The regular meeting of the North Bellmore Union Free School District Board of Education was held on Thursday evening, August 9, 2012, in the All Purpose Room of the Martin Avenue School at 2616 Martin Avenue, Bellmore, New York.

The following members of the Board of Education were present:

CALL TO ORDER / The meeting was called to order at 8:07 p.m. by Board of Education President, JoAnn DeLauter. Mrs. DeLauter led those present in the Pledge of Allegiance. Mrs. Corless then read the District’s Mission Statement.
APPROVAL OF MINUTES / Mrs. Lancimoved that the Board of Education approve the Minutes from the reorganization and regular meeting of July 3, 2012, as amended. Mrs. Corless seconded the motion, and the motion was carried 5-0.
VISITORS / There were no questions relating to agenda items only.
CORRESPONDENCE / Correspondence was received and will be addressed by the Board.
TREASURER’S REPORT / Mrs. Cramsie moved that the Board of Education approve the Treasurer’s report for the month ended June 30, 2012. Mrs.Lanci seconded and the motion and was carried 5-0.
HIGH SCHOOL REPORT / Mrs. Lanci reported on the July 10 Reorganization meeting. Marion Blane was appointed President of the Board of Education and Susan Schwartz was appointed Vice President. All annual appointments for the 2012-13 school year were made. At the August 1 meeting, theBoard approved the allocation of the District’s tax levy for 2012-2013. North Bellmore’s portion is 29.83% of the levy. Several donations were approved. The first day of school will be September 4. The next Board meeting will be held on September 5.
FINANCE
BUDGETARY TRANSFERS / The Board of Education acknowledged the review of the warrants that have been approved by the Internal Auditor.
Mrs. Corlessmoved that the Board of Education approve the Budgetary Transfers dated August 9, 2012. Mr. Ferrara seconded and the motion was carried 5-0.
SUPERINTENDENT’S REPORT / Mr. Goldstein reported that the buildings are in good shape and everything will be ready for the opening of school. Mr. Goldstein thanked Mr. Russo and Mr. Schissler for all their efforts. There will be two days of staff development for teachers on August 29 and 30 that will focus on the implementation of the new Common Core Standards and the changes in State assessments. An orientation for Gunther students who will be attending Dinkelmeyer in September will be held on August 30 in order to give the students an opportunity to meet the staff and get familiar with the building. Mr. Goldstein announced that school will reopen on September 4.

STAFF DEVELOPMENT REPORT / Mrs. Cramsiemoved that the Board of Education approve the Staff Development report dated August 9, 2012. Mrs. Corless seconded and the motion was carried 5-0.
CHANGE OF BOE DATES / Mrs. Lanci moved that the Board of Education approve the change in date of
the December Board meeting from December 13 to December 11, 2012 and the February Board meeting from February 7 to February 12, 2013. Mrs. Cramsie seconded and the motion was carried 5-0.
BUSINESS DEPARTMENT UPDATE / Mr. Schissler reported that we have received rates for our long term bonds for capital construction that has been done over the years. There were eight bids from different investment houses. Mr. Schissler advised that the district received a very high rating from Moody’s Investors Service. We received a commitment for an interest rate of 1.86 % for $9.7 million on a 15 year note. Mr. Schissler added that the business office has been very busy closing the books and filing State Aid reports, which generates State aid for following year. The auditors will be in on August 20 for about two weeks to finalize the audit. Mr. Schissler stated that Transportation has been working hard on the re-routing of studentsfor the upcoming year. Mr. Goldstein thanked Mrs. VanName and Mrs. Finck who personally drove around the district to make sure the routes were the most efficient for the buses and convenient for the students. Bus passes will be sent out by the end of August.
Mrs. Corlessmoved that the Board of Education approve the following (Gross Amount) of the necessary claims and expenditures in North Bellmore UFSD #4 in the town of Hempstead School year 2012 – 2013, amounting to

