Constable Rajender Singh of Police Station Chanakya Puri, New Delhi District took part in 3C Tournament International Open Kurash (Wrestling) held in Paris, France from 7 to 9 October 2011 in 73 Kg category. He secured Bronze Medal in his weight category. Born in 1969, Constable Rajender Singh was recruited as Constable in 1990 and has won many trophies and medals in India and abroad in the past.

3 NOTORIOUS BURGLARS ARRESTED BY PS CHHAWLA, SOUTH-WEST DISTT.

5 BURGLARY CASES SOLVED

ONE GOLD RING, 15 MOBILE PHONES, 1 AIR CONDITIONER & 3 LPG CYLINDERS ALSO RECOVERED.

With the arrest of 3 Burglars, PS Chhawla, South-West District has worked out 5 Burglary cases of South-West Distt. 15 Mobile phones, one Air-Conditioner and 3 LPG Cylinders have also been recovered on the instance of the accused.

PROFILE OF THE ACCUSED

1. Pradeep @ Sahanshah S/o Subhash Chand R/o VPO- Paprawat, Najafgarh, New Delhi age about 22 years-- belongs to middle class family and his educated up to 5th class.

2. Umesh @ Rahul @ Tinda S/o Tek Chand R/o village-Paprawat, New Delhi age about 19 years - belongs to middle class family and his educated up to 5th class.

3. Rakesh @ Patwari S/o Sh Rajender Prasad R/o Vill- Paprawat, New Delhi age about 23 years - belongs to middle class family and his educated up to 5th class.

INFORMATION

Due to rise in the incidents of burglaries/theft in the area of South-West District, the field staff was mobilised to nab the culprits active in the area of P.S. Chhawla. Local informers were also sensitized in this regard and to provide valuable information about the Auto-lifters and other criminals involved in various crimes. On 31/10/2011 an information was received through a source regarding one Umesh @ Rahul @ Tinda who had committed and also involved in burglary and theft cases has come to see his parents in Village Paprawat, Najafgarh. On receipt of the information, a team was constituted in the supervision of SHO/Chhawla Inpr. Sandeep Gupta, SI Mantosh, SI Prakash Chand, HC Kuldeep No. 1491/SW, HC Ramdeen No. 731/SW, Ct. Sukhvir No. 1259/SW. The team reached at the designated place at around 6.30 PM but the said person was not available. However, it was learnt that Umesh was hiding at a vacant plot in the same village. The police team surrounded the area and found one boy whose name later on revealed as Umesh @ Rahul @ Tinda was present consuming white correction fluid which contain some contents of spirit. The team immediately nabbed him for interrogation.

INTERROGATION

On interrogation/enquiries conducted by Inspr. Sandeep Gupta, accused Umesh confessed that he along with his associate Pradeep @ Sahansha S/o Subhash Chand and Rakesh @ Patwari S/o Rajender Prasad and Nitesh @ Tinda S/o Bhoop Singh have committed many theft/burglary together in the area of P.S. Chhawla. On the night between 11/12.10.2011 he alongwith his associates had stolen 34 Mobile Phones from a shop at D- Block, Durga Vihar-II, Najafgarh, New Delhi after breaking its locks. On further questioning, he also disclosed that they have also stolen LPG Cylinders from Goyla Vihar, Najafgarh. He further revealed that some Gold Jewellery articles and cash has also been stolen by them from Gali No. 6, Durga Vihar, Phase-II, New Delhi which they had sold at throw away prices to get liquor/ ‘ganja’ and other items for enjoyment. They also revealed that they normally target the shops and locked houses to commit burglaries, particularly during night time. Umesh further informed that Pradeep and Rakesh are also in the area. On his instance, the teams were formed to apprehend the other two accused from their hideouts. Two separate teams were formed who raided at the identified places and finally were able to arrest them from two different locations/their hideouts.

GANG OF NOTORIOUSSNATCHERS CUM HOUSE BURGLARS BUSTED

Special Staff of West District has busted a gang of notorious snatchers cum house burglars. The master mind Mujahid is a scrap dealer who runs a shop in the area of Khyala. His associate Ashiq @ Asif has also been arrested along with him. Six cases of snatchings / burglaries of PS Uttam Nagar, Kirti Nagar, Nihal Vihar and Moti Nagar have been worked out and case properties recovered.

