FOUR HARDCORE CRIMINALS OF 'BITTO CHIKNA GANG' ARRESTED AND A CASE OF NIGHT BURGLARY OF PS SARITA VIHAR WORKED OUT

INTRODUCTION

Mukharjee Nagar Police of North West District has arrested four hardcore criminals namely (1) Bittoo @ Kausar @ Chikna S/o Sanwar Khan @ Seikh R/o Jhuggi No. N-38, CD Block-220, Jahangir Puri Delhi, (2) Sahadat Ali S/o Asraf Ali R/o Jhuggi No. 1084 G-Block, Jahangir Puri, Delhi, (3) Murshied @ Mursalim S/o Bappi Khan R/o Jhuggi No. 221, G-Block, Jahangir Puri, Delhi and (4) Mukesh S/o Mangali Ram r/o C-708 C-Block, Jahangir Puri and worked out a robbery/burglary case committed in the area of PS Sarita Vihar.

INCIDENT

On 10/10/2012, SHO/Mukherjee received a secret information that some person who were actively involved in day/night burglaries will come in the area of PS Mukerjee Nagar and will pass through Burari Picket for selling the stolen property in Kingsway Camp. They may have arms as they are hardcore criminals. The information was brought into the notice of Ms. Shweta Chauhan, ACP/Model Town. Accordingly on her direction, a raiding party headed by Inspr. R.S. Meena, SHO/Mukherjee comprising of SI Ranbir Singh, PSI Pawan Kumar, HC Jagbir Singh, Ct. Sikander, Ct. Manoj, Ct. Amarnath and Ct. Vijay was constituted. An auto rickshaw was seen coming from Burari, loaded with the passengers, on pointing out by informer, auto was indicated to stop. But auto rickshaw driver tried to turn back his auto rickshaw and on retaliation, SI Ranbir with the help of raiding party overpowered all the above four accused persons.

INVESTIGATION

During the course of investigation, it was revealed that on 9.10.12, Bitto @ Kaushar @ Chikna alongwith his associates at about 3.30 PM entered into two flats after breaking their locks in the area of Sarita Vihar where they had stolen jewellaries, two laptops and cash Rs. 20,000/- from there.

  2. Rs. 59,500/-

PROFILES OF THE ACCUSED PERSONS:

Gang Leader Bittoo @ Kaushar @ Chikna was born in 1986 in Jahangir Puri, Delhi. He has two sisters and one brother. He belongs to a very poor family. He gave up his studies after class 3rd and started working as a rag-picker. He also worked as a tailor for sometime. But due to bad habit, he started committing small thefts alongwith his associates. In the night of 24/25.3. 2001, he was caught red-handed alongwith his associates in Sant Nagar Burari Main Market when he alongwith his associates were trying to fled away after committing theft. In year 2004, he committed an attempt to murder in Jahangir Puri and thereafter, he did not look behind and continuously involved in day/night burglaries/theft/dacoity etc. He has previously been involved in more than 8 cases in the area of Prashant Vihar, Narela, Timar Pur, Seema Puri, Sarita Vihar, Maurya Enclave and Jahangir Puri.

Accused Shahdat S/o Asraf was born in 1988 at his native village Haldiya, West Bengal. Due to poverty and being hand to mouth, he could not pursue his study. He has two brothers. He came in Delhi in search of job and started residing in Jahangir Puri. Due to high desires and to earn more in a short period, he came into the contact of bad elements and started committing small thefts. Then he joined Bitto Chikna Gang.

Accused Murshied @ Mursaline S/o Bappi Khan born in 1991 at Jahangir Puri in Delhi. Due to poor economical conditions, he could not study. He has four brothers and his father is also unemployed. Later on, he started labour job but did not earn more as per family requirements and was also very hard to meet with his desires. Therefore, he joined his uncle Bittoo@ Kaushar @ Chikna and started committing theft/day-night burglaries etc.

Accused Mukesh S/o Mangali Ram was born in the year 1987 at Jahangir Puri Delhi and studied upto 6th class. Later on, due to poor economical conditions, he gave up his studies. He has two children. He started driving auto-rickshaw. Later on, he joined Bittoo Chikna Gang and started committing theft/day-night burglaries etc. He is the permanent auto driver of this gang. Whenever, they go for committing crime, they used the auto of Mukesh for transportation.

SUPER THIEF ARRESTED.

MEMBER OF AN INTER-STATE GANG OF BURGLARS.

SECRET INFORMATION RECEIVED FROM MEMBERS OF “EYES & EARS SCHEME”

WANTED IN A CASE REGISTERED UNDER MCOCA REGISTERED AT PS AMAR COLONY, DELHI.

PROCLAIMED OFFENDER IN MANY CASES OF NIGHT BURGLARY IN NCR & SEVERAL OTHER STATES.

INVOLVED IN ATLEAST 78 CASES OF THEFT, BURGLARY, ARMS ACT, ETC.

INVESTIGATION

An incident of burglary was reported in the jurisdiction of PS Geeta Colony which was registered vide FIR No. 339, dt. 07.10.2012, PS Geeta Colony. SHO/Geeta Colony went about the investigation by following the standard investigation protocols as well as activating the members of Eyes & Ears Scheme. The activation of Eyes & Ears Scheme led to a secret tip off about a possible suspect who was seen with SUV fall of unexplained merchandise . SHO/Geeta Colony and his teammates acted swiftly and managed to apprehend Hansraj @ Raj s/o Sita Ram r/o H.No. 402, A-21, ShalimarGarden, PS Rajender Nagar, UP, on 12.10.12. Case FIR No. 342/12, U/s 411 IPC and 25/27 Arms Act was registered on his apprehension and the following items were recovered:

  3. 2 HP laptops
  4. 1 Dell laptop
  1. 10 TFT Computer Monitors
  1. Lenovo desk top.
  1. 1 C.P.U.
  1. 1 Printer.

