Zonal works consists of execution of all new works addition/alteration to the existing structure, special repairing works, including emergency restoration works in connection with repairing, flood, storm or earthquake damages and supply of building materials subject to the contract value of each of the above mentioned works not exceeding Rs.2,00,000.00 and all ordinary/repairs/maintenance works including loading and unloading without any monitory limit on individual item of works.

The Tender paper can be had from the office of Divisional Railway Manager (Works). N.F.Railway/Tinsukia on and from 11 - 05 – 2016 on cash payment between 10.00 hrs. to 16.00 hrs. but up to 12.00 hrs. of 25 – 05 - 2016 in all office working days. Out station firms may remit Rs.500.00 extra (being the postal charges) plus cost of Tender paper by Money Order well in advance. However, the Railway will not be responsible for delay or loss of documents in transit. Tender paper once sold is not refundable and not transferable.

Tender paper and Tender Documents will also be available in N.F. Railway web site at www.nfr.indianrailways.gov.in during the above mentioned period and same can be down loaded and used as Tender documents for submitting the offer. However, Railway will not be responsible for any postal delay/difficulties/inaccessibility in down loading from the website for any reason whatsoever. In case of any discrepancy between the Tender documents downloaded from Internet and the Master copy available in the Office of Divisional Railway Manager (Works), N.F. Railway, Tinsukia, the latter shall prevail and will be binding on the tenderer(s).

The Tenderer who are willing to download the Tender Paper from the web site should deposit the cost of the Tender paper in the form of Bank Draft, which should be of any Nationalised Bank of India for the purpose and to be drawn in favour of FA & CAO/N. F. Railway/Maligaon along with the required Earnest Money. The Bank draft for Earnest money and cost of Tender paper shall be deposited in a separate manner along with the Tender document. Otherwise the tender will summarily be rejected.

The Tender will be received by the office of Assistant Divisional Engineer, N. F. Railway Dibrugarh Town, Mariani, GM(W)/MLG’s office and the office of the undersigned i.e. Divisional Railway Manager(Works) at Tinsukia, N.F Railway upto 15.00 hrs. on 25 - 05 - 2016 and will be opened at 15.00 hrs. on 26 - 05 – 2016 in the office of undersigned i.e. Divisional Railway Manager (Works) at Tinsukia, N.F Railway. If the dates happens to be Bandh/Holiday (s), the Tender paper will be issued, received and opened on the following office working day as per same timings.

The Tender not accompanied by requisite Earnest Money in proper form will summarily be rejected. “The Earnest Money should be in cash or Banker’s Cheques/Demand Drafts, in favour of FA&CAO of the Railway, executed by State Bank of India or any of the Nationalized Banks or by a Scheduled Bank” which should be drawn in favour of FA & CAO/N.F. Railway/Maligaon. Earnest Money in the form of Guarantee Bond will not be accepted. Standing Earnest Money available with Railway of registered contractors shall not be valid for the present tenders.

Note:- Tenderers are required to sign all the documents submitted by them. Tenderers should quote theirrates in figures as well as in words. Offer containing subsequent discount, over & above the offered rateagainst the tender schedule,conditional discount for coverage within a shorter period, for early inspection/payment etc.will not be entertained.

Note:- “Tenderer(s) are advised to study the tender documents carefully and submit the necessary credential documents/certificates for the eligibility of the tender. Post tender submission of credentials documents will not be entertained for evaluation of the offer.”

If the same firm becomes L1 in Sl. No.1 to 12, then evaluation of the firm for its eligibility for award of all the works shall be done for the work as a whole. This will avoid overloading of the firms beyond their technical and financial capabilities.

Similar nature of work :

For Item No.1, 2, 4, 5, 6 &11 - “Any Civil Engineering works”

Tenderers should submit certificates from the employer/client, (i.e. Govt./PSU etc) audited balance sheet duly certified by Chartered Accountant etc. during the last 3 (three) financial years and in the current financial year to verify the total contract amount received and minimum value of work as per item (1) & (2) above duly attested by Gazetted officer. These will be liable for verification with originals by Rly. Authority.

Tenderers should also submit along with tender documents (a) list of personnel organisation available in hand and proposed to be engaged for the subject work (b) list of plant and machinery available in hand (owned) or proposed to be inducted (owned or hired to be given separately) for the subject work.

(Only applicable for works having approximate cost less than Rs.50 lacs).

Tenderers are required to submit the certificates of various works completed/executed or in progress by them for ascertaining their financial capacity and past performance.

“The tenderer for carrying out any construction work in Assam must get themselves registered from the Registering Officer under Section – 7 of the Building and Other Construction Workers Act, 1996 and rules made thereto by the Assam Govt and submit certificate of Registration issued from the Registering Officer of the Assam Govt. (Labour Deptt.). For enactment of this Act, the tenderer shall be required to pay cess @ 1% of cost of construction work to be deducted fromeach bill. Cost of material shall be outside the purview of cess, when supplied under a separate schedule item.”

In case the tenderer is a partnership firm(s), the experience, solvency and turn over shall be in the name and style of the firm only.

If the tenderer is a partnership firm, all the partners shall be jointly and severally liable for successful completion of the work and no request for change on the certification of the firm shall be entertained.

During the currency of the contract, no partner of the firm shall be permitted to withdraw from partnership business and in such an event it shall be treated as breach of trust and abandonment of the contract.

Railway reserve the right to discharge the tender without assigning any reason.
