NETS Mission Statement:

The Northwest Educational Technology System, NETS, is a coalition of northwestern Minnesota institutions of higher education who employ technology to foster cooperation, communication, efficiency & access. Members utilize NETS to meet their own mission objectives & facilitate access between public resources & users. NETS infrastructure & policies are in place to expand opportunities through resource sharing between member institutions, to access distant resources & to form partnerships with other public & private entities.

NETS Accomplishments Brief:

Applications & Services:

NETS provides the regional component for all digital access for member institutions. In addition, NETS provides technical support for video applications & webcast video streaming & coordinates telco contracts & line maintenance.

  • The NETS WAN is a very reliable platform with an up record of 99.9% in FY07.
  • NETS members utilized 18,000 hours of video use last year, a .4% increase from last year.
  • Credit course offerings activity remains the major video application for NETS at 71.5% of total activity. Although slightly down as a percent of total, this is largely due to an increase in meeting activity. 187 college courses were offered at NETS sites. 539 college credits were offered. 133 courses were hosted by NETS members. An additional 54 courses were hosted from colleges & universities outside of NETS. 12 courses used NETS webcasting video streaming services.
  • 213 hours of webcasting video streaming was utilized by members this year. Examples of applications includeposting student presentations on line, supplementary video for traditional & on line courses, posting guest lectures, archiving lectures for students who missed classes, out of net participation in meetings or workshops.
  • Additional codecs were installed at BSU, MSUM, NCTC TRF & the RoseauCityCenter.
  • MPLS hub upgrades have been accomplished by OET.
  • NETS WAN bandwidth in the Moorhead to Crookston leg of the fiber ring has been upgraded.

Collaboration & Communication:

  • NETS Executive Committee members participated in lobbying MOHE for inclusion of increased funding in their budget request. The coordinator made a presentation at the MOHE hearing in Moorhead. An increase in funding was included in the governor, house & senate’s budget plans.
  • In collaboration with the Minnesota Extension Service, the NETSA coordinator met with administrators at the White Earth Tribal and Community College, Mahnomen about using NETS as the vehicle for networking & higher access, (2/21/07).

NETS meets formally with the following entities:

  • MnSCU & U of M directors of telecommunications/technology
  • MOHE
  • The Learning Network of MinnesotaBoard
  • Minnesota higher education regional network coordinators
  • NWLINKS Joint Powers Board (K12 & regional libraries technology consortium). NETS is a member of the NWLINKS Joint Powers Board. NWLINKS is the regional consortium for networking between school districts & libraries in northwestern Minnesota. NWLINKS funds one full time technician position at NETS. NETS continues to provide site technical support to NETS & NWLINKS users & site technicians.
  • OET (Office of Enterprise Technologies-MN Dept. of Administration)

NETS meets frequently with the following groups & individuals:

Near Term Improvement Efforts:

Areas of Focus:

  • MSCTC Moorhead will be moved over to the Moorhead community fiber in the summer of 2007. This will reduce costs & increase access redundancy protection.
  • NTC will be moved from a DS3 link to the regional core to a 100 Mbps. Ethernet connection, increasing access & better positioning for bandwidth increases.
  • Assist users in understanding & developing applications for web streaming media.
  • NETS staff are investigating high resolution webcasting options that can integrate into MXP level codecs.
  • MSUM plans for adding codecs.
  • MSCTC migration of Non QoS units to QoS platform.

Far Term Improvement Issues:

Technical:

  • Security needs to be improved for management & diagnostic servers.
  • Continue to explore opportunities for circuit sharing to reduce costs & improve access & redundancy.
  • Explore high definition applications, costs & options for members.

Funding & Collaboration:

  • NETS will continue to participate in efforts to establish a statewide higher education learning network governance entity to improve oversight, awareness & funding stability for regional networks.
  • Visibility & understanding of NETS & its services should be improved for faculty & staff.
  • Aging of video/technology room equipment will be an ongoing issue for NETS members.
  • Funding for K12/library network access continues to be severely limited. School districts & libraries are important vehicles for community access to higher ed.

NETS Infrastructure:

NETS members’digital access is provided through a regional ring with 2 access paths to St. Paul. This provides a level of redundancy that helps keep service up during outages. All NETS campuses are served at least at a 45 Mbps level. All digital applications utilize this core.

