FUNCTIONAL DUTIES Serves as Manager, IT Business Relationships in the Office of Technology (Office), Metropolitan Washington Airports Authority (Airports Authority). Provides strategic support in the coordination of IT initiatives throughout the Airports Authority working as a liaison between Airports Authority business areas and their respective executive stakeholders and the Office working to help ensure business strategies are aligned with IT solutions. Manages relationships with business area(s) by facilitating technical discussions with non-technical audiences to develop an understanding of their business functions and systems, generate ideas, develop and sell business cases to decision makers, and ultimately assist in the creation of innovative IT solutions. Oversees a quality review and feedback program to assess stakeholders' satisfaction. Performs related functions.

Through subordinate organization, staff and consultants, or personally and in collaboration with the Director, IT Business Relationships:

--Works across multi-functional disciplines to drive innovation by establishing and maintaining strategic business relationships with Airports Authority business areas and their respective executive stakeholders. Serves as a trusted advisor and point of contact for discussions, planning, and implementation of assigned initiatives. Advocates the IT roadmap, visions, and solutions to stakeholders and communicates highly technical information to non-technical personnel. Works to manage stakeholders' expectations by addressing initiative/project issues and concerns in a timely manner and keeping all stakeholders informed of changes and updates.

--Assists in the identification, evaluation, and prioritization of IT/Technology capital investments (Investments). Works to ensure Investments are aligned and integrated with the Airports Authority’s strategic plan and are integrated with the objectives and activities of major business units. Works with various steering committees and the IT/Technology Capital Investment Program Manager in reviewing, prioritizing, and funding IT/Technology requests/projects. May chair the Technology Steering Committee (TSC).

--Prepares formal briefings and presentations to the TSC, stakeholders, the President and CEO, as well as the Board of Directors and Board Committees [e.g., the Capital Investment Review Committee (CIRC)] to gain concurrence on Investment strategy and secure approval of projects/Investments.

--Works in close partnership with the Enterprise Architecture (EA) team to determine how business areas can most effectively achieve their current and future sate objectives. Performs options analysis and solutions design based on EA findings to help develop tailored IT solutions and subsequently promotes proposed solutions to key decision makers, such as the Technology Review Committee (TRC), the Technology Advisory Committee (TAC), and/or the CIRC.

--Collaborates with the Chief Information Officer (CIO) in the prioritizing of IT/Technical initiatives based on organizational needs, available resources, and budget. Communicates prioritization rankings to appropriate stakeholders. May analyze technology trends to determine relevance to the Airports Authority and makes recommendations to the CIO on new opportunities. Escalates high-level issues, risks, and concerns to the CIO.

--Provides thought leadership and strategic direction to business areas to meet business challenges. Works with business areas to understand their long and short-term goals, existing technology, processes, and deficiencies, functional needs, and business requirements. Serves as the "face of IT" to business areas; educates business stakeholders on IT processes, roles, and procedures as related to their initiatives. Develops unique insights and actionable planning strategies based on developed in-depth knowledge of: (a) business area goals and objectives; (b) learned industry trends in business and technology; and (c) Airports Authority technology standards, policies, procedures, and processes.

--Leads stakeholder business planning and strategy meetings to facilitate idea-generation, including defining the specific business request(s), establishing business solution expectations, and identifying key project players. Mitigates and negotiates disagreements in approaches to ensure that meetings remain focused on bridging the gap between business challenges and developing innovative technology solutions. Applies expertise to make forward-thinking recommendations that support a business area's desired future state.

--Collaborates with business areas to develop business cases and project proposals that effectively illustrate the value of proposed solutions and supports business areas in persuading decision makers, such as the TRC, the TAC, and/or the CIRC to approve proposed solutions. Manages the development of business requirements to ensure requirements meet business needs and are aligned with the enterprise-wide architecture and value analysis process.

--Manages the implementation, analysis, and performance of a quality review and feedback program that assesses how well the IT/Technical services provided met stakeholder expectations and needs.

--May operate a motor vehicle on and off Airport complexes, to attend meetings and perform related functions.

--Communicates and interacts effectively with internal and external business contacts including, but not limited to, other members of the unit/team, other Airports Authority employees (such as executives, managers, supervisors, professionals, and support staff), and vendors/suppliers/ tenants.

--Uses a computer and (a) modern office suite software for various applications such as, but not limited to, planning/scheduling, communicating (email), word processing, data manipulation (databases and spreadsheets), charts/graphics and presentations; (b) enterprise systems/software to collect, store, manage and interpret data from business activities; and (c) specialty systems/software used in the Office.

