REGULAR MEETING

President Melody Bix called the Regular Session meeting to order at 7:00 p.m. Board members present were: Judy Frueh, Shella Baldwin, Kane Oberhauser, Samantha Brown, Frank Chlastak, Linda Cross and Melody Bix. Others present: Superintendent Joan Bolon, Principals Zach McMains and Brenda Dougan, Board Secretary, Teresa Jones.Others present: Ashley Yount, Terri Pope, Ed Drummond, Phil Larabee, Chris Healy, April Healy, Dustin Stevens, Justyn Carlson, Curtis Jones, Zach Gladman, Jon King, Breana Chesnut, Nicki Larabee, Lane Pope, Taylor Miller, Cambry Schluter, Raeann Ramsey, Josh Smith, Sandra Smith, Vicki Gladman, Kenna O’Connell and Nicki Herndon.

Motion made by Samantha Brown seconded by Frank Chlastakto approve the Agenda. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Shella Baldwin made a motion seconded by Samantha Brown to approve the consent agenda. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Ashley Yount was present to give the 3rd Grade Curriculum report.

Samantha Brown made a motion seconded by Shella Baldwin to approve the additional item added to the surplus auction list. A special board meeting date was set for, Saturday, March 19, 2011 at 8 am to approve the Real Estate Contract. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Kane Oberhauser made a motion seconded by Samantha Brown to purchase the 36 +1 passenger bus from Central States Bus Sales for $81,000 with security cameras. Motion carried by roll call vote 4-3, (Pro: Judy Frueh, Kane Oberhauser, Frank Chlastak, and Samantha Brown. Cons: Shella Baldwin, Linda Cross, Melody Bix).

Kenna O’Connell,Business Teacher, presented the 2011-12 Proposed Vocational Enhancement Grant. Samantha Brown made a motion seconded by Kane Oberhauser to accept the 2011-12 Proposed Vocational Enhancement Grant as presented. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Judy Frueh made a motion seconded by Frank Chlastak to purchase a Paperless Meeting Program developed by Chris Healy to use for future BOE meetings. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Samantha Brown made a motion seconded by Shella Baldwin to accept the mowing bid from Walter Lawn Care for the 2011 mowing season. Motion failed by roll call vote 3-4, (Pro: Samantha Brown, Kane Oberhauser, Shella Baldwin. Cons: Judy Frueh, Linda Cross, Melody Bix, Frank Chlastak).

Judy Frueh made a motion seconded by Linda Cross to accept the mowing bid from Wiederholt Lawn Care for the 2011 mowing season. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Melody Bix made a motion seconded by Judy Frueh to set the Board Reorganization Meeting for April 11, 2011 at 6:30 pm in the Resource Room, at MS/HS building in Hopkins. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Lane Pope, Nicki Larabee, Phil Larabee and Vicki Gladman were representatives speaking to the BOE on behalf of the Senior Trip Policy.

Melody Bix made a motion seconded by Kane Oberhauser to table Board Policy IICA- Field Trips and Excursions and Administrative Procedure IICA-AP- Field Trips and Excursions for a more informed decision and possibly take a survey of the teachers. Motion carried by roll call vote 5-2, (Pro: Judy Frueh, Kane Oberhauser, Frank Chlastak, Samantha Brown, and Melody Bix. Cons: Linda Cross and Shella Baldwin).

Board Policy JHCF and JHCF-AP-Student Allergy Prevention and Response were reviewed as first reading.

Samantha Brown made a motion seconded by Frank Chlastak to approve,Administrative Procedure, DJF-AP-Purchasing. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

Samantha Brown made a motion seconded by Frank Chlastak to move to Executive Sessionto discuss personnel (RoMO 610.021.03 and 610.021.013); to discuss students (RoMO 610.021.06 and 610.021.14); to discuss legal matters (RsMO 610.021.1); and to approve the Executive Session minutes of February 16, 2011. Motion carried by roll call vote 7-0, (Pro: Judy Frueh, Shella Baldwin, Kane Oberhauser, Frank Chlastak, Samantha Brown, Linda Cross and Melody Bix. Cons: No One).

A special meeting to evaluate personnel and set salaries was set for March 28, 2011, 6:30pm.
