The Minutes of the June 2011 meeting were adopted as a true record.

2. Business arising from the minutes
The items with * were discussed at the meeting and outcomes recorded. Those with no * had no change.

*A) 86 Blair St damaged footpath

Received email from Cr Clayton that streetscape requires repairing?

*B) At 112 Blair St. Dog B & B.

Cr Clayton reported Council staff visited and warned owner that all dogs must be registered and raised problems with the dob B & B. Julius reported still problems with boarding dogs and humans. Dangerous parking of cars too close to corner obstructing vision.

Cr Clayton requested list of all corners residents considered dangerous and thought no parking signs should be erected near corners and she will forward to Traffic Committee.

Julius to send photos tended at meeting to Joy with description of problems with house, human and dog boarders.

C) Former police station in Wairoa Ave.
No developments

D) ENERGY AUSTRALIA’S GREEN PILLAR BOXES ON FOOTPATHS
No developments.

E]WAVERLY COUNCIL’S EVENT FOR INTERNATIONAL WOMEN’S DAY

F) BOOMERANG PARK
Council have not advised todate as to whether they have applied for the intersection ? to loose its status as a road.

G) CROSSING OUTSIDE GALLILEA SCHOOL
No developments.

*H]362 BIRRELL STREET PROPOSED DEVELOPMENT (TAMARAMA PARK)

Cr Clayton reported the Minister for Planning has given permission for Council to offer to purchase the land and that this offer has been taken up. It is now out for community consultation. This will protect the area of land with the water fall.

Keith advised he was happy to participate in.

*O]TROLLEYS IN BONDI JUNCTION?
Peter Quartly reported that Council does not have power to fine the trolley owner store. Problem still being looked at although Westfield & Eastgate does not appear concerned at loss of trolleys.??
Council is pushing for the trolley wheels to lock once they reach an entrance
*P] OAKLEY ROAD (NORTH EASTERN CNR )?
Received email from Cr Clayton that at 1 Oakley Rd. new access ramp required after curb replacement – residents prefer access ramp for easy access?.
Joy has not got a response from Council staff.

Q] UNITS OPPOSITE BEACH ROAD HOTEL & ENTERTAINING AREA ON THE ROOF
Joy advised that Council did not normally approve & would look into & advise.

R] BRIGHTON BLVDE LITTLE PARK & POOR LIGHTING

S] BIDDIGAL RESERVE & NO LIGHTING

T] TRUCK [OVER TONNAGE] AT CNR BLAIR ST & WAIROA AVE.

No developments.?

U] TOW TRUCK AT THE CNR OF HASTINGS PDE & GOULD STREET? Advised it is illegally parked & is in a dangerous position.?
Resolved to bring it to Council’s attention.

*V] 36 -38 MITCHELL ST GUTTER & DRIVEWAY?
The broken gutter has been removed.? The driveway is still in a dangerous state.

*W] 14 MITCHELL ST & DANGEROUS TREE ROOT?
It has been removed & the area rehabilitated. Reconfirmed at August meeting

3. Reports

3.1 Chairman (Peter Quartly)?
The report was tabled and adopted.

3.1.1 VARIOUS ITEMS? .

Ice skating rink

Motion passed 'NB Precinct write to Council supporting such activity in the future'.

Distribution of information to Precincts

Motion passed to endorse the following: The Combined Precincts Committee endorse and encourage Council, through their various staff, to disseminate material to precincts, advising of activities throughout the community of Waverley, irrespective of their nature'

The Chairman described a new version of Neighbourhood watch, a police incentive, in the spirit of residents keeping a watchful eye for each other, a need highlighted by recent report of an elderly person dying and not being found for some time.

3.2 Traffic Co-ordinator (Juju Kalek)

The report was tabled and adopted.

3.2 1 VARIOUS ITEMS

Cr Clayton offered to follow up on the matter at 16 Military Rd.

The need for a pedestrian crossing was raised, at Murriverie Rd, where the students from the Secondary College cross. Need research into criteria for a crossing being on basis of pedestrian rather than motor traffic numbers.

Issues raised on maintenance of pedestrian crossings, and need to educate pedestrians on the purpose of the beehive crossings. Peter Quartly to alert Council of latter need.

3.3 DA Officer (Bill Stavrinos)

The report was tabled and adopted.
Low numbers of DAs in precinct were brought to attention of meeting

3.4 Cl Joy Clayton

Cr Clayton raised the case of a building renovation site not being fenced off at the street and asked residents to let her know of other instances if they arise.? .?

5.General Business

5.1POLICE COMMUNITY SAFETY COMMITTEE
Juju reported she attended the meeting and will send her notes through to the
Chairman, including changes to various crime rates.