MANAGERIAL AND SUPERVISORY DUTIES In the context of team functions and operations, provides:

Program Direction Communicates organizational goals. Keeps employees and other managers informed. Develops and establishes review systems to assist in achieving goals. Reviews costs, manages fiscal resources and maintains control over assigned Airports Authority resources and assets.

Human Resource Management Selects, assigns and develops employees. Delegates and assigns work. Evaluates employee performance and administers human resource management programs established by the Airports Authority. Ensures the application of EEO principles and adheres to EEO requirements. Monitors supervisory and non-supervisory staff members, as well as consultants. Provides formal and informal training for staff members.

Program Evaluation Reviews program quality and progress toward achieving goals on a periodic basis. Takes corrective actions to maintain work progress on schedule, improve employee performance or modify program goals or operations, as appropriate.

MINIMUM QUALIFICATIONS (MQs)

To be rated qualified for this job, an applicant must meet all of the MQs listed below at the time of vacancy announcement closure.

1.  A Bachelor's Degree in Information Technology or Business Administration, providing a strong foundation for success in the DUTIES in this job description, or an equivalent combination of education, experience, and training.

2.  Eight years of progressively responsible experience (a) working in functional areas of a business such as Human Resources, Operations or Airport Operations, Public Communications, Corporate Strategy, Revenue, Finance, and Engineering and (b) applying technology concepts to persuade key decision makers to approve large, complex initiatives that support the mission of an organization.

A fully equivalent combination of education and training beyond what is needed to satisfy MQ 1 above may be substituted for up to two years of these eight years of experience. For example, a master’s degree in any field that indicates the ability to successfully perform the DUTIES in this job description may be substituted for two years of experience.

3.  Education, experience or training indicating the ability to perform successfully as a first level supervisor such as the ability to plan/assign/review work, deploy personnel, monitor work operations, obtain effective results and perform a full array of supervisory personnel functions.

PREFERRED QUALIFICATIONS

The qualifications listed below (if any) are preferred and may be considered in the selection process, but they are not required to be rated qualified for this job.

1.  Project Management Professional (PMP) or Program Management Professional (PgMP) certification issued by the Project Management Institute.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER FACTORS (KSAOs)

The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. 1.  Knowledge of business relationship management principles to establish and maintain strategic business relationships across multi-functional disciplines, and serve as the primary liaison for all discussions, planning, and implementation of assigned initiatives. 7.  Skill in oral communication to understand verbal information (including instructions, descriptions, and ideas) and to express such information verbally so that others will understand. This includes the ability to encourage oral communication by others such as presenting technical information. advice, findings, and recommendations to business area, technology, and executive stakeholders.

RESPONSIBILITY Is responsible for providing strategic support to coordinate enterprise-wide IT/Technology initiatives. Work supports the strategic goals of the Office to align technology solutions with the Airports Authority overall goals and objectives to achieve long-term business growth and innovation.

Reports to the Director, IT Business Relationships (Supervisor) who provides normal supervision and assigns work and sets priorities. Most work is accomplished independently, but requires collaboration with colleagues, subordinates, and executive stakeholders. The incumbent proactively identifies and solves project issues; escalates issues to business area management and/or Office management as necessary and appropriate and obtains assistance, as necessary, from subject matter experts or Supervisor on complex or unusual matters. Work is reviewed for adherence to guidelines, quantity, quality, timeliness, customer service, and other factors, including specific performance management requirements.

Guidelines and references include Office policies, procedures, and standards (e.g. Office of Technology Standards, Change Management Process, Root Cause Analysis Procedure, Technology Advisory Committee Project Submittal Procedure, Electronic Communications System Policy, and Enterprise Technology Management Policy); Airports Authority short and long term plans and goals; ITIL, and Office PMO best practices. The incumbent uses seasoned judgment to adjust and apply guidelines to particular situations.

EFFORT The work is primarily sedentary and typically requires light physical effort as in opening/closing file drawers, lifting and carrying files, etc. Incumbent may sit for extended periods while performing desk work; moves about to obtain or distribute work materials, meet with people, etc. Regularly uses a computer to develop reports, analyze proposals and perform other tasks; operates other office equipment. Frequently exchanges information by telephone. Regularly reviews contracts and regulations containing small print. In driving, operates vehicle using judgment in consideration of weather, traffic and other factors.

WORKING CONDITIONS Works primarily in an adequately lighted, ventilated, and temperature controlled office and conference rooms.