The Office of Enterprise Technologies, OET, is the primary provider of bandwidth for NETS members with regional telco’s providing smaller links. OET is a state agency.

MnSCU & the U of M play a critical role in funding & supporting hub hardware & core access to the regional WAN.

Traffic levels are monitored to insure that capacity is sufficient to keep up with demand.


Usage Levels:

Video Conferencing

NETS recorded 18,000 site hours of video conferencing use last year. This is an increase of .4% from last year.

Credit course offerings account for 71.5% of total NETS activity.

133 courses were hosted by NETS members.

An additional 54 courses were hosted by higher educational institutions outside of NETS. 539 Credits were offered.

NETS member institutions receive a significant number of college courses from outside northwestern Minnesota. 28% of the video courses held at member campuses via NETS came from institutions outside of the region. The U of M & St. Cloud State University are the major out-of-region course providers.

187 college courses were offered via video at NETS member campuses via video conferencing.

12 credit courses used webcasting via NETS as an element in the course.

Usage Character & Traffic Patterns:

Video Conferencing

Regional traffic involves activity between member sites only that never leavesthe NETS WAN in northwestern Minnesota.

Inter-regional traffic involves sites outside of the NETS WAN.

Joint Higher Ed/K12-Library is traffic between NETS colleges & K12 school districts &/or regional libraries.

User Technical Support Record:

NETS tracks technical support calls to the NETS network operations center requesting assistance.

Maintenance calls are repairsor failures that did not affect scheduled activity.

The percentage of member video help calls are correlated against the percentage of network video activity.

Categories:

NETS=Region infrastructure core, i.e. lines, routers.

Site=Room equipment or room operation.

OET Statewide service or statewide infrastructure core. (Office of Enterprise Technologies)

UM=U of M Mpls. Video services.

Other=Scheduling confusion, campus LAN worm effects & other networks outside of NETS.

User Technical Support Record:

Site or room related trouble/helpissues, as opposed to network failures,made up 64% of all technical support calls to NETS. These charts break down site problems to show where assistance was needed. It is important to note that, with the exception of site hardware repair; these are operator issues & not infrastructure failures.

QoS vs. Non-QoS:

22% of all trouble calls are experienced by non-QoS, (Quality of Service), codecs.

Non-QoS unitsare 3 times morelikely to call for help as QoS units.

Failures caused by lack of QoS are a service limitation not a malfunction. It is a limitation which users have chosen.

Maintenance:

Maintenance events are efforts, preemptive or reactionary, to fix site or network failures that are not disruptive to scheduled network video activity. Help calls are up 7% from last year. Maintenance events are up 39%.

6 NETS WAN outages were recorded for last year. In each case, outages were limited to 1 or 2 campuses. The time to restore service ranged from 7 minutes to 3.5 hours with an average down time of 1.5 hours.

The WAN had an up time of 99.9%.

Cost Efficiency:

Total Network costs are made up of recurring base infrastructure & staffing costs.

This chart measures the cost of regional digital access infrastructure on a per full year equivalentcomparison.

Utilization History:


Access History:

NETS tracks access patterns for video applications. Because video applications consume a high level of bandwidth & are allocated a significant level of NETS tech support resources this is important to network resource planning.

In Net=Video applications that stay with the NETS WAN

Out of Net= Video applications reach outside the NETS WAN.

K12=Higher ed video applications that access K12 site.

Webcast=NETS supported video over the web.

Video applications for all sites, with the exception of MSCTC Perham, are about 71.5% credit based & 28.5% meeting based. Perham is an administrative center.

MSCTC is a 4 campus entity with an administrative center in Perham.


Access History:

Perham houses the administrative offices for MSCTC. Meetings are their main video application.


Access History:

NCTC has campuses in EastGrand Forks & ThiefRiverFalls. They also sponsor a network link to an outreach center in the RoseauCityCenter.


Access History:

NorthwestTechnicalCollege is the main source for credit activity at the TribalLearningCenter in Redby.

Access History:

The University of Minnesota, Crookston, while not the only user, has been the greatest user of NETS webcasting services.
