Leadership fellows in clinical commissioning for GP and other speciality trainees

Job Purpose /- This a leadership development post giving the opportunityto acquire practical knowledge and skills in clinical commissioningleadership, and to work towards the Faculty of Medical Leadership and Management Standards
- The post holder will be supported to undertake a series of projects which support the delivery of the CCG’s strategy covering a range of clinical areas of service development, health and quality improvement
- There is no clinical placement as part of this scheme
- This is Out of Programme Experience which successful applicants will need to apply to their own School to following successful recruitment to this post

Time Requirements / 0.4-1.0 wte(maximum 2.0wte posts, any combination of part time posts welcome with a minimum of 0.4wte commitment)

Summary of Job description:
- Support the commissioning work of member practices in collaboration with GP Locality Chairs through the development of local clinical service improvements with an emphasis on evidence based policy and practice.
- Support the service redesign work of the GP clinical leads and medical directors in the development of new clinical pathways or their implementation into clinical practice focussing on priority areas such as urgent care, long term conditions, mental health, sexual health, and end of life care.
- Undertake reviews of the latest research, published guidelines and exemplars of best practice to better inform the commissioning process to stimulate the development of innovative service models and effective use of resources
- Working with colleagues to find innovative ways of taking account of patient and public views on commissioning.
- Undertake at least one project which aims to tackle one of the biggest health challenges in west Leeds and reducing health inequalities
- Contribute to plans that have measurable baselines, evidence of need, efficacy effectiveness, and impact assessment including outcomes and equality
- Support projects that improve in quality of primary care and tackle unwarranted clinical practice and outcome variation.
Attendance Requirements
- To be an observer at an agreed number of CCG Governing Body, Senior Management Team, Clinical Commissioning Committee, and Locality Development sessions.
Key Development / CPD Opportunities
- Undertake a Postgraduate Certificate relating to medical leadership or medical education
- Shadowing senior leaders across the health and social care system throughout the year
- Mentoring from a senior clinical leader including career development advice
- Bespoke programme of events to be agreed giving exposure to local and national policy initiatives
- Undertake at least one out-of-area visit to a project in the NHS
- Consideration will also be given to relevant international study tours
- Working towards the Faculty of Medical Leadership and Management Standards
- Understanding how to assess health needs and how to improve health outcomes

FURTHER INFORMATION

Professional Standards
The post holder is required to ensure he/she works to the professional standards and/or Codes of Practice set out for your professional group. It is the postholder’s responsibility to ensure their professional registration is kept up to date.
Location
The post holder is expected to work at any establishment at any time throughout the duration of his/her contract, normally within the boundaries of the Leeds CCGs areas. The base is expected to be WIRA House, West Park Ring Road.

It is therefore expected that all employees will develop flexible working practices both within the cluster on a cross-directorate basis, and across clusters and other organisations to meet the challenges and opportunities of working within the new NHS.

Health & Safety
All employees of the CCG must be aware of the responsibilities placed on them by the Health & Safety at Work Act (1974) to ensure that the agreed safety procedures are carried out to maintain a safe condition for all employees, patients and visitors.
All employees of the CCG are accountable, through the terms and conditions of their employment, professional regulations, clinical governance and statutory health and safety regulations, and are responsible for reporting incidents, being aware of the risk management strategy and emergency procedures and attendance at training as required.
All employees have a responsibility to manage risk within their sphere of responsibility. It is a statutory duty to take responsible care of their own safety and the safety of others whom may be affected by acts or omissions.
All managers throughout the organisation have a responsibility to ensure that policies and procedures are followed, that employees receive appropriate training that a local risk register is developed and monitored on a quarterly basis and any changes reported to the statutory Health & Safety Committees.
Managers are responsible for implementing and monitoring any identified risk management control measures within their designated area/s and scope of responsibility. Access to Health Records
All employees who contribute to patient’s health records are expected to be familiar with, and adhere to, the cluster’s Standards of Record Keeping. Employees should be aware that patient’s records throughout the Trust will be the subject of regular audit.
Employees who have access to patients’ records have a responsibility to ensure that these are maintained and that confidentiality is protected.
All employees have an obligation to ensure that health records are maintained efficiently and that confidentiality is protected. Employees are also subject to this obligation both on an implied basis and also on the basis that, on accepting their job description, they agree to maintain both patient/client and staff confidentiality.
In addition, all health professionals are advised to compile records on the assumption that they are accessible to patients in line with the Access to Health Records Act 1990.

Person Specification
Essential / DesirableQualifications / Currently employed by Health Education Yorkshire and the Humber (HEYH) NTN holders (trainees in LAT posts would not be considered) in the first instance.
AND EITHER
ST3 or above General Practitioner (with Applied Knowledge TestAND consultation skills qualifications);
OR
ST3 other relevant clinical discipline(eg paediatrics, respiratory, oncology etc)
If posts are not filled at the first round of adverts, then we would support these opportunities being opened up to non-HEYH-based trainees. Post CCT holders would not be considered for appointment to Leadership Fellow posts. Non GP applicants must have more than 12 months to their CCT on their return to their usual training placement.
Relevant professional qualification or equivalent.
Unblemished registration with GMC
Evidence of continuing professional and personal development. / Clinical role within CCG member practice or within Leeds
Experience / Experience of working effectively within a team.
Evidence of an interest in improving quality of care or experience for patients. / Practising clinician
Experience of conducting clinical audit / service redesign
Knowledge and skills / Maintaining up to date knowledge and understanding of the national, regional and local policy and priorities for health care, to be effective for lead programme
Competent IT skills eg word, powerpoint, excel or equivalent / Advanced IT skills
Abilities and Personal Qualities / A high degree of personal integrity.
