Bonus Project Pre-Application
The purpose of this pre-application is to help the potential applicants understand the process for a full application, and to assist the staff and Impartial Review Committee with the New Mexico Coalition to End Homelessness (NMCEH) to understand the potential projects. NMCEH will use the pre-application to advise you about your proposal and any adjustments that should be made. Part of the purpose of this pre-application process is to help applicants decide whether it is worthwhile to continue with the more complicated HUD application process for their project or if there are other more appropriate funding avenues. Applicants should be aware that this is a competitive process on a national level and that New Mexico’s bonus projects will be competing against proposals from around the country for very limited new funding.
Eligibility Criteria
Projects must meet the following eligibility criteria for the New Mexico Balance of State Continuum of Care:
· The proposed project must be located in New Mexico, but outside Albuquerque.
· The project request must not exceed $239,810. Smaller requests are encouraged in order to fund more projects.
· Projects must provide PSH (permanent supportive housing) to exclusively chronically homeless individuals or families OR provide RRH (rapid re-housing) to individuals, families or unaccompanied youth who come directly from the streets, emergency shelters, or are fleeing domestic violence.
· Projects must request eligible activities and not exceed limits for administrative funding.
· Applicants must be a nonprofit or unit of government (local, county or state), instrumentality of local government or public housing authority.
· Applicants must be in good standing with HUD which means there may not be any significant issues related to capacity, performance, or unresolved audit/monitoring finding related to one or more existing grants.
· Applicants must agree to fully participate in the Statewide Coordinated Assessment System (CAS). This includes participating in the Homeless Management Information System (HMIS), signing the HMIS data sharing agreement, filling all Bonus Project openings from the CAS, and housing people according to the priorities listed in the Albuquerque and Balance of State CoC Common Standards for Administering Permanent Supportive Housing or Rapid Re-Housing. · Projects that request rental assistance must demonstrate that they can house their first program participant with 12 months of receiving the award
· Applicants must provide evidence that they can meet HUD’s match requirement. The applicant must match all grant funds, except for leasing funds, with at least 25 percent cash or in-kind contributions from other sources. Cash matches must be used for the costs of eligible CoC activities.
Capacity. CoC grants can be a complicated federal grant process. It is helpful if grantees have an acquired level of staffing capacity and efficiency. CoC grants can support some staffing costs, however basic staffing structures should already be in place in order to expand current staffing and program capabilities.

If you answered “No” to any of the above questions, please consider partnering with a community organization with the administrative capacity to enhance your service provision rather than applying on your own.

◊ Eligible activities: New CoC grants are available to fund Permanent Supportive Housing for people who are chronically homeless; Rapid Rehousing for homeless families or homeless youth; and, for Coordinated Assessment or HMIS grants. Please describe how you intend to use the grant for one of these activities.
◊ Housing: Please tell us how many households you will serve at one time and the size of the average household.
◊ Budget: There is a total of $239,810 available for bonus projects. Projects can apply for all or part of this funding. In keeping with HUD’s priorities, projects are encouraged to use the HUD funding for housing activities such as rental assistance, leasing, new construction, rehabilitation, or operation of housing. Some of the funds can also be used to provide supportive services and 10% can be used for administering the grant. Please list your budget here:

Process: The staff of NMCEH will review and score your application and advise you as to whether your application meets the criteria for eligibility. All applicants will have the option to continue the application process if they so choose. If you decide to continue with the application process, NMCEH staff will help you access the online application form in the HUD e-snaps system.
