The U.S. Department of Homeland Security Transportation Security Administration (TSA), Newark Liberty International Airport takes pleasure in extending this invitation to our next Explosives & Explosive Effects (E&EE) Training Course.

The objective of this one day Explosives & Explosive Effects (E&EE) Training Course is to provide members of the federal, state, and local security, and first responder communities the opportunity to receive training and information in regard to understanding explosives, and explosive devices. The course will also cover topics to include terrorist trends, improvised explosives device (IED) componentry, construction and employment tradecraft, as well as best practice safety information in regard to explosives and explosive devices.

The instruction is delivered in both classroom and outdoor range settings. Following an informative classroom briefing session, attendees are given the opportunity to attend a Live Fire Explosives Demolition Range demonstration. The instructor led Explosives Demolition Range Demonstration session furthers the course objectives by exposing the students to a variety of commercial, military and improvised explosives and mimic historical explosives devices. The demonstration allows the students to see firsthand key identification features of explosives as well as the destructive effects of explosives and explosive devices. Throughout the classroom and range demonstrations our training staff will deliver a host of best practices in regard to officer and public safety when dealing with explosives materials and devices during the execution of their daily duties.

TSA Newark’s Explosives Operations Division, hosts this training in coordination with Federal, State and local Bomb Squads, as well as the U.S. Navy’s Explosive Ordnance Disposal (EOD) Detachment Earle, our facilities host. The course is one full day; five sessions of the course are offered from Monday, October 16 thru Friday, October 20, 2017 in order to accommodate the schedules of personnel of attending agencies.

Location:

Classroom training will be held at Naval Weapons Station (NWS) Earle Base Theater (Building C-9). NWS Earle is located at 201 Highway 34 South, Colts Neck, New Jersey 07722. NWS Earle is located in Central Monmouth County easily accessible from the NJ Turnpike and the Garden State Parkway.

Training course Description:

The classroom segment of the E&EE covers the various effects of an explosive detonation. Also covered are the effects on personnel and property. Instructors review improvised explosive devices (IEDs), IED component recognition, bombing case studies, and bomb scene recommended tactics, techniques and procedures (TTP).

Following classroom training, personnel move to the explosives range where in depth instruction, hands on recognition, familiarization, and detonation of various explosives (military and commercial) is conducted. TNT equivalent loaded reproductions of the Richard Reid Shoe Bomb, Bojinka Device, Suicide Vest, Pipe Bomb, Letter Bomb, and other replica historical terrorist devices used in real-world terrorist incidents are detonated. Additionally, various Homemade Explosives (HME) are demonstrated. Witness targets (downrange) are rigged with ballistic armor and Kevlar helmets arrayed around devices to illustrate the destructive force explosives can deliver to both personnel and property.

Please RSVP no later than Friday, 29 September, 2017. Due to NWS Earle Base Security requirements there can be no one added to the list or substitutions beyond the RSVP date. Non TSA organizations attendance is on a first come first serve basis and there are limited seats. If you desire seats respond early as possible.

Details & confirmation:

Upon submitting the Attendee Input Template, you will receive an e-mail stating that you/your personnel have been added to the Master Attendee Roster. Confirmed attendees will receive detailed guidance to include driving directions approximately seven (7) days prior to the commencement of the training course.

Classroom presentations begin promptly at 8:00 AM and run to approximately 3:00 PM. All classroom presentations will take place at the NWS Base Theater

  • Attire is casual range wear. Shoes or sturdy sneakers are recommended. Be prepared for inclement weather. NO SHORTS.
  • Hearing Protection is recommended.
  • Protective Eyewear is MANDATORY
  • Photography is permitted and highly encouraged.

Vehicles:

Government/Official vehicles are permitted. Occupants must have a valid government ID. Personal vehicles are permitted on base (traditional courtesies will be extended to those personnel with DOD vehicle stickers). Personal vehicle drivers will be asked for license, registration and proof of insurance. Personal vehicles will not be permitted on range; a ride will be provided for you in an authorized vehicle.
