NSPIRES/ROSES’06 meeting 3/15/06

1.  To serve on a Red Team contact Tim Eastman at 6-2899 at least 2-3 months in advance.

2.  To request to serve on a HQ panel, provide Jim Green with your name, institution, and two disciplines.

3.  Code 600 will pay for travel expenses to serve on review panels (i.e., NSF).

4.  Codes 603/605 are in the process of hiring a full-time contract support person to provide budget support for Code 600 personnel. Support would include entering data from NSPIRES Excel template into NSPIRES system. (The NSIPIRES budget section has increased from 9 to 27 pages.)

5.  Visualization support is available from Bldg. 26 Graphics (funding provided by J. Green). If interested contact Jim Green.

6.  Changes in the ROSES Guidebook 2006

a.  Everyone needs to register – including Co-Is

b.  All proposals must be submitted electronically unless the specific NRA states otherwise)

c.  Submission contains three separate files (All 3 files must be in character/searchable PDF-unlocked):

-  NSPIRES cover sheets (generated by the submitting institution);

-  Complete proposal w/ budget justification

-  Detailed budget document (GSFC and Co-I budgets)

7.  The character searchable PDF file is not a problem for MAC users, but a big problem for PC users. The new budget support person would be able to convert your completed proposal and detailed budget sheets to PDF if needed.

8.  As a Co-I you will need to send the full cost table w/ no rates to the PI. The PI can also allow Co-I access to NSPIRES to edit the budget, but the detailed full cost table is still required in the proposal.

9.  Jim Green will distribute a budget justification as a template.

10.  All statements of commitments should be in the Proposal document.

11.  Upload all the proposal documents into NSPIRES and hit ‘release to org’ NLT 2 days in advance of the proposal due date.

12.  The proposal package with route sheet should be routed in advance and received in Jim Green’s office (if you are the submitting institution) 2 days in advance of the proposal due date.

13.  A proposal web site is being created and could be available within the next 2-3 weeks instead of using VSDE.

14.  The latest NSPIRES proposal template is dated 2/17/06. A new version is being revised over the next 2 weeks. The data in the template is in the same order as required for NSPIRES data entry.

Notes from the NSPIRES meetingthat Jim Green held on Friday (1/27/06)

- Despite what it says on the NSPIRES page, do NOT use the grants.gov option to submit your proposals.

- No hard copies are required now - all submissions are electronic.

- Jim Green is Goddard's submission official - he has to submit all proposals into the NSPIRES system. Because of how long it takes to submit the proposal, and to avoid delays when the system is overworked near the submission deadline, Jim is asking

- upload your final proposal 2 days BEFORE the deadline

- remember to release your proposal to the submitting official ('release to org'), or else he cannot submit it.

You still need to route your hard copy through the regular system. This has to happen before Jim's 2-day deadline. If Jim gets the Goddard paperwork and the proposal has not been released to him, he will track you down (but he would prefer you make his life easy). He will not submit proposals that have not been released to him.

If you release the proposal to Jim, and subsequently you find an error, call Jim and he will unlock the proposal so that you get your access back.

Jim will send the PI an email once he has submitted your proposal.

Charging your time for proposal development:

The SED policy is in review.

Use WBS 953033.02.04.04.01.01 for now

You can charge according to (per proposal):

NASA NRA: up to 60 hours

Other agency NRA: up to 40 hours

Broad Agency Announcements: up to 10 hours.

This is run on an honor system. Jim will request more next year if he needs more time for this WBS, but he needs your cooperation in being honest.

There is no need to give Jim a heads-up that you will charge to the WBS, but if you need to charge additional time then you will need to contact Jim Green for approval.