Budget adopted as above and the amount which must be RAISED BY TAXATION (NET AMOUNT) for North Bellmore UFSD #4 of the Town of Hempstead, Nassau County, New York for the year 2011 – 12 be levied upon the taxable property of the said school district as said property has been certified to /by the Assessor for the school year 2012-13
Resolved, that the District Clerk of this School District is hereby authorized and directed, pursuant to Section 6 – 20.0 and amendments thereto of the Nassau County administrative Code, to file a certified copy of these resolutions with the Nassau County Legislature and the Department of Assessment, Mineola, New York on or before August 15th, 2012.
Mr. Ferrara seconded and the motion was carried 5-0.
BUILDINGS AND GROUNDS / Mr. Russo gave an update on capital projects taking place throughout the district. He reported that the conversion from oil to gas is progressing and expectsthe project to be completed in time for the heating season. Abatement projects are just about complete.
Mrs. Cramsie moved that the Board of Education approve E & A Restoration,
Inc. Change Order No. 1deduct for Bond Issue Related Capital Improvement Program Phase 2 in the amount of Eight Thousand Dollars ($8,000) as per the Change Order documentation on file in the Business Office for Project No. 28-02-04-02-0-003-030 Newbridge and to authorize the Board President to sign the Change Order documents. Mrs. Corless seconded and the motion was carried 5-0.
Mrs. Cramsie moved that the Board of Education approve Unitech Services Group Change Order No. 1 add for the 2011/12 Capital Improvement Program in the amount of Thirty Thousand Dollars ($30,000) for Project No. 28-02-04-02-0-006-024 Dinkelmeyer and to authorize the Board President to sign the Change Order documents. Mrs. Lanci seconded and the motion was carried 5-0.
CURRICULUM AND INSTRUCTION / No report.
SPECIAL EDUCATION
CPSE/CSE / Mrs. Lanci moved that the Board of Education approve the CPSE reports dated August 2, 2012 and the CSE reports dated August 1, 2012. Mrs. Cramsie seconded and the motion was carried 5-0.

POLICIES / Mr. Ferrara moved that he Board of Education move the second reading of Medicaid Policy No. 6685 to the September Board meeting. Mrs. Cramsie seconded and the motion was carried 5-0.
Mrs. Corless moved that the Board of Education approve the revision to Policy No. 6150, Budget Transfers (on file in the Business Office). Mrs. Cramsie seconded and the motion was carried 5-0.
TRANSPORTATION CONTRACTS / Mr. Ferrara moved that the Board of Education renew the following transportation contracts at the current CPI (1.8%) for the 2012/2013 school year: Acme, Courtesy/Atlantic, Jaco, First Student, Suburban, We Transport. Mrs. Cramsie seconded and the motion was carried 5-0.
Mrs. Cramsie moved that the Board of Education approve the new transportation contracts for the 2012/2013 school year: Acme, Educational Bus Transportation, Suburban, First Student. Mrs. Corless seconded and the motion was carried 5-0.
FOOD SERVICE BID / Mrs. Lanci moved that the Board of Education to approve the following resolution:
WHEREAS,It is the plan of a number of public school districts in Nassau/Suffolk Counties, New York to bid jointly on selected Food Service Commodities, Food and Food Service Supplies for the 2012-13 school year.
WHEREAS,North Bellmore Union Free School District, is desirous of participating with other districts in Nassau/Suffolk Counties in the joint bidding of the commodities mentioned above as authorized by General Municipal Law, Section 119-0 and,
WHEREAS, North Bellmore Union Free School District, wishes to appoint a committee to assume the responsibility for drafting of specification, advertising for bids, accepting and opening bids, reporting the results to the boards of education and making recommendations thereon; therefore,
BE IT RESOLVED, that the BOARD OF EDUCATION of North Bellmore Union Free SchoolDistrict, hereby appoints Long Island School Nutrition Directors Association Cooperative Bid Committee to represent it in all matters related above, and,
BE IT FURTHER RESOLVED, that North Bellmore Union Free School District’s Board of Education authorized the above-mentioned committee to represent it in all matters leading up to the entering into a contract for the purchase of the above-mentioned commodities, and,
BE IT FURTHER RESOLVED, that North Bellmore Union Free School District’s Board of Education agrees to assume its equitable share of the costs of the cooperative bidding, and
BE IT FURTHER RESOLVED, that North Bellmore Union Free School District’s Board of Education agrees (1) to abide by majority decisions of the participating districts on quality standards; (2) that unless all bids are rejected, it will award contracts according to the recommendations of the committee; (3) that after award of contract(s), it will conduct all negotiations directly with the successful bidder(s).

