6:30 – Briefing Meeting/Department Reports – The Briefing Meeting will be Held in the Conference Room of the Midway Community Center. No Official Action will be Taken and the Meeting will be Open to the Public.

1. Opening Remarks or Invocation; Pledge of Allegiance; Roll Call
2. General Consent Calendar
Be it hereby moved that the following general consent calendar items stand approved:
a. Agenda for the 14 January 2013 City Council Regular Meeting
b. Warrants
c. Minutes of the 10 July 2013 City Council Regular Meeting
d. An Additional $3,000 for Bill McLaughlin, a Sole Source Provider, to Evaluate Various Wells and Culinary Water Sources
e. Athina Koumarela as a Member of the Midway Historic Preservation Committee
f. Chip Maxfield to Replace Angie Prince as a Full Member of the Midway City Planning Commission
g. Resolution 2013-30 Approving an Amended Water Lease Agreement for The Links at the Homestead PUD (Cervino) Located at Homestead Drive and St. Andrews Drive
3. Development Consent Calendar
Be it hereby moved that the following development consent calendar items stand approved:
a. A One Year Extension of the Approval for the Cascades at Soldier Hollow Subdivision, Plat “A”, Second Amendment, Located at Approximately 1300 West Ward Lane
4. Public Comment – Comments will be Taken on Any Item not Scheduled for a Public Hearing, as Well as on Any Other City Business. Comments are Limited to Two Minutes per Speaker. The Council Cannot Act on Items not Listed on the Agenda, and Therefore, the Council may or may not Respond to Non-Agenda Issues Brought up Under Public Comment. Those Wishing to Comment Should use the Podium, State Their Full Name and Address, Whom They Represent and the Subject Matter to be Addressed. Total Time Allocated to Public Comments will be no More than 10 Minutes.
5. Ice Rink Chiller Rehabilitation Contract – Discuss and Possibly Award a Contract for the Rehabilitation of the Midway City Ice Rink Chiller
6. 2013 Road/Water Improvements/Extension – Discuss and Possibly Grant an Extension to Reynolds Excavation for the Completion of the 2013 Road/Water Improvements
7. Resolution 2013-27/Cascade Meadows PUD Development Agreement Assignment (Chet Thompson) – Discuss and Possibly Approve Resolution 2013-27 Assigning the Development Agreement for the Cascade Meadows PUD, Located at Ward Lane and Cascade Meadows Loop, to Blue Pine Development
8. Valais Phase IX/Preliminary Approval (Paul Berg) – A Request for Preliminary Approval of Phase IX of the Valais PUD Located at Provence Way (Zoning is RA-1-43). Recommended with Conditions by the Midway City Planning Commission.

9. The Kantons of Midway/Plat Amendment (Leslie Mascaro) – A Request to Amend the Plat for The Kantons of Midway PUD Located at Homestead Drive and Augusta Drive (Zoning is R-1-15). Recommended with Conditions by the Midway City Planning Commission.

10. Resolution 2013-28/Kantons Amended Development Agreement – Discuss and Possibly Adopt Resolution 2013-28 Approving an Amended Development Agreement for The Kantons of Midway PUD Located at Homestead Drive and August Drive (Zoning is R-1-15)
11. Duncan Studios/Conditional Use Permit (Robert Duncan) – A Request for a Conditional Use Permit, for a Cottage Industry Business License, for Duncan Studios Located 645 North River Road (Zoning is R-1-22). Recommended with Conditions by the Midway City Planning Commission.

13. Resolution 2013-25/Washing Vehicles – Discuss and Possibly Adopt Resolution 2013-25 Amending the Midway City Policies and Procedures Regarding the Washing of City Associated Vehicles
14. Ordinance 2013-09/ Local Products and Services – Discuss and Possibly Adopt Ordinance 2013-09, Amending Chapter 4.02 (Procurement) of the Midway City Municipal Code, Regarding the Purchasing of Local Products and Services
