The sixth meeting of the informal group for WRC-03 preparation was held on 23 November 2002 in Geneva. The list of participants is given in Annex 1.

The meeting focused on a possible structure for WRC-03, continuing the discussions initiated on this issue at the fourth meeting. There was agreement on grouping the Agenda Items of WRC-03 as given in Figure 1, and detailed in Annex 2. This is based on four substantive committees (COM4, 5, 6 and 7). Given the decision by PP-02 to suppress the summary records at the committee levels, there is no longer a difference between committees and working groups of the Plenary. The only disagreement which remains is in relation to Agenda Items 1.11 and 1.26. Different views have been expressed and further discussions are required to resolve these differences:

  • Item 1.11 should be addressed together with other MSS issues in WG 5B, since it relates to this type of sharing.
  • Item 1.26 should be addressed together with other FSS/FS issues in WG 5C for the same reason.
  • Items 1.11 and 1.26 should be grouped together in WG 4A because the remaining difficulties on these items relate to the regulatory/procedural aspects, which are common to both items (i.e. use of FSS networks for MSS applications), or alternatively, they should be grouped together in either WG 5B or 5C.

Since a possible structure has now been essentially identified, the chairman invited the participants to reflect on possible nominations in respect of the chairs and vice-chairs of the Conference, the Committees and the Working Groups, and to propose such nominations at the next meetings.

It was agreed that the next meetings of the informal group will be during the RAG and Council meetings, respectively on Wednesday 29 January 2003 17h30 and on Tuesday 6 May 2003 at 18h00.
