New terms for the new BAT policy

Where the BAT is determined to be a monthly limit averaged over a 12-month rolling period, these terms could be used. Copied from the in-process Oil and Natural Gas GPs.

Emission Summary Table:

Particulate matter less than 10 micron in diameter (PM10) shall not exceed XX tons per month averaged over a 12-month rolling period.

Particulate matter less than 2.5 micron in diameter (PM2.5) shall not exceed XX tons per month averaged over a 12-month rolling period.

Particulate emissions (PE) shall not exceed XX tons per month averaged over a 12-month rolling period.

Nitrogen Oxides (NOx) emissions shall not exceed XX tons per month averaged over a 12-month rolling period.

Volatile Organic Compound (VOC) emissions shall not exceed XX tons per month averaged over a 12-month rolling period.

Carbon Monoxide (CO) emissions shall not exceed XX tons per month averaged over a 12-month rolling period.

Sulfur Dioxide (SO2) emissions shall not exceed XX tons per month averaged over a 12-month rolling period.

Recordkeeping Requirements

Generic

(1)The permittee shall maintain monthly records of thePE, PM10, PM2.5, CO, NOx, VOC, and SO2 emissions from the XX; and at the end of 12 months of operation, the rolling 12-month summation of PE, PM10, PM2.5, CO, NOx, VOC, and SO2 emissions and the average calculated over each rolling 12-month period.

Dehydrator

(2)The permittee shall maintain monthly records of the calculated VOC emissions from the glycol dehydration unit(s); and at the end of 12 months of operation, the rolling 12-month summation of VOC emissions and the average calculated over each rolling 12-month period.

(3)If the permittee has installed a flare to control emissions from the glycol dehydration unit(s), the permittee shall maintain monthly records of the calculated CO, NOx, VOC, and SO2 emissions from the flare; and at the end of 12 months of operation, the rolling 12-month summation of CO, NOx, VOC, and SO2 emissions and the average calculated over each rolling 12-month period.

Engines

Spark Ignition

(4)The permittee shall maintain monthly records of the calculated PE, NOx, CO, and VOC emissions from the natural gas-fired spark ignition internal combustion engines; and at the end of 12 months of operation, the rolling 12-month summation of PE, NOx, CO, and VOC emissions and the average calculated over each rolling 12-month period.

Compression Ignition / Diesel

(5)The permittee shall maintain monthly records of the calculated PE, NOx, CO, and VOC emissions from the diesel-fired compression ignition internal combustion engines; and at the end of 12 months of operation, the rolling 12-month summation of PE, NOx, CO, and VOC emissions and the average calculated over each rolling 12-month period.

Flares

(6)The permittee shall maintain monthly records of the calculated NOx, CO, VOC, and SO2 emissions from the open and/or enclosed flare(s) or other combustion control device; and at the end of 12 months of operation, the rolling 12-month summation of NOx, CO, VOC, and SO2 emissions and the average calculated over each rolling 12-month period.

Ancillary Equipment

(7)The permittee shall maintain monthly records of the calculated VOC emissions from the ancillary and associated equipment located at the well site, as identified for emission unit F001; and at the end of 12 months of operation, the rolling 12-month summation of VOC emissions and the average calculated over each rolling 12-month period.

Storage Vessels

(8)The permittee shall maintain monthly records of the calculated VOC emissions from the storage vessels; and at the end of 12 months of operation, the rolling 12-month summation of VOC emissions and the average calculated over each rolling 12-month period.

Reporting Requirements

(1)The permittee shall submit an annual Permit Evaluation Report (PER) to the Ohio EPA District Office or Local Air Agency by the due date identified in the Authorization section of this permit. The permit evaluation report shall cover a reporting period of no more than twelve months and shall include any exceedance of the monthly average 12-month rolling limit(s). It is recommended that the PER is submitted electronically through the Ohio EPA’s “e-Business Center: Air Services” although PERs can be submitted via U.S. postal service or can be hand delivered.

Testing Section

Particulate matter less than 10 micron in diameter (PM10) shall not exceed XX tons per month averaged over a 12-month rolling period.
