INFORMATION AND INSTRUCTIONS FOR COMPLETION OF APPLICATION

PROGRAM DESCRIPTION:
The Hubert Humphrey Fellowship Programme provides mid-career professionals from developing countries with an opportunity to enhance their professional capabilities through participation in specialised 10-month programme developed specifically for small clusters of Humphrey Fellows at selected U.S. universities. Funding for the Humphrey Programme is provided by the U.S. programme on behalf of USIA.
The types of university programmes arranged for Humphrey Fellows depart from the traditional discipline-oriented focus and have a problem-solving and experience-sharing emphasis. The programmes are not degree-related or aimed at providing scholarly preparation or basic training in a field. The objective is to provide Humphrey Fellows with an overall experience that broadens their perspectives, enhances their capabilities to assume greater career responsibilities, designed to include various combinations of course work, independent projects, internships, consultations with U.S. faculty or experts, field trips, and special seminars. Under the guidance of designated faculty adviser or `co-ordinator’, Fellows plan programs that best suit their individual career developments needs.
All Humphrey Fellows participate in two week workshops: one in the fall in Washington D.C. and the other in June at the end of the programme year, at the Hubert Humphrey Institute of Public Affairs of the University of Minnesota.
DURATION OF GRANT:
The programme arranged for Humphrey Fellows extend from August or early September through the end of the following month of June. Applicants who need additional English training may be required to arrive in the United States as early as the end of May for intensive language study prior to beginning their regular university programme. Candidates must be able to participate in the full period of the English and/or university programmes.
NON-DEGREE STATUS:
The programme designed for Humphrey Fellows do not result in the awarding of a degree. While Fellows are able to enrol in courses relevant to their professional interests, the Humphrey programme is not appropriate for those who wish to concentrate on pursuing academic work required for a U.S. degree. Humphrey Fellows spend a considerable portion of their time engaged in activities such as internship, field trips and special projects that give them practical experience in their professional fields.

PLACEMENT IN UNIVERSITY PROGRAMMES:
Candidates who are selected for Fellowships are placed in clusters by field of interest at those U.S. institutions selected to host a group of Humphrey Fellows. IIE, therefore, is neither able to make placements at specific universities requested by candidates, nor to award fellowships enabling candidates to attend a U.S. university solely on the basis that they have already been admitted. Candidates should not apply directly to U.S. institutions.

  2. Letters of Reference: You are required to submit two letters of reference, one of which must be from your employer. Referees must send their reference letters,under confidential cover, to the Fulbright Commission before July 30, 2012.
  3. TOEFL:The scores for TOEFL, which is a mandatory requirement for all HHH grantees, are not required at this stage.Applicants selected as nominees will be advised to take the test, The Fulbright Commission will bear the cost of the test. For your information, it is an advantage to have a score of over 71 or more in Internet-based TOEFL (iBT).
  4. Once you have completed and submitted the online application, please print out a copy of the application and mail it to the address given below before July 30, 2012.You may include any supporting documentsas a part of the hard copy application.