COOPERATIVE BID / Mrs. Cramsie moved that the Board of Education award the North Bellmore Board of Education’s portion of the Nassau County School Director of Facilities Cooperative Bid to the lowest responsible bidder as contained in the agenda:Item Numbers referenced are specified per the Bid Tally document:

The district received a total of 2 bids. Bids were received, opened and read aloud on Monday, July 30, 2012 in the District Office Board Room. A copy of the bid tabulation sheet isavailable for review in the Business Office.
Mrs. Cramsie seconded and the motion was carried 5-0.
Mrs. Corless moved that the Board of Education approve a contract with John A. Grillo, Architect. Mrs. Cramsie seconded and the motion was carried 5-0.
Mrs. Cramsie moved that the Board of Education approve the excess and disposal of a 1991 Chevy dump truck sander/spreader, that is beyond repair. Mrs. Lanci seconded and the motion was carried 5-0.
OLD BUSINESS / None.
VISITORS / Mrs. Faberman(Columbus Ave.) asked if the district or Board has taken any steps to make changes to the proctoring procedures moving forward. Mr. Goldstein advised that the district will be reviewing the procedures and will ensure that the procedures are followed and enforced.
Mrs. Lashin(Iris La.) asked if there are security cameras at Saw Mill to protect the playground from vandalism, and if not, can they be installed. Mrs. DeLauter responded that the Board will discuss it.
Mr. Mayo(Oak St.) asked if it was true that K-8 students need to be tested three times per year to measure progress, and if so, what test will the district be using. Mr. Goldstein stated that local assessments to monitor student progress need to be done a minimum of two times per year. The district will be using the NWEA test this year. Mr. Mayo asked if parent reports will be given out. Mr. Goldstein said that it has not been discussed yet.
Mrs. Castoria (Gateway Dr.) stated she was not informed that Gunther will be leased to Wee Friends and asked for further details. Mrs. DeLauter said that no one was personally notified in the community by the school district.
Mrs. Gandolfi(Taft St.) thanked Mr. Goldstein for installing the fencing at Gunther and addressing the issue, however, she stated that she doesn’t want the gates locked. Mr. Goldstein stated that while Wee Friends is in session, the pathway through Lindstead Lane will be closed, and when not in use, people will have access to the path.
Ms. Restivo(Columbus Ave.) questioned the district’s year-end balance, payouts for compensation, the use of EBALR and fund balance. Mr. Schissler explained that adjustments have been made since the date of the report and the balance is tentative until the audit is complete. Ms. Restivo asked why the Board decided not to pay out the retirement payouts through the EBALR fund. Mrs. DeLauter explained that the Board decided to keep the fund intact this year as they will need to payout incentives next year.
Mrs. Faberman also questioned the districts’ financial statements, retirement incentive payouts, EBALR funds,the amount of the Bond, details of the leasing agreement with Wee Friends and use of Gunther fields. Mrs. Faberman then asked if the district received the $248,000 BOCES EBALR refund yet. Mr. Schissler said that BOCES is still waiting to receive information from the State.
EXECUTIVE SESSION / On a motion by Mr. Ferrara, seconded by Mrs. Corless and carried 5-0, the Board of Education agreed to enter into Executive Session at9:20p.m. discuss a particular personnel matter.
On a motion by Mrs.Lanci, seconded by Mr. Ferraraand carried 5-0, the Board reconvened at 9:44 p.m.
ADJOURNMENT / On a motion by Mr.Ferrara, seconded by Mrs. Corlessand carried 5-0, the meeting was adjourned at 9:45 p.m.
