QUALITY & Innovation committee TERMS OF REFERENCE

StatutoRY Authority

The Articles of Government of North Hertfordshire College (“NHC”), Clause 4 (1) gives the Corporation power to establish a committee of the Corporation for any purpose or function other than those assigned elsewhere in the Articles to the Principal or Clerk, and states that the Corporation may delegate power to such a committee.

Clause 4 (2) states that the members of the Committee, and the terms on which they hold office, shall be determined by the Corporation. Clause 4 (4) states that any Committee established by the Corporation may include persons who are not members of the Corporation.

Membership and Quorum

It is proposed that the Quality & Innovation Committee:

Is composed of up to eight NHC Governors, to be appointed at the first meeting of the NHC Corporation in each academic year (usually September).

Should include amongst its members the Principal, staff and student governors; plus

the senior management team member(s) responsible for:

Delivery of teaching and learning programmes;

Assurance of quality in teaching and learning.

The Quorum shall be 4 members.

Terms of Reference

The Quality & Innovation Committee has been establish with a remit to:

Oversee teaching and learning performance across the Hart Learning Group, i.e. North Hertfordshire College, Hart Learning & Development and the Hart Schools Trust.

Champion the Hart Learning Group’s ambition to see both NHC and Hart Learning & Development reach Ofsted Outstanding by 2018/19.

Provide the Corporation with comfort that student data is being managed with integrity.

Conduct of Meetings

The Group:

Will meet at least three times per academic year.

Will appoint a Committee Chair and Vice-Chair at the first meeting in a given academic year.

Will receive inputs and support from the senior manager(s) responsible for the assurance of quality across the Hart Learning Group; papers will wherever possible draw on reports and data sets used as part of the operational management of teaching and learning activity.

May from time to time, at the discretion of the Committee Chair, engage in confidential discussions without staff and student governors (Part II).

May, at the discretion of the Committee Chair, invite individuals – from both within and outside of the Hart Learning Group – to attend meetings for particular discussion items.

Report of Meetings

The Committee Chair will provide an update on the work of, and discussion in, the Committee at the next meeting of the NHC Corporation. They may also be invited to attend meetings of the Hart Schools Trust to do the same.
