HIGH SCHOOL ATHLETIC TRANSPORTATION SERVICES

INTENT

The Grosse Pointe Public School System (the “District) is soliciting proposals from qualified licensed vendor(s) to provide the district with athletic transportation for North and South High Schools primary for the Athletic Program. The District anticipates entering into a three (3) year agreement with possible renewal thereafter.

INTRODUCTION

The information submitted in your proposal including experience, qualifications, and fee schedule will be reviewed for the purpose of selecting a vendor to provide, such transportation service. Favorable fees will be a factor in the selection process. However, the vendor’s experience, resources, and level of proposed services will be key factors in determining who will be recommended to the Board of Education to provide transportation to the Grosse Pointe Public School System. All bidders are expected to carefully examine the proposal documents. Any ambiguities or inconsistencies should be brought to the attention of the Assistant Superintendent for Business through written communication prior to the opening of the proposals. The Grosse Pointe Public School System will not reimburse bidders for any costs associated with the preparing or submitting of any proposal.

QUALIFICATION REQUIREMENTS

Respondents to the RFP must meet the following minimum requirements:

1. Ability to provide same day response.

2. A minimum of seven (7) years experience in transportation.

3. List of five (5) references.

4. Proof of insurance coverage.

AWARD OF SERVICES

The Board of Education may award one contract for both High Schools or may elect to award separate contracts for each High School.

SELECTION CRITERIA

The Administration of the Grosse Pointe Public School System will evaluate proposals using the following criteria:

1. Experience with Michigan public/private/parochial school districts.

2. Recommendations from at least five current public/private/parochial school clients (form provided for contacts).

3. Fee proposal (form provided).

4. Interviews may be conducted with selected vendors.

Please note: Fees are only one criteria of the evaluation.

SELECTION PROCESS

Proposals shall be evaluated by the administration on the basis of the vendor’s experience, proposed cost, completeness of proposal, knowledge and ability to provide the service, and professional references. No revisions to the original proposals will be allowed, other than those requested by the District for the final contractual terms through the selection process.

The District may elect to conduct interviews with any or all of the bidders. The final recommendation rests with the Superintendent of Schools as he may deem to be in the best interest of the District.

The District or its designee reserves the right to award more than one contract if it is in its best interests to do so.

The respondent understands that this RFP does not constitute an offer or a contract with the District. A contract shall not be deemed to exist and is not binding until proposals are reviewed, the best proposal has been identified, negotiations with the vendor have been completed, and agreement has been executed by parties and approved by the Board of Education.

In the event the parties are unable to negotiate final terms, the Superintendent of Schools may determine to accept the offer of the second most responsive and responsible vendor. The Board of Education reserves the right to reject all proposals, to abandon the project or to solicit and re-advertise for other proposals. The Superintendent of Schools may waive any informality and/or irregularity contained in a proposal or in the manner of its submittal and recommend the award of a contract thereafter to the Board of Education.

PROPOSAL

Vendors are required to submit the following information in its proposal:

1. A list of all current Michigan school references and length of service to each.

2. A list of all Michigan school clients that have terminated services in the past two years.

3. Proposed fee structure for North High School and South High School, Brownell Middle School, Parcells Middle School, Pierce Middle School and field trips.

4. Proof of insurance coverage.

5. Proposal questionnaire.

6. Familial relationship statement.

7. Location of bus/transportation yard.

Information beyond the minimum requirements may also be submitted. All proposals are to be submitted in writing and received no later than 12:00 p.m. (noon) Thursday,

April 7, 2016. Bidders must submit three (3) signed originals in a sealed envelope clearly marked on the outside Transportation Services Proposal. Proposals are to be submitted to:
