Pre-application advice service for non-householder development
Please read the Pre-application advice note as it sets out the extent of the Council’s service and the implications that it has on any subsequent planning application that you may submit. The advice note can be found at on the Planning Applications pages.
For non-householder requests, a minimum list of information that should accompany a request for advice is set out below:-
- A location plan (Scale 1:1250) with the site referred to outlined in red
- The relevant fee (see Pre-application charges fee schedule)
- A full description of your proposals
- Information on existing and proposed uses, floorspaces and occupation
- Details of the site or building as it exists.
- 2 copies of drawings (to scale) to describe your proposal, including floor plans elevations, adjacent buildings, access, servicing, parking arrangements
- We also recommend for Category A and B proposals, that a preliminary draft design appraisal is submitted.
- A list of any key issues for which you require a specific response
For further details of our requirements, see sub section 7 below.
However the level of detail submitted should be appropriate and proportionate to the category of development proposed. Plans should be at a reasonable scale and should be as accurate as possible. The planning officer considering your submission will be reliant on the information that you submit as they will not necessarily make a site visit.

When submitting a pre-application enquiry, the information you provide will be used to process the enquiry and will be retained by us as part of the planning history. In exercising its official authority and in performing a task in the public interest, in accordance with planning legislation, we may also share information you have provided, including with other departments of the council, members of the public and certain organisations, such as statutory and non-statutory consultees and the Planning Inspectorate, as is required by statute.

Other material such as site surveys, transport assessment, flood risk assessment, environmental impact assessment, draft green travel plan will be optional at this pre-application stage. The more complex and large scale the proposal, however, the more detail will be likely to be required.
