4.1Ms N Dube-Ncube, ANC, to move:
This House notes:
That the 2022 Commonwealth Games have been awarded to the Republic of South Africa (RSA), KZN, eThekwini, allowing the city to put its best foot forward in welcoming international visitors attending the games.
This House resolves:
To congratulate RSA for its visionary leadership in bidding for the Games which will inject much needed tourism revenue, placing the province on the international investment map; and
Ignore those negative voices including some from the afro-pessimists who continue to raise false alarms and question the ability to host this prestigious global event, their utterances are motivated by sour grapes as eThekwini continues to flourish under the leadership of the ANC.
4.2Ms NN Boyce, ANC, to move:
This House notes:
The South African democratic government approach to establish the community service centre programme; and
That this is one of the first unique initiatives which aims to integrate services across the three spheres of government, therefore drastically improving the lives of our people.
This House resolves:
To urge the provincial government and all entities to roll out more such programmes to ensure that services are brought closer to the people.
4.3Ms N Simelane-Zulu, ANC, to move:
This House notes:
The fact that our men in green and gold, the Springboks, will be participating at the IRB Rugby World Cup, which is the show piece for international rugby and open their campaign against Japan tomorrow; and
That the Bokke have consistently performed well and have won this important trophy twice in 1995 and 2007.
This House resolves to call upon:
All South Africans to get behind our Springbok Rugby Team and cheer them on as they battle it out to be crowned the World Cup champions; and
All Members of this House to wear their green and gold jerseys on Springbok Fridays as part of supporting our men in green.

This motion was ruled out of order as it had exceeded the maximum length of 100 words, as laid down by Rule 94(1) of the Standing Rules of the KwaZulu-Natal Legislature.

4.6Mr MH Steele, DA, to move:
This House notes:
That the local economy of the uMdoni Municipality is largely dependent on tourism to provide jobs and investment; and
That over 1700 local residents have now signed a DA organised petition calling for drastic action by the municipality and SAPS to save the Scottburgh beach front.
That this House calls on:
The responsible MECs to demand proper leadership by their ANC uMdoni colleagues to rescue the beach front, its facilities and businesses.