5.2MURRIVERIE ROAD & HARDY STREET
Resolved we again raise the issue of this corner with respect to school
children & our view that it needs a pedestrian crossing

5.3CNR GOULD & BLAIR STS
Resolved we ask Council to consider installing “No Stopping” signs.

5.4GLENAYR AVE
It was noted that the various signage on the road surface between 6 Ways &
& 7 Ways is very confusing.
It was however pointed out that it had reduced the problem of speeding.
The Chairman advised The Community Safety Committee had recommended
a fence be placed in the centre of the road opposite the hotel, to increase
safety & stop patrons walking on the road & up Beach & glascow Streets.

5.5INTERSECTION OF O’DONALD ST & KNOWLES AVE
It was advised the road surface was breaking up & is becoming dangerous.
Cr. Clayton advised it is being looked at, however, no finances have been
allocated at this stage.

5.6GUTTED BUILDINGS
Cr. Clayton asked that where building are being gutted/renovated & do not
have adequate boarding up, to report same to Council, as they can be subject
to vandalism & squatting. She gave the example of the building at the corner
of Gould & O’Donnell St.

5.7SKIPS ON ROADS
It was advised that they require Council authority to do so.

5.8REMEMBER WHEN WAVERLEY

It was suggested we ask Harry Lewis if he will participate. And also Brian
Rheinberger.

3BONDI ENVIRONMENT GROUP
2nd August minutes attached for members interest.
NB They have been recognised as the best within Sydney Water & have been for some time.
Is looking at upgrading the gas detection system
Are going to replace the Flare Venturi.
Are replacing the ladder in B shaft.

4BONDI BEACH ICERINK
I believe this was a fantastic activity that was well supported by the community.
Recommend we write to Council supporting such activity in the future.

5COMBINED PRECINCTS MEETING WEDNESDAY 13 JULY, 6.00PM-9.30PM
I attended.
The draft Precinct Policy & handbook, were the subject to much discussion

7COMBINED SAFETY ADVISORY COMMITTEE
Minuted of July meetings attached for interested parties.
Work on the City to Surf was discussed. I have not had any negative feedback re same.

8NEIGHBOURHOOD WATCH
The Police are introducing, however, it is nothing like the original watch that involved protecting children.
I was unsuccessful in nominating Juju.

9WAVERLEY COUNCIL & DISTRIBUTION OF INFORMATION TO PRECINCTS
There has been a suggestion that Precincts should not be provided with what one individual referred to as green propaganda.
I have asked the following motion be put to the next Combined Precinct Committee meeting:
"The Combined Precincts Committee, endorse & encourage Council, through their
various staff to disseminate material to Precincts,advising of activities throughout the
community of Waverley, irrespective of their nature."
I request such action be endorsed.

10CHECK OUT FOR ALL THE LATEST BONDI BEHIND-THE-SCENES
INFORMATION (17/8)
Lorna Bussell Waverley Council Divisional Manager, Bondi has advised, just a quick
reminder about the new Bondi site (virtual information board)

Provided a copy from Local government Weekly (Issue 32 19/8/11) item 7 to Council for consideration.

13HASTINGS PDE PARKING BETWEEN WAIROA & GOULD
This matter was mentioned at the June meeting, however, I omitted it from the minutes in error.
The matter has gone to Council for consideration.

14BONDI BEACH PRECINCT
I attended their last meeting to speak to them with respect to them nominating a member for Councils Bondi Beach working party on alcohol.
They certainly have a different style of meeting to ours.
I agreed to provide them with a report on my attendance at the Community Safety Advisory Committee meetings.
I have also asked all precincts, if they want a copy of same.

15BONDI TENNIS COURTS (22/7)
The State Government has stopped the referral of the rezoning to the Planning Assessment
Commission. This means Council’s refusal to rezone stands.

16COMBINED PRECINCTS MEETING WEDNESDAY 16th MARCH
Minutes are attached for interested parties.

17TONIGHTS MEETING
I spoke with the Parish Secretary, who authorised the change in meeting date.

I have spoken with a number of solicitors & all confirm that Council would not get involved where a
private certifier is involved, due to the possibility of being sued.

2330 HASTINGS PARADE & COUNCIL REFUSAL TO HAVE TREE REMOVED.
Joy has been chasing up on behalf of the resident.

TRAFFIC REPORT (AUGUST 2011)

A]City to Surf? This year the city to surf started at 8am well organized and under ? control

The roadways clearing started immediately after the race finished.

B] Ramsgate ave.

The site excavation is still in progress

So far there has been no major traffic problem.

Energy Australia work--the footpath reconstruction has still not been ? attended to.

C] Brighton Blvde.

At the numbers 20 and 142 there are roadway collapses

D] Military Rd.

At No. 16 _ Electrical / Telephone Pit has collapsed.End of document
