NOTICE TO BIDDERS (REBID – 2ND ATTEMPT)

NOTICE IS HEREBY GIVEN that sealed bids will be received by the representative of the City of Hoboken, County of Hudson, State of New Jersey on Thursday, November 5, 2015 at 11:00 AM prevailing time at City Clerk, Hoboken City Hall, 94 Washington Street Hoboken N.J. 07030 at which time and place bids will be opened and read in public for:

Bid No. 15- 30 (Rebid)

Citywide Wayfinding and First Street Streetscape Revitalization Project

Bid documents and plans for the proposed work, prepared by the firm of T&M Associates, Consulting and Municipal Engineers, 1455 Broad Street, Suite 250, Bloomfield, NJ 07003 (“Engineer”), are on file in the office of the Engineer and may be inspected by prospective bidders during business hours.

Bidders will be furnished with a copy of the bid documents and plans by the Engineer upon proper notice and payment of a non-refundable charge of One Hundred Dollars ($100.00) to defray the cost thereof.

(IF A PRE-BID CONFERENCE WILL BE HELD, PROVIDE DATE, TIME AND PLACE. STATE IF ATTENDANCE AT THE CONFERENCE IS MANDATORY OR OPTIONAL. IF MANDATORY, CONFIRM APPROPRIATENESS WITH OWNER’S COUNSEL. CONFERENCE DATE SHOULD BE SUFFICIENTLY IN ADVANCE OF BID DATE TO ALLOW RECEIPT OF QUESTIONS AND ADDENDUMS (MINIMUM 2 WEEKS).

Proposals must be made on the Standard Proposal Forms in a manner designated in the bid documents, must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the work on the outside, addressed to the “City of Hoboken, Division of Purchasing, 94 Washington Street, Hoboken, New Jersey 07030,” and must be accompanied by all items identified in the bid documents including, but not limited to, a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey (*and listed in Treasury Department Circular 570) and a bid guarantee (Proposal Security) for not less than ten percent (10%) of the amount bid except that the guarantee need not exceed $20,000.00.

*Note: normally Insert this phrase in parenthesis only when Federal Funds are involved in the project.

**NOTE: THE BID GUARANTEE AND/OR CONSENT OF SURETY MAY NOT BE REQUIRED ON CONTRACTS UNDER $100,000 AT THE OPTION OF THE OWNER.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

Bidders are also required to comply with other provisions of Law including, but not limited to, the requirements of:

·  N.J.S.A. 52:32-44 (P.L. 2004, c. 57, Business Registration)

·  N.J.S.A. 34.11-56.25, et seq. (P.L. 1963, c. 150, Prevailing Wages)

·  N.J.S.A. 34.11-56.48 (Public Works Contractor Registration)

·  HUD Section 3 Act of 1968

The City reserves the right to reject any or all bids or to waive any informality in accordance with N.J.S.A. 40A:11-13.2 and/or N.J.S.A. 40A:11-23.2.