[This House notes:
With sadness, the MEC Nkonyeni’s conduct of showing fatuity when she was addressing the Port Dunford community where she told the people in the rural areas that rural women who collected wood were oppressed by the Inkatha who made them used to carry wood;
That there is no wise Zulu or African who does not know that Inkatha was invented by the forefathers who had wisdom to assist women to ease theirburden;
That a person who can talk in this manner is the person that has not healed from the in doctrines of the western colonisers who taught them that the things invented by native people are for oppression;
That as the MEC was trying to curry favour, in demeaning the IFP, we wish to assist her with the historical fact that the IFP government built schools - close to 6000 - when the ANC and its alliance pushed for these schools to be destroyed; and
The IFP did all this during the difficult times of the apartheid.
Therefore this House resolves:
To condemn the fatuity by the MEC that distorts history and the lives of the natives with the aim to garner political votes.]
4.8Mr VR Mlotshwa, NFP:
The motion by Mr VR Mlotshwa (NFP) was ruled out
of order in terms of Standing Rule 94 (2)(b).
4.9Ms S Thakur-Rajbansi, MF, to move:
This House notes that:
South Africa and KZN in particular, has not achieved the target of 38/100000 live births, Maternal Mortality Rate (MMR) of the UN MDG5 2015;
Skilled-birth attendants are a key human resource to lowering MMR, yet the classification of maternal care-workers remains ambiguous.
This House calls on:
The honourable MEC for Health, to motivate for reclassification of these healthcare workers at National, so that, their roles and development needs are addressed in norms and standards that will ultimately achieve MDG5 goals.
4.10Ms LC Bebee, ANC, to move:
This House notes:
The high rate of unemployment in our country where the majority are young people; and
The government’s endeavours in speedily trying to address the matter in many ways.
This House therefore resolves:
To welcome the official launch by Nyda “BUILD IT” in our province which happened on Tuesday in Msunduzi Municipality.
To congratulate Nyda, led by Yershen Pillay, for receiving its first clean audit;
That we call upon all the people of South Africa to support the Nyda and for it to proceed delivering on its mandate which is the youth programme in all corners of South Africa.
4.11Ms DD Dlamini, ANC, to move:
This House notes that:
September is Albinism Awareness Month where government provides information on albinism;
Discrimination still remains rife against people living with albinism; and
Cultures around the world have developed many myths and superstitions regarding people with albinism.
This House therefore resolves:
To commend the government for raising awareness;
Call for various platforms to be created at the grassroots level which will educate South Africans about this medical condition;and
That we have to declare war on people who attack and victimise our brothers and sisters due to this condition - having albinism does not in any way makes one lesser than a person with no albinism.
4.12Ms LXH Hlongwa, ANC, to move:
This House notes:
The postponement of the ANA tests that were scheduled to resume last week;
That SADTU and NAPTOSA taking charge in the transformation of education.
This House therefore resolves:
To thank the Minister and the unions for arriving at this agreement peacefully.
4.13Mr FA Rodgers, DA, to move:
This House notes:
That this House wishes the South African Springbok team the best in the 2015 Rugby World Cup, which commences today;and
The Springboks have proven that they are a force to be reckoned with - twice they have brought the coveted Web Ellis Trophy home and currently they are being ranked in the top three teams in the world - they can do it.
This House resolves:
To call upon all South Africans to unite behind our team; and
To consider that sport unites a nation and our message to the Boks is, to quote the honourable Fikile Mbalula “Moer hulle dood”!
4.14Mr EM Zungu, NFP, to move:
This House notes:
Five people were shot and killed after a group of unidentified people opened fire on residents of the KwaMashu Hostel after entering Block A95 illegally on Wednesday, 16 September 2015; and
The violence at this hostel has been ongoing and is sure to intensify as we enter the election cycle in 2016.
This House therefore resolves:
That we believe this is too huge a task for the police alone;
Government needs to deploy the army as this is a hotspot and the situation needs to be contained before it spirals out of control; and
That we believe their presence will bring stability in this area.
4.15Ms NM Khoza, ANC, to move:
This House notes:
The disgrace of a 54 year old man having a relationship with a Grade 10 learner - sugar daddies taking advantage of young girls.
That the ANC is flabbergasted by this act as the constitution states a child is someone below the age of 18, and that we are against woman and children abuse.
This House therefore resolves:
To debate ways which we can use to deal with this cancer committed by older people to children; to alert children and to call upon the communities to have forums where men can be educated in terms of moral rejuvenation as the role of old men in society are to be father figures who protect and not exploit young people.
4.16Ms ZM Ludidi, ANC, to move:
This House notes:
That South Africa is one of the most illiterate countries or at least a non-reading society as per the statistics from the Minister of Basic Education; and
That KZN has an interest in the development of the skills set for economic growth.
This House therefore resolves to:
Congratulate the Premier of KwaZulu-Natal, honourable Senzo Mchunu, accompanied by KZN Department of Education MEC, in partnership with MTN SA for handing over Compujectors preloaded with educational software for learners and teachers in a number of rural schools in the iLembe and uMzinyathi Districts this month which will reduce poverty and contribute to the improvement of inequality in basic education.
4.17Ms A McDonnell, DA, to move:
This House noting:
In drought conditions, the pollution increases to disastrous levels;
The increasing pollution being experienced in the uMsunduzi River; and
The health of this river is vital to the well-being and life of communities between uMsunduzi District Municipality and eThekwini Metro.
Therefore resolves:
To engage Cogta and the municipalities along the river to ensure that there is proper management and control of effluent and waste.
4.18Mr MR Sayedali Shah, DA, to move:
This House noting:
That violence in the taxi industry continues unabated; and
That shootings have resulted in the death of commuters and innocent bystanders.
This House resolves:
That the MEC provides a report on what he is doing to enforce the Memoranda of Understanding (MOUs) signed between his department and various taxi associations;
What measures has he put in place to strictly enforce the law without fear or favour; and
Whether he is seriously considering disarming the culprits, who often carry heavy calibre weapons.
4.19Mr N Mlaba, NFP, to move:
This House notes:
The NFP was shocked to learn of the situation at Montobello Hospital where cleaning staff are reportedly instructed to perform work for which they are not qualified or trained;
In addition to cleaning, they are also required to work with corpses in the mortuaries as well as working with blood in laboratories; and
They are not paid for this additional work.
This House therefore resolves:
This is an indication that the hospital is not sufficiently capacitated and the MEC for Health needs to intervene as a matter of urgency and the hospital needs to be placed under administration until it can operate independently.
4.20Ms VV Tambo, ANC, to move:
This House notes:
The ruling party is a people-centred government which stands firm in its goal of a better life for all, where its intention is to see improvement in all areas where our people are facing challenges, in areas like rural development and in the quality of life.
This House therefore resolves:
To commend the Department of Cogta for opening a community service centre in a rural community in eMondlo which is now a game changer, for nearby communities, where facing difficulties in accessing government services is now history, indeed the ANC government is serious about the programme of service delivery.
4.21Dr R Viranna, DA, to move:
This House notes:
The victory, by a significant majority, of the Democratic Alliance Student Organisation (Daso) at Nelson Mandela Metropolitan University (NMMU);
The students of NMMU have re-elected a student government known for caring service delivery to all students.
This DASO victory builds on the other SRC successes at the University of Fort Hare and University of Pretoria, both prestigious universities.
This House resolves:
To congratulate DASO on their victory that the DA blue wave is sweeping university campuses across the country.

Expresses gratitude and commends the enforcement of the law of the country in the battle between factions within the Shembe Congregation (Nazareth’s) of eBuhleni faction by finding the leader uNyazi Lwezulu, not guilty.
Therefore this House resolves:
To commend the South African law for the manner it handled the case.]

The corruption that continues to take place in the Department of Human Settlements.
Hon Speaker, this House moves for Hon R Pillay to conduct proper investigations into the selling of houses taking place in eThekwini Metro in the East of Wilbadach, Ward 77.
There are allegations of selling houses whereby the community alleges that the Ward Committees are involved in this selling of houses.]
4.24Mr SA Duma, ANC, to move:
This House notes that:
That September is the month declared for heritage in our SA calender;
SA remain the epitome of Africa at large and it is important to recognise our identity as Africans in this epoch; and
Thomas Sankara once said “white revolutionaries as individuals can be murdered, you cannot kill ideas”.
This House resolves:
Our sovereign identity, even our uniqueness of our skins remains a threat in a country dominated by monopolies who want domination of the Eurocentric approach andthat undermines unity; and
Cultural hegemony in a diversified country can only be achieved through the genuine remorse from oppressors’ azibuye emasisweni[going back to basics].
