NOTICE OF RACE and SAILING INSTRUCTIONS

1.  ORGANISING AUTHORITY.

The organising authority is Plymouth Classic Boat Rally Ltd and the Port of Plymouth Sailing Association.

2.  RULES

2.1. The Racing will be governed by the rules as defined in The Racing Rules of Sailing (RRS) and the national prescriptions.

2.2. The Dockyard Port of Plymouth Order and the Plymouth Local Notices to Mariners shall apply.

Plymouth is a Naval and Commercial Port and the Port Authorities have ABSOLUTE control of seagoing activities within the Port, which by definition also extends two nautical miles to the seaward of the Breakwater. Where yachts are sailing within the boundaries of the Port, they shall comply with such regulations as may be enforced by the Port Authority. In particular, regulations regarding interference with the navigation of large vessels must be strictly complied with. Competitors are referred to the Dockyard Port of Plymouth Order 1999, and to the local Notices to Mariners, both displayed in the Royal Plymouth Corinthian Yacht Club. Any breach of such regulations will result in the yacht concerned being disqualified from the race in which it was sailing at the time, or in a serious case, such other races as the sailing committee may decide. Legal action may also be taken by the Port Authority.

Boats, whilst racing, are prohibited from entering the Controlled Mooring Area located north of Mountbatten peninsula and south of the River Plym navigation channel

3.  ELIGIBILITY AND ENTRY

3.1 The event is open to all boats classified as Classic, traditional, Reproduction or Composite Hull. See www.plymouthclassics.org.uk/ join-the rally/ for more information and entry form.

6.  RACING VENUE

6.1. Racing will take place in Plymouth Sound, which extends 2.5nms South of Plymouth Breakwater & surrounding waters. Refer Admiralty Chart 30: Plymouth Sound and Approaches.

7.  BOAT IDENTIFICATION

7.1. Vessels racing will be issued with a race identification number on entry to the rally. It is required that this number is displayed clearly on the PORT side of the vessel.

8.  START TIMES

Each class will start within a 10 minute ‘window’. The opening time for each window will be indicated by the raising of the class numeral flag, accompanied by a sound signal. The closing time for each window will be indicated by the lowering of the class flag and a sound signal.

Racing on Sunday 31st July will commence as soon as possible after the parade of sail, times may vary slightly from those shown in table 8.1 below. Please watch for shore signals and listen on VHF CH72.

9.  START LINE

The start line will be a transit of the mast on the PYC start box on the end of Mount Batten Breakwater and the orange pole, the outer distance mark will be West Mallard Buoy.

10.  FINISH LINE

The finish line will be a transit between the start box on the end of Mount Batten Breakwater and South Mallard Buoy, sailing in a southerly direction.

For the feeder race to Fowey on Tuesday 2nd August, the finish line will be between the Royal Fowey Yacht Club flagpole and the silver turning buoy off the club.

11.  COURSES

Courses to be sailed will be indicated by a white letter on a red background shown in the vicinity of the start box on the end of Mount Batten breakwater. Classes may sail different courses; the class to sail that course will be indicated by a black numeral on a white background.

Course A - East Tinker (S), Knap (S) Asia (S) West Mallard (S), South Mallard (S), F Buoy (S) New Ground (S), Asia (S) West Mallard (S), South Mallard (S).

Course B – F Buoy (S) New Ground (S), Asia(S) West Mallard (S), South Mallard (S) F Buoy (S) New Ground (S), Asia (S) West Mallard (S), South Mallard (S).

Course C – Dunstone (S) Melampus (S) Asia (S) West Mallard (S), South Mallard (S) 3 rounds.

11.2.  Monday 1st August –

Course D East Tinker (S), Knap (S) West Mallard (S), South Mallard (S), F Buoy (S) New Ground (S) West Mallard (S), South Mallard (S).

Course E – F Buoy (S) New Ground (S) West Mallard (S), South Mallard (S), Dunstone (S) Melampus (S) West Mallard (S) South Mallard (S).

Course F - F Buoy (S) Asia (S) West Mallard (S), South Mallard (S) 3 rounds.

11.3 Tuesday 2nd August – Feeder race to Fowey

Course: Queens Ground (P) then direct to the finish line at Fowey.

12.  SHORTENED COURSE

On both days shortened course will be indicated by flag S flown with the class flag at the start line. Yachts will pass through the finish line on their next lap.

N.B.Clarification of courses, classes and shortened course will be announced on VHF Channel 72.

13.  SCORING and HANDICAPS

13.1 The low point scoring system will be used.

13.2 Handicaps will be worked out using the South West Gaffers handicap scheme

15 RISK STATEMENT

15.1 Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”.

15.2 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that they;

15.2a are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

15.2b they are responsible for the safety of themselves, their crew, their boat and their other property whether afloat of ashore;

15.2c they accept responsibility for any injury, damage or loss to the extent caused by their own actions and omissions;

15.2d their boat is in good order, equipped to sail in the event and they are fit to participate;

15.2e provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities;

15.2f provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.

15.3 The fact that the race committee conducts inspections of a boat does not reduce their responsibilities of each competitor set out in this notice of race.

16 INSURANCE

Each participating boat is required to hold adequate insurance and in particular to hold Insurance against third part claims in the sum of at least £2,000,000. It is the duty of each boat owner to have his boat adequately insured against any risk, including civil responsibility to third parties and to ensure that such insurance remains valid for the entirety of the Sutton Harbour Classic Boat Rally.
