.

Attachment 2 presents IA results by student performance across the top six home languages reported. The results presented indicate that:

  • Spanish is the largest primary language group with 75.7 percent tested for IA.
  • Nearly 17 percent of Spanish-speaking students performed at the early advanced to advanced levels.
  • Nearly 40 percent of students reporting Pilipino (Filipino) as their home language performed at the early advanced to advanced levels.

Certification of 2009 Apportionment Information Results

District superintendents and charter school administrators whose schools tested independently of the district will receive CELDT 2009 Apportionment Information Reports by November 2009. All information on the reports is taken directly from the CELDT student data file that is compiled from answer documents that were submitted for scoring from July 1, 2008, through June 30, 2009,during the AA and IA testing windows.

To be eligible for the apportionment payment of $5 per student tested on the CELDT, school districts and charter schools that test independently of their districts must certify the accuracy of the Apportionment Information Report for the number of students tested during the 2008–09 school year. Certified reports, which are to be sent to district superintendents or charter school administrators by the CDE no later than November 15, 2009 must be signed and returned (postmarked by December 31, 2009) to CDE.

All costs associated with these activities are included in the current CELDT contract.
