New Members and Chair appointed to NHS Dumfries and Galloway
The Cabinet Secretary today announced the appointment of four new Members and a new Chair to Dumfries and Galloway NHS Board.
Dumfries and Galloway NHS Board is responsible for issues including health improvement, strategic planning and resource allocation, and oversees a wide range of activities which balance national priorities with the healthcare needs of the people of their region. Dumfries and Galloway NHS Board is responsible for spending around £300 million per year in its healthcare services.
Chair appointment
Philip N Jones - is a former Chief Executive of Dumfries and Galloway Council and under his leadership the Council delivered the large scale transfer of local authority housing stock to DGHP, the Schools Public Private Partnership new build programme, the Regions first multi-agency Community Plan, Single Outcome Agreement and the Community Health Partnership. Philip is also former Chair of the Regional Child Protection Committee, and was Secretary of the Society of Local Authority Chief Executives (Scotland) and is a former Board member of the Crichton Trust and Barony Agricultural College. Philip is a Chartered Manager of the Chartered Management Institute, he holds a Masters Degree in Management from the University of Strathclyde and is looking to apply his skills, experience and knowledge of the Region to lead the Board in the delivery of the Scottish Governments Health agenda including Reshaping care for older people and delivery of the new hospital build in Dumfries. Philip Jones does not hold any other ministerial appointments.
Member appointments
The new Members are:
Robert Allan - worked as a Police Officer in Scotland and London, and as a Local Government Officer with Westminster City Council and Cumbria County Council, before retirement due to ill health in 2007. Secretary of DGVoice, the voice of disabled people in Dumfries and Galloway, Robert works to ensure the rights of disabled people are not ignored and that the needs of disabled people are publicised and addressed. A resident of Lockerbie Robert has lived and worked across Dumfries and Galloway and understands the needs and concerns of people across the diverse and sparsely populated rural region. Previously an elected member of the Dumfries and Galloway Health Board and audit committee chair, Robert brings to the board experience of working to improve the service and patient safety through scrutiny, constructive criticism, and ensuring that the Board’s strategy meets the needs of the people of Dumfries and Galloway. Robert is secretary of DGVoice for which he receives no remuneration for a time commitment of one day per week.
Laura K. Douglas - an enthusiastic and creative Senior Innovation Leader with considerable experience in business, Laura is passionate about understanding people’s needs, and developing new products, services and strategies to meet those needs. Laura developed her Innovation skills over 12 years with a leading global Consumer Goods Company where she led innovation programmes for a number of brands in the beauty business. During her career in consumer goods, Laura became an experienced team leader, creating inspiring vision and goals for those who worked with her, enabling her teams to unleash their passions and skills to deliver great results for the business. Laura was born and raised in Dumfries before leaving to embark upon her University studies and subsequent Innovation Career. Laura returned to Dumfries & Galloway in 2012 where she now keeps herself busy by teaching Innovation Management at a leading Scottish University, working as a freelance Innovation Consultant/Programme Manager, and spending time with her family. Laura Douglas does not hold any other ministerial appointments.
Penny Halliday - worked as a Further Education lecturer for 20 years delivering a variety of full and part time courses to a diverse groups of students. Penny developed a grass roots community group delivering support to kinship carers which became extremely successful and went on to be invited to set up a national service for families. As a result of her work with kinship care Penny won the Sheila Mc Kechnie Award for Health and Social Care, Wigtownshire Woman of the Year and was invited by the then Presiding Officer Alex Fergusson to be his Local Champion . She was elected as a Dumfries and Galloway NHS Non Executive in June 2010 appointed Chair of the Spiritual Care Committee and latterly Chair of the new Person Centered Health and Care Committee. Penny brings to the board a particular interest in Patient Experience as a result of my own experiences as a breast cancer patient. Penny Halliday does not hold any other ministerial appointments.
Gillian Stanyard – has worked in the Health and Social Care sector for most of her career, mainly within development and Mental Health services. She is passionate about empowerment and social inclusion and is currently the Administrator for the Dumfries and Galloway Multicultural Association. She is a student of Psychotherapy and is also undertaking an internationally recognised certificate in Leadership and Management. She will bring a range of skills in the areas of communication and networking, governance and equality and diversity which will help to pave the way for a high quality and positive patient experience for people within Dumfries and Galloway. Gillian Stanyard does not hold any other ministerial appointments.
The Chair appointment is part time and attracts a remuneration of £29,640 per annum for a time commitment of three days per week.
The Member appointments are part-time and attract a remuneration of £8,008 for a time commitment of eight hours per week.
The Chair and Member appointments will be for four years and will run from June 2, 2014 to June 1, 2018.
These appointments are regulated by the Commissioner for Ethical Standards in Public Life in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.
Robert Allan has spoken on behalf of a party or candidate, held office such as chair, treasurer or secretary of a local branch of a party and canvassed on behalf of a party or helped at elections in his role as Vice Chairman of Dumfriesshire, Clydesdale and Tweeddale Conservative & Unionist Association from 2008 to 2012.
Penny Halliday has had membership for the Scottish National Party.
Laura Douglas and Gill Stanyard have not had any political activity in the last five years.