  5. Two Iron rods
  1. A pistol with magazine, containing 5 live cartridges.

DETAILS OF INTERROGATION

During interrogation, Hansraj @ Raj S/o Sita Ram R/o H.No. 402, A -21, Shalimar, Garden, P.S. Rajender Nagar (U.P.) disclosed that he along with his accomplices: - Manoj @ Manu, Devender @ Lambu and Sanjay had burgled a showroom at Pali, in Marwar district of Rajasthan and the merchandise recovered from the Innova are the same articles which, he along with his accomplices, had stolen from the said shop. During further enquiry, it was revealed that FIR No. 457/12, U/s 380/457 IPC, has been registered at P.S. Kotwali, Pali, Rajasthan. Hansraj also admitted that he used to sell the stolen articles in Daryaganj with the help of his co – associates Devender @ Lambu. Further investigation is being carried out.

PROFILE

Hansraj @ Raj S/o Sita Ram R/o H.No. 402, A -21, Shalimar, Garden, P.S. Rajender Nagar (U.P.).Hans Raj, who hails from Azamgarh, U.P.,is a notorious criminal and bad character of Delhi involved and wanted in numerous cases in different states. He started indulging in criminal activities in 1994. He started with petty thefts of grills, manhole covers, shuttering plates, etc and later on formed a gang of burglars. The gang started committing thefts at wine shops/showrooms etc.

Hansraj has invested money acquired from criminal activities in real estate. He owns properties in Azamgarh, Badarpur, ShalimarGarden, Jagatpuri etc. He also operates a milk dairy at Badarpur, Delhi.

He has changed his residence frequently. Some of his known places of residence are:

ORDER

Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

  1. And whereas it is necessary that some checks should be put on landlord/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.
  1. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978(I)-UTL, dated- 01.07.1978 and further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. 11.36/1/2010-UTL, dated- 09.09.10, I, GAURAV SHARMA, Assistant Commissioner of Police of Sub-Division Kalyan Puri of East District, Delhi, do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of area of Police Stations as specified above, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars the particulars of the tenant(s) in a specified Performa to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.
  1. The order shall come into force with effect from 12.10.12 and shall be effective for a period of 60 days up to 10.12.12 (both days inclusive) unless withdrawn earlier.
  1. Any person contravening this order shall be punishable under Section 188 of the Indian Panel Code.
  1. As the notice cannot be served individually on all concerned the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of the offices of all the DCsP, Addl. DCsP, ACsP, Tehsil offices of the Districts, all police stations concerned and the offices of the NDMC and MCD.

  • FIVE CRIMINALS INVOLVED IN THEFT OF CRUDE OIL FROM PIPELINE OF OIL COMPANIES ARRESTED
  • ONE OIL TANKER USED IN THEFT OF OIL RECVOERED.
  • THREE CASES OF INTERSTATE CRIME SOLVED.

A team of officers of ARC/Crime Branch, Malviya Nagar, Delhi led by Insp. Richhpal Singh and consisting of ASI Surender, HC Ajeet, HC Sushil, HC Nihal, HC-Nitin, Ct. Bijender and Ct. Nityanand under the supervision of ACP Sh. Bir Singh under the close supervision of Addl. DCP/Crime apprehended five notorious thieves involved in the theft of crude oil from pipeline of oil companies and recovered on oil Tanker used in theft of oil.

OPERATION

Insp. Richhpal Singh of Anti Robbery Cell, Crime Branch received a secret information that one Mohd. Samid involved in theft of Petrol & Diesel from pipelines of Oil companies and wanted in several similar cases in Rajasthan and Haryana would be coming alongwith his associates today at about 09.00 PM in a Oil tanker (Tata) No. HR 55 J 5809 at Mangol Puri Chowk, Delhi, to meet his other associates and then he would proceed to Rajasthan with them for identifying new site for committing theft of oil. A team led by Insp. Richhpal Singh developed the information and on 12.10.12 the Crime Branch team succeeded in apprehending five persons namely Mohd. Shamid, Bishan Singh @ Bishnu, Mukesh Kumar Gupta, Ashok Kumar Jain, and Sunil Tiwari @ Daddu. One Oil tanker (Tata) No. HR 55 J 5809 which was used in theft was also recovered from their possession. Further during interrogation they disclosed their involvements in oil theft cases in Rajasthan and Haryana. They were arrested vide DD No 17, dated 12.10.12, U/s 41.1 (A), 102 Cr.P.C, PS Crime Branch, Malviya Nagar, Delhi. Following persons have been arrested:-

DETAIL OF INTERROGATION AND MODUS OPERANDI

During the interrogation accused Mohd. Samid disclosed that he hails from Samastipur, Bihar. He further stated that his gang steals Crude oil from the pipe line of oil companies. They used to run a “Dhaba” on rent situated in front of the Pipe Line of Oil Companies. During night they dig a hole in that Pipe Line with the help of HDD (Horizontal Drilling Device) Machine and fix a valve in the hole. From that valve they connected a pipe and filled tanker parked nearby. And after the filling of Tanker they unplugged the pipe from the valve and covered the valve by sand for reuse the same on another night. The gang used to later sell the oil with the help of Ashok Kumar Jain and Mukesh Kumar Gupta to a person namely Dinesh Kumar Shukla @ Sharma @ Raju in Punjabi Bagh, Delhi and NCR. Dinesh Kumar is an active member of the gang and also provides the Tanker to the gang. They recently repainted the Tanker to hide the identity of the vehicle.
