The above website is for mods,, 95% of the mods available are posted on this site. It has a comment section with reviews, and shows the number of downloads as well. Both are good indicators of how safe a mod is. Also note that there are plenty of reviews on YouTube for most mods.
This is the website used to edit skins. It is pretty straight forward.

Minecraft Forge is the back-end that mods use to access minecraft blocks and modify the game. So people use this to create mods, and we need it installed to run the mods as well. So this is the link to the website, it has a download section, and a how-to section as well.