INFORMATION/OPERATION

Keeping in view the incidents of snatchings & house burglaries in the areas of West District. Special Staff of West District was entrusted the task of collecting intelligence and identifying the gang indulged in these crimes. The scenes of crimes were visited and secret sources were deployed. The strenuous efforts of the team led to an information about a gang of notorious snatcher cum burglars who used to work as scrap dealers and collect scrap as street vendors. With this modus operandi, they identify the houses as their targets and later strike on them to commit burglaries. The gang is headed by one Mujahid. The information was further developed and all probable hideouts of the gang were searched. On 31.10.2011, specific information was received in Spl. Staff/ West that the gang has committed a snatching in the area of PS Uttam Nagar and the gang members will come near Ghorewala Mandir, Raghubir Nagar,Delhi at about 08.00- 8.30 pm to dispose off the stolen articles. On this information, a raiding partyunder the supervision of ACP/Ops. Cell Sh. Raj Singh and Insp. Raj Kumar, consisting of SI Manoj Kumar, SI Charan Singh, HC Suresh Kumar HC Hattu Ram, HC Kirori Mal, ,HC Moti Ram, Ct. Vinod, Ct. Sunil Kumar, Ct. Devender, Ct. Amarjeet and Ct. Sudama was constituted and deployed near Ghorewala Mandir, Raghubir Nagar, Delhi. At about 8.30 pm, two persons came from 857 bus stand, Khyala, carrying LPG Cylinders on their shoulders who were identified as Ashiq and Mujahid by the secret source. They were apprehended. They disclosed their names as Mujahid and Ashiq. On asking about the cylinders they told that these were stolen by them from the area of Nihal Vihar and Kirti Nagar. On their further search gold jewellery articles were also recovered. On interrogation they confessed of committing house burglaries and snatchings in Uttam Nagar, Kirti Nagar, Moti Nagar and Nihal Vihar areas. The accused have been arrested vide DD No. 8, dated 31/10/2011, U/s 41.1(d) CrPC Spl. Staff West District.

INTERROGATION/MODOUS OPERANDI:

During interrogation, accused Mujahid disclosed that he hails from UP and belongs to a very weak economical back ground. He came to Delhi to earn his source of Livelihood and started living in Raghubir Nagar, Delhi. He came in contact with bad elements of local area and started committing petty thefts and snatchings. He was very ambitious and wants to become a rich person. He started working as a street vendor to collect scrap. He was not satisfied with his earnings as he has to work hard for long hours to earn money. His earnings could not meet his basic needs of life. He was frustrated as he could not cope up with the costly life style of Delhi. He came in contact with Ashiq who also works as a street vendor for collecting scrap. Mujahid suggested an idea which can change their lifestyle that during the course of their business they will identify the house where they can commit burglary. Both of them took this idea seriously and executed it. With the earnings Mujahid took a shop on rent and diversified his business. During this period one of his childhood friends Usman joined the gang. Alongwith him Mujahid and Ashiq committed Snatchings. The gang has a peculiar modus operandi as they target men for chain snatchings. On interrogation they disclosed that the jewellery articles are disposed off by Usman at their native place in Chandousi (U.P.). The other household articles were sold by him to labourers who migrate from Bihar and other parts of India and have distributed the cash in equal shares. Further investigation is in progress.

Staff involved in good work is being suitably rewarded.

ORDER

1.Whereas, a large number of private courier services operate in and around the Capital to facilitate sending of goods through courier across the country.

2.And whereas, It has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without brothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.

3.And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

4.And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

5.And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

6.Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr. P.C, 1973 ( No. 2 of 1974 ) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is Notification No. U-11036/(i) UTL, dated 9.9.2010, I Mohinder Singh Asstt. Commissioner of Police, Sub Division, S. J. Enclave, South District, Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub Division, Delhi shall: -

(a)Maintain a register of courier senders and detail of goods to be sent through courier.

(b)Keep copies of identification documents like election card, ration card, PAN card, Driving License etc. of the courier sender for access by the police as and when required.

(c)Cross- check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

(d)Generally satisfy oneself about the goods before accepti9ng the packet/ parcel booked for courier.

(e)Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

(f)The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g)The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

(h)Inform the nearby police station if the courier sender of the goods is found suspicious.

These orders shall come into force with effect from 29.10.2011 to 27.12.2011 and shall remain in force for a period of 60 days upto (both days inclusive) unless withdrawn earlier.

Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCs P Addl. DCsP, ACsP, Tehsil Officer, all Police Stations concerned and the offices of NDMC and MCD.

Whereas report have been received that due to the situation prevailing in the area of Police stations of North-East District, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations/North East District and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

2.And whereas it is necessary that some checks should be put on landlords/tenets so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3.Now, therefore, I, Ved Prakash Surya, Asstt. Commissioner of Police, Sub-Div. Seema Puri, North East District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Sub-Div. Seema Puri, North East District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he has furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said tenants.

4.These orders shall come into force with effect from 31.10.2011 shall effective for a period of 60 days up to 29.12.2011 (both days inclusive) unlesswithdrawn earlier.

5.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6.As this order cannot be served individually to all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies of the notice boards of the offices of District DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the MCD/NDMC.
