TITLE: NSNO ASSESSMENT HUB MANAGER

REPORTING TO:Deputy of No Second Night Out

RESPONSIBLE FOR:ASSESSMENT & RECONNECTION WORKERS

______

JOB PURPOSE:

•To have overall responsibility for the day-to-day management of the NSNO Assessment Hub and its service delivery.

•To support, motivate and manage Assessment & Reconnection Workers as a team and individually.

•To contribute to the promotion, strategic and operational planning of the No Second Night Out (NSNO) project.

KEY RESPONSIBILITIES & MAIN TASKS WILL INCLUDE:

1.GENERAL

1.1To be responsible to the Deputy Director for the development and day-to-day management of the NSNO Assessment Hub Service.

1.2To attend Management Team meetings and to provide written reports on the

operation of the Assessment Service and Hub, and to take part in NSNO policy and

planning decisions.

1.3To participate in a NSNO management duty on-call rota.

2.PERSONNEL/MANAGEMENT

2.1To recruit Assessment and Reconnection Workers and develop a high performing

team.

2.2To draw up, regularly review, modify where appropriate and implement workable staff rotas that ensure provision of a 24/7 days a week Service within the Assessment Hub.

2.3To provide regular support and supervision of staff.

2.4To be responsible in the first instance for all disciplinary and grievances matters concerning project staff.

2.5To keep accurate records of staff leave and sickness for supervisees. To authorise requests for annual leave and time off in lieu and manage sickness absence in line with NSNO and employer’s policy.

2.6To ensure that any time off is taken to facilitate the smooth running of the project.

2.7To identify staff training needs for supervisees and make recommendations for team and individual staff training.

2.8To ensure that team meetings are regularly held regularly, minuted and fully

attended.

2.9 To ensure appropriate volunteers are selected, recruited and supported to carry out

work within the NSNO Assessment Hub

3.PROJECT MANAGEMENT (INCLUDING FINANCE)

3.1 To work with the Assessment Hub host to provide a safe and effective

environment for NSNO work.

3.2 To ensure all the polices and procedures are in place for the effective running of the Assessment Hub

3.3.Monitor Assessment Hub expenditure and to ensure that the Hub keeps within set targets.

3.4To ensure that financial procedures are maintained at all times in accordance with NSNO procedures.

3.5To monitor the use of petty cash.

3.6To liaise with the Director in the preparation and review of budget.

3.7To authorise expenditure and act as a cheque signatory within agreed limits.

4.SERVICE DELIVERY

4.1To review referrals and to ensure those accessing the project meets the criteria of

NSNO.

4.2To ensure that new Hub users are properly assessed and their details and any service offer is entered clearly onto CHAIN.

4.3To ensure a high quality personalized case management system is in place which fully involves the client.

4.4To ensure appropriate client advocacy is provided to home local authorities to support client reconnection.

4.5To ensure appropriate systems and processes are in place to support reconnection though for example travel arrangements; accommodation offers, family mediation; initiation or reinstatement of care and support packages

4.6To ensure staff work firmly and persuasively with individuals to explain the role of the service and the benefits of reconnection. This may include managing people to stay on site safely for a period of time.

4.7To organize short-term accommodation, where appropriate, alongside the referral to reconnection or other services.

4.8To ensuring that monitoring and evaluation regularly takes place and that statistics are kept up to date.

4.9To ensure that internal policies and decisions made by the team are observed and followed through.

5.INTERNAL COMMUNICATION AND LIAISON WITH OUTSIDE AGENCIES

5.1 To develop a close relationship with the NSNO external partner services to enable

referral and communication of information to enable support planning and actions.

5.2 To successfully negotiate with Local Authorities and other stakeholders to active to

the aims of the pilot.

5.3 To work with receiving Local Authorities to ensure that a proactive stance is taken

to the aims of this project.

5.4 To work with the Assessment Hub host to ensure good communication and

coordination across services.

5.5 To submit management information on a monthly and quarterly basis and produce

other statistics and data as directed by the Director

5.6 To build and maintain good working relationships with the partner outreach teams

5.7 To be responsible for good and effective liaison with outside agencies including

the police, social services and other statutory and voluntary agencies and

delegating this work where appropriate.

5.8 In consultation with the Director to represent NSNO externally at forums, conferences and meetings.

6.OTHER

6.1To be responsible for ensuring NSNO and employer’s Equal Opportunities Policy is adhered to in all aspects of the Hub’s work.

6.2To be responsible for ensuring that NSNO and employer’s Health and Safety Policy is adhered to in all aspects of the project's work.

6.3To adhere to NSNO and employer’s Code of Conduct and to be responsible for ensuring adherence by other members of staff.

6.4To carry out any other tasks commensurate with the post as requested by the Director.
