Dear Board Members:

On November 5, 2015 the Board of Directors held a single topic conference call to discuss potential courses of action, or no action, in response to the September 17, 2015 Order on Rehearing [Docket No. RM14-2-001]. During the discussion the participants noted the need for education and communication between the gas and electric industries, frequent communication with FERC, and the need to act quickly while respecting other committed deadlines. All participants agreed that comprehensive business practices, if developed, will require engagement by both industries. A key theme in the discussion wasthe need to manage expectations through the development of a framework and timeline of deliverables – which would require approval by the Board of Directors. Based upon the discussion and general support for modifying the completion date from TBD to 2016, Cade Burks, Chairman of the Board of Directors, requested that the NAESB office distribute a notational ballot proposing modifications to the 2015 WEQ Annual Plan Item 9.a and 2015 WGQ Annual Plan Item 3.b and proposed 2016 WEQ Annual Plan Item 7.a and proposed 2016 WGQ Annual Plan Item 3.a. If adopted, the proposed modifications would reactivate the Gas Electric Harmonization Forum and set a 2016 completion date to recommend a timeline and a framework for standards development to the Board of Directors. As this action proposes changes to the annual plans, simple majority support from the board members returning ballots in each quadrant is required.
